ಕೊಪ್ಪಳ, ಜೂನ್,25,2026 (www.justkannada.in): “ತುಂಗಭದ್ರಾ ನದಿ ಪಾತ್ರದ ರೈತರ ಹಿತರಕ್ಷಣೆಗೆ ಕರ್ನಾಟಕ, ಆಂಧ್ರ ಪ್ರದಶ ಹಾಗೂ ತೆಲಂಗಾಣ ಮೂರೂ ರಾಜ್ಯಗಳು ಸೇರಿ ಒಮ್ಮತದ ಐತಿಹಾಸಿಕ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಲಾಗಿದೆ” ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಹೇಳಿದರು.
ಕೊಪ್ಪಳ ಜಿಲ್ಲೆ ಮುನಿರಾಬಾದ್ ಸರಕಾರಿ ಹೈಸ್ಕೂಲ್ ಮೈದಾನದಲ್ಲಿ ತುಂಗಭದ್ರಾ ಅಣೆಕಟ್ಟೆಯ 33 ಸ್ಪಿಲ್ ವೇ ಗೇಟುಗಳ ಉದ್ಘಾಟನೆ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಸಿಎಂ ಡಿಕೆ ಶಿವಕುಮಾರ್ ಅವರು ಮಾತನಾಡಿದರು.
“ಇದು ದಕ್ಷಿಣ ಭಾರತದ ಐತಿಹಾಸಿಕ ಕಾರ್ಯಕ್ರಮ. 19ನೇ ಗೇಟ್ ತುಂಡರಿಸಿದಾಗ ಈ ಜಿಲ್ಲೆಯ ಉಸ್ತುವಾರಿ ಮಂತ್ರಿಗಳಾದ ಶಿವರಾಜ್ ತಂಗಡಗಿ ಹಾಗೂ ಅಧಿಕಾರಿಗಳು ಮಧ್ಯರಾತ್ರಿ ನನಗೆ ಕರೆ ಮಾಡಿ, ಅಣೆಕಟ್ಟು ನಡುಗುತ್ತಿದೆ ಎಂದು ಆತಂಕ ವ್ಯಕ್ತಪಡಿಸಿದರು. ನಾನು ಅಂದು ಬೆಳಗ್ಗೆ 8 ಗಂಟೆಗೆ ಸ್ಥಳಕ್ಕೆ ಭೇಟಿ ನೀಡಿದೆವು. ತಕ್ಷಣವೇ ಏನು ಮಾಡಬೇಕು ಎಂದು ತಜ್ಞರೊಂದಿಗೆ ಚರ್ಚಿಸಿ ಒಂದೇ ವಾರದಲ್ಲಿ ಗೇಟ್ ಬದಲಾವಣೆ ಮಾಡಲಾಯಿತು. ಆಮೂಲಕ ಈ ಭಾಗದ ರೈತರನ್ನು ರಕ್ಷಣೆ ಮಾಡಲಾಯಿತು” ಎಂದು ತಿಳಿಸಿದರು.
“ಗೇಟ್ ತುಂಡರಿಸಿದಾಗ ವಿರೋಧ ಪಕ್ಷಗಳು ಟೀಕೆಗಳನ್ನು ಮಾಡಿದರು. ಶಾರದ ದೇವಿ, ಹುಲಿಗೆಮ್ಮ ಹಾಗೂ ಹುಚ್ಚರಾಯಸ್ವಾಮಿಯ ಆಶೀರ್ವಾದ, ಅಜ್ಜಯ್ಯ ಅವರ ಪವಾಡ, ಹಂಪಿ ವಿರೂಪಾಕ್ಷನ ಕೃಪೆ, ರಾಘವೇಂದ್ರ ಸ್ವಾಮಿಯ ಶಕ್ತಿಯಿಂದಾಗಿ ಇಂತಹ ಮಹತ್ವದ ಕಾರ್ಯಕ್ರಮ ಮಾಡಲು ಸಾಧ್ಯವಾಯಿತು. ನಮ್ಮ ಸರ್ಕಾರ 33 ಗೇಟ್ ಬದಲಾಯಿಸಲು ತೀರ್ಮಾನಿಸಿ ಈ ಮೂರು ರಾಜ್ಯಗಳ ರೈತರ ರಕ್ಷಣೆಗೆ ಭಗವಂತ ನಮಗೆ ಅವಕಾಶ ಮಾಡಿಕೊಟ್ಟಿದ್ದಾರೆ. ಅಂದು ನಾನು ನೀರಾವರಿ ಸಚಿವನಾಗಿದ್ದೆ. ಇಂದು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದೇನೆ. ಆದರೂ ನಾನು ನಿಮ್ಮ ಸೇವಕ ಹಾಗೂ ನಿಮ್ಮ ಬಂಧು” ಎಂದರು.
ಮೂರು ರಾಜ್ಯಗಳು ಸೇರಿ ತುಂಗಭದ್ರಾ ಅಣೆಕಟ್ಟು ರಕ್ಷಣೆ
“ತುಂಗಭದ್ರಾ ಅಣೆಕಟ್ಟು ರಕ್ಷಣೆ ಮಾಡಲಾಗಿದೆ. ಇತಿಹಾಸ ಮರೆತವ ಇತಿಹಾಸ ಸೃಷ್ಟಿಸಲಾರ ಎಂಬ ಮಾತಿದೆ. ಇಂದು ಸಿ.ಆರ್ ಪಾಟೀಲ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಚಂದ್ರಬಾಬು ನಾಯ್ಡು, ರೇವಂತ್ ರೆಡ್ಡಿ ಅವರು ಸೇರಿದಂತೆ ಮೂರು ರಾಜ್ಯಗಳ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಇತಿಹಾಸ ನಿರ್ಮಿಸಿದ್ದೇವೆ. ನಾವು ಇತಿಹಾಸ ಓದುವುದು ಹಾಗೂ ಸ್ಮರಿಸುವುದಕ್ಕಿಂತ ಇತಿಹಾಸ ಸೃಷ್ಟಿಸುವುದು ನಮ್ಮ ಗುರಿ. ಜತೆಗೂಡುವುದು ಆರಂಭ, ಜತೆಗೂಡಿ ಚರ್ಚಿಸುವುದು ಪ್ರಗತಿ, ಜತೆಗೂಡಿ ಕೆಲಸ ಮಾಡುವುದು ಯಶಸ್ಸು ಎಂದು ನಾನು ಹೇಳುತ್ತಿರುತ್ತೇನೆ. ಸಿ.ಆರ್ ಪಾಟೀಲ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಮೂರು ರಾಜ್ಯಗಳ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಒಟ್ಟಾಗಿ ಸೇರಿ ಮೂರು ರಾಜ್ಯಗಳ ರಕ್ಷಣೆ ಮಾಡಿದ್ದೇವೆ” ಎಂದು ತಿಳಿಸಿದರು.
ಒಂದು ತಾಸು ಚರ್ಚಿಸಿ, ಐತಿಹಾಸಿಕ ತೀರ್ಮಾನ
“ಈ ಅಣೆಕಟ್ಟಿನ 33 ಟಿಎಂಸಿ ನೀರನ್ನು ಉಳಿಸುವ ಬಗ್ಗೆ ರೈತ ಮುಖಂಡರು ಸಲ್ಲಿಸಿರುವ ಮನವಿ ಸೇರಿದಂತೆ ಯಾವ ರೀತಿ ರಕ್ಷಿಸಿ, ರೈತ ಕುಟುಂಬಗಳನ್ನು ಕಾಪಾಡಬೇಕು ಎಂದು ನಾವು ಚರ್ಚೆ ಮಾಡಿದ್ದೇವೆ. ನವಿಲಿ ಸಮನಾಂತರ ಜಲಾಶಯ, ಹೂಳೆತ್ತುವ ವಿಚಾರ ಸೇರಿದಂತೆ ಎಲ್ಲಾ ಅವಕಾಶಗಳ ಬಗ್ಗೆ ಸುದೀರ್ಘ ಚರ್ಚೆ ಮಾಡಿ ನಾವೆಲ್ಲರೂ ಒಮ್ಮತದ ಅಭಿಪ್ರಾಯಕ್ಕೆ ಬಂದಿದ್ದೇವೆ. ಈ ತೀರ್ಮಾನವನ್ನು ಕೇಂದ್ರ ಸಚಿವರೇ ಪ್ರಕಟಿಸಲಿದ್ದಾರೆ. ಇಂದು ನಾವು ಒಂದು ತಾಸುಗಳ ಕಾಲ ಮಾಡಿರುವ ಚರ್ಚೆ ದೇಶದ ನೀರಾವರಿ ಹಾಗೂ ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಇತಿಹಾಸದ ಪುಟಕ್ಕೆ ಸೇರಲಿದೆ. ನಮ್ಮ ನೀರು, ನಮ್ಮ ಹಕ್ಕು ಆಶಯದ ಅಡಿ ಮೂರು ರಾಜ್ಯಗಳ ರೈತರ ರಕ್ಷಣೆಗೆ ನಾವು ಐತಿಹಾಸಿಕ ತೀರ್ಮಾನ ಕೈಗೊಂಡಿದ್ದೇವೆ.
ಅಣೆಕಟ್ಟು ಇತಿಹಾಸ ಸ್ಮರಣೆ
ತುಂಗಭದ್ರಾ ನದಿಗೆ ಜಲಾಶಯ ನಿರ್ಮಿಸುವ ಆಲೋಚನೆಗೆ 1860 ರಲ್ಲೇ ಬ್ರಿಟಿಷ್ ಇಂಜಿನಿಯರ್ ಸರ್ ಆರ್ಥರ್ ಕಾಟನ್ ಅವರು ನಾಂದಿ ಹಾಡಿದ್ದರು. ತದನಂತರ 1949 ರಲ್ಲಿ ಇದರ ಕಾಮಗಾರಿ ಆರಂಭಗೊಂಡು ಪೂರ್ಣಗೊಳ್ಳುವ ಹೊತ್ತಿಗೆ ಅನೇಕ ಮಹನೀಯರು ಇದಕ್ಕೆ ಸಾಕ್ಷಿಯಾಗಿದ್ದಾರೆ. ದೇವರು ನಮಗೆ ಎರಡು ಆಯ್ಕೆ ಕೊಟ್ಟಿದ್ದಾನೆ. ಒಂದು ಕೊಟ್ಟು ಹೋಗುವುದು, ಮತ್ತೊಂದು ಬಿಟ್ಟು ಹೋಗುವುದು. ದೇವರು ವರ ಹಾಗೂ ಶಾಪ ನೀಡುವುದಿಲ್ಲ. ನಮಗೆ ಸಿಕ್ಕ ಅವಕಾಶದಲ್ಲಿ ನಿಮ್ಮ ಸೇವೆ ಮಾಡುತ್ತಿದ್ದೇವೆ.
ನಾನು ಸಿಎಂ ಆದ ಬಳಿಕ ಇದು ಎರಡನೇ ಸಾರ್ವಜನಿಕ ಕಾರ್ಯಕ್ರಮ. ರೈತನಿಗೆ ಸಂಬಳವಿಲ್ಲ, ಬಡ್ತಿ ಇಲ್ಲ, ಪಿಂಚಣಿ ಇಲ್ಲ, ರಜೆಯೂ ಇಲ್ಲ ಹಾಗೂ ನಿವೃತ್ತಿಯೂ ಇಲ್ಲ. ಇಂತಹ ಕಷ್ಟದ ಪರಿಸ್ಥಿತಿಯಲ್ಲೂ ದೇಶಕ್ಕೆ ಅನ್ನ ನೀಡುವ ರೈತನ ಬದುಕನ್ನು ಉಳಿಸಬೇಕು ಮತ್ತು ಈ ಭಾಗದ ಭತ್ತದ ಕಣಜವನ್ನು ಕಾಪಾಡಬೇಕು ಎಂಬ ದೃಢ ತೀರ್ಮಾನವನ್ನು ನಿಮ್ಮೆಲ್ಲರ ಆಶೀರ್ವಾದದೊಂದಿಗೆ ನಾವು ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ” ಎಂದರು.

Koppal, June 25: Chief Minister D K Shivakumar today said that the three states of Karnataka, Andhra Pradesh and Telangana have together taken a historic consensus decision to protect the interest of farmers in Tungabhadra river basin.
Speaking after inaugurating 33 spillway gates of the Tungabhadra dam at an event organized at the Munirabad Government High School grounds in Koppal district, the CM said, “This is a historic event for South India. When the 19th gate broke off, the district in-charge minister Shivaraj Tangadagi and officials called me at midnight, expressing alarm that the dam was shaking. I visited the site at 8 am the next morning. We immediately consulted experts on what needed to be done, and the gate was replaced within a week. Through this, the farmers of this region were protected,” he said.
“When the gate broke off, the Opposition parties leveled criticism. It was possible to carry out such an important task only through the blessings of Goddess Sharada, Huligemma, Huchcharayaswamy, Ajjayya, the grace of Hampi’s Virupaksha, and the power of Raghavendra Swamy. Our government decided to replace the 33 gates, and God has given us the opportunity to protect the farmers of these three states. Back then I was the Irrigation Minister. Today I am the Chief Minister. Even so, I remain your servant and your kinsman,” he said.
Three States Unite to Protect the Tungabhadra Dam
“The Tungabhadra dam has been protected. There is a saying that one who forgets history cannot create history. Today, under the leadership of C.R. Patil, the chief ministers of three states have made history. Our goal is to create history rather than merely read and recall it. I keep saying that coming together is a beginning, discussing together is progress, and working together is success. Under the leadership of C.R. Patil, the chief ministers of three states came together and protected all three states,” he stated.
A Historic Decision After an Hour of Discussion
“We discussed how to safeguard and protect farming families, including the appeal submitted by farmer leaders regarding saving the 33 TMC of water in this dam. After lengthy discussion on all the options—including the Navali parallel reservoir and the matter of de-silting—we have all arrived at a consensus opinion. This decision will be announced by the Union Jal Shakthi Minister himself. The discussion we held today over the course of an hour will go down in history in the country’s irrigation and federal systems. Under the spirit of ‘Our Water, Our Right,’ we have taken a historic decision to protect the farmers of three states.”
Recalling the Dam’s History
“The idea of building a reservoir on the Tungabhadra river was first set in motion back in 1860 by the British engineer Sir Arthur Cotton. Later, work began in 1949, and by the time it was completed, many eminent figures had witnessed it. God does not grant boons or curses. We are serving you with the opportunity we have been given,” he said.
This is my second public event since becoming CM. A farmer has no salary, no promotion, no pension, no leave, and no retirement. Even in such difficult circumstances, we have taken a firm decision—with all your blessings—that the life of the farmer who provides food to the nation must be saved, and that this region’s rice bowl must be protected,” he said.
