ಬೆಂಗಳೂರು,ಡಿಸೆಂಬರ್,20,2021(www.justkannada.in): ನೂತನ ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯ ಫಲವಾಗಿ ಮುಂದಿನ 20 ವರ್ಷಗಳಲ್ಲಿ ಭಾರತವು ಜಗತ್ತಿನಲ್ಲೇ ಅಗ್ರಸ್ಥಾನದಲ್ಲಿ ಇರಲಿದ್ದು, ದೇಶದ ರಾಜಕೀಯ ಆರ್ಥಿಕ ಮತ್ತು ಸಾಮಾಜಿಕ ಸಮಸ್ಯೆಗಳಿಗೆ ಪರಿಹಾರವಾಗಲಿದೆ ಎಂದು ಬೆಂಗಳೂರು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುಲಪತಿ ಪ್ರೊ. ವೇಣುಗೋಪಾಲ್ ಹೇಳಿದರು.
ಬೆಂಗಳೂರು ವಿವಿ ಮತ್ತು ರಾಷ್ಟ್ರೀಯ ಮೌಲ್ಯೀಕರಣ ಮತ್ತು ಮಾನ್ಯತಾ ಪರಿಷತ್ (ನ್ಯಾಕ್) ಸಹಯೋಗದಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ ಜಾರಿ ಕುರಿತು ಹಮ್ಮಿಕೊಂಡಿದ್ದ ದಕ್ಷಿಣ ವಲಯ ಕುಲಪತಿಗಳ ಒಂದು ದಿನದ ಕಾರ್ಯಾಗಾರದಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಎನ್ಇಪಿ ಕುರಿತ ರೂಪುರೇಷೆ ಬಹಳ ಹಿಂದೆಯೆ ಸಿದ್ಧವಾಗಿತ್ತು. ಅದು ಇದೀಗ ಜಾರಿಯಾಗುತ್ತಿದೆ. ಆ ಮೂಲಕ ಭಾರತ ವಿಶ್ವಗುರು ಆಗಲಿದೆ ಎಂದರು.
ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯಿಂದಾಗಿ ದುರ್ಬಲ ವರ್ಗಗಳ ಮಕ್ಕಳಿಗೆ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ಸಿಗಲಿದೆ. ಹಿಂದಿನ ಶಿಕ್ಷಣ ಪದ್ಧತಿಯಲ್ಲಿ ಶೇ.20ರಷ್ಟು ವಿದ್ಯಾರ್ಥಿಗಳು ಮಾತ್ರ ಉದ್ಯೋಗಕ್ಕೆ ಅರ್ಹರಾಗುತ್ತಿದ್ದರು. ಆದ್ದರಿಂದಲೇ ಎನ್ಇಪಿ ಪಠ್ಯದಲ್ಲಿ ಕೌಶಲ್ಯ ಮತ್ತು ಡಿಜಿಟಲ್ ಕಲಿಕೆಗೆ ಒತ್ತು ನೀಡಲಾಗಿದ್ದು, ಪ್ರತಿಯೊಬ್ಬ ವಿದ್ಯಾರ್ಥಿಯು ಉದ್ಯೋಗಕ್ಕೆ ಬೇಕಾದ ಅರ್ಹತೆ ಮತ್ತು ಸಾಮರ್ಥ್ಯಗಳನ್ನು ತನ್ನದಾಗಿಸಿಕೊಳ್ಳುತ್ತಾನೆ ಎಂದು ತಿಳಿಸಿದರು.
ನೂತನ ಶಿಕ್ಷಣ ನೀತಿ ಜಾರಿಗೆ ಎಲ್ಲ ಪದವಿ ಕಾಲೇಜುಗಳು ಉತ್ತಮ ಸಹಕಾರ ನೀಡುತ್ತಿವೆ. ವಿದ್ಯಾರ್ಥಿಗಳಿಂದ ಕೂಡ ಉತ್ತಮ ಪ್ರತಿಕ್ರಿಯೆ ಸಿಗುತ್ತಿದೆ. 2021ನೇ ವರ್ಷದಲ್ಲಿ ಇಡೀ ದೇಶಾದ್ಯಂತ ಎನ್ಇಪಿ ಜಾರಿಯಾಗಲಿದೆ ಎಂದು ಅವರು ತಿಳಿಸಿದರು.
ಕರ್ನಾಟಕ ರಾಜ್ಯ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ ಅಧ್ಯಕ್ಷ ಪ್ರೊ.ಡಾ. ತಿಮ್ಮೇಗೌಡ ಮಾತನಾಡಿ, ಜಾಗತೀಕರಣದ ಯುಗದಲ್ಲಿ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳ ಸುಧಾರಣೆ ಮತ್ತು ಹೊಸ ಸಂಸ್ಥೆಗಳ ಅಗತ್ಯ ಎರಡೂ ಇದೆ. ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯು ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಿಗೆ ಸ್ವಾತಂತ್ರ್ಯ ಮತ್ತು ಸಾಯತ್ತತೆ ನೀಡುವ ಮೂಲಕ ಸಮಕಾಲೀನ ಅಗತ್ಯಗಳನ್ನು ಪರಿಗಣಿಸಿದೆ. ಗುಣಮಟ್ಟದ ಸಂಸ್ಥೆಗಳೊಂದಿಗೆ ಸಹಭಾಗಿತ್ವ ಮಾಡಿಕೊಳ್ಳುವ ಮೂಲಕ ಜಾಗತಿಕ ಮಟ್ಟದ ಶಿಕ್ಷಣವು ದೊರೆಯುವಂತೆ ಮಾಡಲಾಗುತ್ತದೆ ಎಂದು ಹೇಳಿದರು.
ಪದವಿ ಹಂತದಲ್ಲಿ ಶಿಕ್ಷಣ ಬಲವಾಗಬೇಕು ಅಂದರೆ ಉದ್ಯಮ ಮತ್ತು ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರಗಳ ಸಂಗಮವಾಗಬೇಕು. ಆಗ ಮಾತ್ರ ಇವೆರಡರ ನಡುವಿನ ಕಂದಕ ದೂರವಾಗಲಿದೆ. ಉದ್ಯಮವನ್ನು ಪಠ್ಯ ವಿನ್ಯಾಸಕ್ಕೆ ಸೀಮಿತಗೊಳಿಸದೆ ಕಲಿಕೆಯಲ್ಲಿ ತೊಡಗಿಸಿಕೊಂಡರೆ ವಿದ್ಯಾರ್ಥಿಗಳ ಕೌಶಲ್ಯ ಹೆಚ್ಚಿಸಲು ನೆರವಾಗುತ್ತದೆ. ಇಡೀ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆಯನ್ನು ನಾವು ವಿನ್ಯಾಸಗೊಳಿಸಬೇಕಿದೆ. ಅದಕ್ಕಾಗಿ ನಮ್ಮ ಮನಸ್ಥಿತಿಯನ್ನು ಬದಲಾಯಿಸಿಕೊಳ್ಳಬೇಕಾಗಿದೆ. ಜವಾಬ್ದಾರಿಯುತ ಶಿಕ್ಷಣ ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯ ಆದ್ಯತೆ. ಶಿಕ್ಷಕರು ಕಲಿಕೆಗೆ ಆದ್ಯತೆ ನೀಡಬೇಕು. ನಾವು ಬೇರೆ ಬೇರೆ ಸಂಸ್ಥೆಗಳ ಜೊತೆ ಸ್ಪರ್ಧಿಸುತ್ತಿಲ್ಲ, ನಾವೆಲ್ಲರೂ ವಿಶ್ವದ ಜೊತೆ ಸ್ಪರ್ಧಿಸಬೇಕಿದೆ. ಕಲಿಕೆ ಫಲಿತಾಂಶಆಧಾರಿತ ಶಿಕ್ಷಣ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಪ್ರಯೋಜನವಾಗಲಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಕರ್ನಾಟಕ ಶಿಕ್ಷಣ ಆಯೋಗ ಮಸೂದೆಯನ್ನು ಮಂಡಿಸಲು ಮುಂದಾಗಿದೆ. ಇದರಿಂದ ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರಕ್ಕೆ ಪ್ರಯೋಜನವಾಗಲಿದೆ ಎಂದು ಹೇಳಿದರು.
ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ನ್ಯಾಕ್ ನಿರ್ದೇಶಕ ಎಸ್.ಸಿ. ಶರ್ಮ ಮಾತನಾಡಿದರು. ಪ್ರೊ. ಎಂ. ಕೊಟ್ರೇಶ್, ಕುಲಸಚಿವರು, ಬೆಂಗಳೂರು ವಿಶ್ವವಿದ್ಯಾಲಯ ಎಲ್ಲರನ್ನೂ ಸ್ವಾಗತಿಸಿದರು.
ರಾಜ್ಯದ ಎಲ್ಲ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುಲಪತಿಗಳು ಸೇರಿದಂತೆ ಕೇರಳ ಪಾಂಡಿಚೇರಿ ಲಕ್ಷದ್ವೀಪ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಸುಮಾರು 30 ಕುಲಪತಿಗಳು ಕಾರ್ಯಾಗಾರದಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದರು.

India will lead the World in another 20 years with the implementation of NEP, which will ensure the political, economic and social development, said Prof. Venugopal K.R. Vice Chancellor, Bangalore University. He was addressing the Vice Chancellors at Southern states Vice Chancellors’ meet, organized by Bangalore University and NAAC, Bangalore.
He further said that, to improve the present 20% employability, NEP has stressed upon, digital learning and skill enhancement courses. With this every student will be empowered to earn their livelihood in the form of suitable job.
Prof. B. Thimme Gowda, Vice Chairman, Karnataka State Higher Education Council, in his inaugural speech he said,
It is important to bridge the gap between education and employment to strengthen the higher education.
He further said, we have to reframe the higher education structure and content along with making the institutions multidisciplinary and integrating private institutions. All universities must start honors degree in next 2 years. Industry should be involved in offering internships and apprenticeship to the undergraduate students along with designing and drafting the curriculum. Teachers’ accountability should be increased. NEP is designed with learning outcome based program which will benifit the students.
The workshop had 3 parellel sessions on the theme , Access, quality and future readiness. After the brainstorming among the Vice chancellors, the chairpersons of each panel have presented their recommendations. The one day workshop succeeded in evaluating NEP policy with respect to thier implementation along with quality, access and future readiness.
Prof. S.C. Sharma,The Director NAAC, Bangalore has delivered introductory address. Prof. M.Kotresh, Registrar, Bangalore University welcomed the gathering. Over 30 Vice Chancellors from the Southern states including Karnataka, Kerala, Puducherry and Lakshadweep were present in the program. There were representatives of various universities, Dean’s and professors of Bangalore University and officers of NAAC have participated in the workshop.
