ಬೆಂಗಳೂರು,ಜನವರಿ,18,2024(www.justkannada.in): ದೀನ್ ದಯಾಳ್ ಉಪಾಧ್ಯಾಯ ಗ್ರಾಮೀಣ ಕೌಶಲ್ಯ ಯೋಜನೆಯಡಿ ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ಆರ್ಥಿಕ ನೆರವು ಪಡೆದರೂ ಸಹ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ತರಬೇತಿ ನೀಡದ 8 ಕಂಪನಿಗಳನ್ನು ಕಪ್ಪು ಪಟ್ಟಿಗೆ ಸೇರಿಸಿ ತಕ್ಷಣವೇ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆ ದಾಖಲಿಸುವಂತೆ ಜೀವನೋಪಾಯ ಹಾಗೂ ಕೌಶಲ್ಯಭಿವೃದ್ದಿ ಸಚಿವ ಡಾ.ಶರಣ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಅವರು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ.
ವಿಕಾಸಸೌಧದಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ಜೀವನೋಪಾಯ ಮಿಷನ್ ನ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆಯನ್ನು ನಡೆಸಿದ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ, ಕೌಶಲ್ಯಭಿವೃದ್ದಿ, ಜೀವನೋಪಾಯ ಹಾಗೂ ರಾಯಚೂರು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಡಾ. ಶರಣ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಅವರು, ಸರ್ಕಾರದ ಮಹತ್ವದ ಯೋಜನೆಯನ್ನು ಅನುಷ್ಠಾನ ಮಾಡದಿರುವ ಕಂಪನಿಗಳ ವಿರುದ್ಧ ತೀವ್ರ ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಡಿಪ್ಲೊಮಾ, ಐಐಟಿ ಸೇರಿದಂತೆ ಮತ್ತಿತರ ವೃತ್ತಿಪರ ಕೋರ್ಸ್‌ಗಳಿಗೆ ತರಬೇತಿ ನೀಡಲು ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡು ನಿಯಮ ಉಲ್ಲಂಘನೆ ಮಾಡಿರುವ 8 ಕಂಪನಿಗಳ ವಿರುದ್ಧ ಸಂಬಂಧಪಟ್ಟ ಪೊಲೀಸ್ ಠಾಣೆಗಳಲ್ಲಿ ದೂರು ದಾಖಲಿಸಬೇಕು. ಜೊತೆಗೆ ತಕ್ಷಣದಿಂದಲೇ ಅನ್ವಯವಾಗುವಂತೆ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆಯನ್ನೂ ದಾಖಲಿಸಿ, ಮುಂದೆ ಇಂತಹ ಏಜೆನ್ಸಿಗಳಿಗೆ ತರಬೇತಿ ನೀಡುವ ಟೆಂಡರ್ ಗಳನ್ನು ನೀಡಬಾರದು ಎಂದು ತಾಕೀತು ಮಾಡಿದರು.
ಕೇಂದ್ರ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರದ ಸಹಭಾಗಿತ್ವದ ಈ ಯೋಜನೆಯಡಿ ಗ್ರಾಮೀಣ ಮತ್ತು ನಗರ ಭಾಗದಲ್ಲಿರುವ ವೃತ್ತಿಪರ ಕೋರ್ಸ್‌ಗಳಿಗೆ ತರಬೇತಿ ನೀಡಲು ಒಟ್ಟು 74.65 ಕೋಟಿ ರೂ. ಪಡೆದುಕೊಂಡಿದ್ದಾರೆ. ನಿಯಮಗಳನ್ನು ಪಾಲನೆ ಮಾಡದಿರುವವರಿಂದ ಬಡ್ಡಿ ಸಮೇತವಾಗಿ ವಸೂಲಿ ಮಾಡಲು ಕಟ್ಟುನಿಟ್ಟಿನ ಸೂಚನೆ ನೀಡಿದರು.
ನಿಗದಿತ ಗುರಿ ತಲುಪಲು ವಿಫಲವಾಗಿರುವವರನ್ನು ಸುಸ್ಥಿದಾರರು (ಡಿಫಾಲ್ಟರ್) ಎಂದು ಪರಿಗಣಿಸಬೇಕು. ಅಲ್ಲದೇ, ಈ ಕಂಪನಿಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಿರುವ ಅಧಿಕಾರಿಗಳ ಮೇಲೂ ಕಾನೂನು ಕ್ರಮ ಜರುಗಿಸುವಂತೆ ಸಚಿವ ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಅವರು ಹೇಳಿದರು.
ಕೆಲವು ಕಂಪನಿಗಳು ಹೊರ ರಾಜ್ಯದಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತವೆ. ಇವರ ಬಗ್ಗೆ ಸಂಪೂರ್ಣ ಮಾಹಿತಿಯನ್ನು ಕಲೆಹಾಕಿ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಪತ್ರ ಬರೆದು, ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಇವರಿಗೆ ಯಾವುದೇ ರೀತಿಯ ಆರ್ಥಿಕ ನೆರವು ನೀಡದಂತೆ ಗಮನಕ್ಕೆ ತನ್ನಿ ಎಂದು ತಿಳಿಸಿದರು.
ಕೆಲವರು ಅರ್ಹತೆ ಇಲ್ಲದಿದ್ದರೂ ತರಬೇತಿ ನೋಡುತ್ತೇವೆ ಎಂದು ಇಲಾಖೆಗೆ ತಪ್ಪು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ. ಇದರ ಬಗ್ಗೆಯೂ ತನಿಖೆ ನಡೆಸಬೇಕು. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಇದು ಪುನಾರವರ್ತನೆ ಆದರೆ ಸಂಬಂಧಪಟ್ಟ ಅಧಿಕಾರಿಗಳ ಮೇಲೆ ಶಿಸ್ತು ಕ್ರಮ ಜರುಗಿಸುವುದಾಗಿ ಎಚ್ಚರಿಕೆ ನೀಡಿದರು.
ಗುರಿ ತಲುಪಬೇಕು:
ಇನ್ನು ಮುಂದೆ ಅರ್ಹತೆ ಇರುವ ಕಂಪನಿಗಳೊಂದಿಗೆ ಮಾತ್ರ ತರಬೇತಿಗೆ ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳಬೇಕು. ಅವರು ನಿಗದಿತ ಸಮಯದಲ್ಲಿ ನಾವು ನೀಡಿರುವ ಗುರಿಯನ್ನು ತಲುಪಲೇಬೇಕು. ಒಂದು ವೇಳೆ ನಿಯಮ ಪಾಲನೆ ಮಾಡದಿದ್ದರೆ, ಅಂತಹವರನ್ನು ಕಪ್ಪು ಪಟ್ಡಿಗೆ ಸೇರಿಸಲು ಹಿಂದೆ ಮುಂದೆ ನೋಡಬೇಡಿ ಎಂದು ತಾಕೀತು ಮಾಡಿದರು.
ಉದಾಹರಣೆಗೆ ನಮ್ಮ ಇಲಾಖೆಯ ಜೊತೆಗೆ ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳುವ ಕಂಪನಿ ನೂರು ದಿನಗಳಲ್ಲಿ ಅಷ್ಟೇ ಸಂಖ್ಯೆಯ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ತರಬೇತಿ ನೀಡುವುದಾಗಿ ಹೇಳಿದರೆ, ಅದನ್ನು ಪೂರ್ಣಗೊಳಿಸಲೇಬೇಕು. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ವಿನಾಯಿತಿ ನೀಡಬಾರದು. ಕರಾರುಗಳನ್ನು ಒಪ್ಪದೆ ಇದ್ದರೆ, ಅಂತಹವರಿಗೆ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಭಾಗಿಯಾಗಲು ಅವಕಾಶ ನೀಡಬಾರದು ಎಂದು ಸೂಚಿಸಿದರು.
ಇನ್ನು ಮುಂದೆ ಜಿಲ್ಲಾ ಹಾಗೂ ತಾಲ್ಲೂಕು ಮಟ್ಟದಲ್ಲಿರುವ ತರಬೇತಿ ಸಂಸ್ಥೆಗಳಿಗೆ ಸಂಬಂಧಪಟ್ಟ ಅಧಿಕಾರಿಗಳು ಪ್ರತಿ ತಿಂಗಳು ಕಡ್ಡಾಯವಾಗಿ ಭೇಟಿ ಕೊಟ್ಟು ಅಲ್ಲಿನ ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ನಡೆಸಬೇಕು. ಬಳಿಕ ಕೆಳ ಹಂತದ ಅಧಿಕಾರಿಗಳು ಹಿರಿಯ ಅಧಿಕಾರಿಗಳಿಗೆ ಕಡ್ಡಾಯವಾಗಿ ವರದಿಯನ್ನು ಸಲ್ಲಿಸಬೇಕು. ಬರುವ ದಿನಗಳಲ್ಲಿ ಖುದ್ದು ನಾನೇ ತಿಂಗಳಿಗೊಮ್ಮೆ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆ ನಡೆಸುತ್ತೇನೆ. ಉದಾಸೀನ ತೋರಿದರೆ, ಮುಲಾಜಿಲ್ಲದೆ ಕಾನೂನು ಕ್ರಮ ಜರುಗಿಸುತ್ತೇನೆ ಎಂದು ಸಚಿವ ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಅಧಿಕಾರಿಗಳಿಗೆ ನೇರ ಎಚ್ಚರಿಕೆ ಕೊಟ್ಟರು.
ಸಭೆಯಲ್ಲಿ ಮಿಷನ್ ನಿರ್ದೇಶಕಿ ಪಿಐ ಶ್ರೀವಿದ್ಯಾ, ಹೆಚ್ಚುವರಿ ಮಿಷನ್ ನಿರ್ದೇಶಕ ಅರ್ಜುನ್ ಒಡೆಯರ್ ಸೇರಿದಂತೆ ಇತರೆ ಅಧಿಕಾರಿಗಳು ಉಪಸ್ಥಿತರಿದ್ದರು.
ಏನಿದು ಯೋಜನೆ?
ದೀನದಯಾಳ್ ಉಪಾಧ್ಯಾಯ ಗ್ರಾಮೀಣ ಕೌಶಲ್ಯ ಯೋಜನೆ 2023 ಅನ್ನು 25 ಸೆಪ್ಟೆಂಬರ್ 2014 ರಂದು ಪಂಡಿತ್ ದೀನದಯಾಳ್ ಉಪಾಧ್ಯಾಯ ಅವರ 98 ನೇ ಜನ್ಮದಿನದಂದು ಪ್ರಾರಂಭಿಸಲಾಗಿತ್ತು. ಇದು ಕೌಶಲ್ಯ ಅಭಿವೃದ್ಧಿ ಮತ್ತು ಉದ್ಯಮಶೀಲತೆ ಮತ್ತು ಜೀವನೋಪಾಯ ಇಲಾಖೆಯಿಂದ ನಿರ್ವಹಿಸಲ್ಪಡುತ್ತದೆ.
ದೇಶದ 18 ರಿಂದ 35 ವರ್ಷದೊಳಗಿನ ಯುವಕರಿಗೆ ಉಚಿತ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ತರಬೇತಿ ನೀಡುವ ಮೂಲಕ ಉದ್ಯೋಗ ನೀಡುವುದು ಈ ಯೋಜನೆಯ ಮುಖ್ಯ ಗುರಿಯಾಗಿದೆ. ದೇಶದ ವಿವಿಧ ಕೇಂದ್ರಗಳಲ್ಲಿ ನಿರುದ್ಯೋಗಿ ಯುವಕರಿಗೆ ತರಬೇತಿ ನೀಡಲಾಗುತ್ತದೆ. ಇದಾದ ನಂತರ ಅವರಿಗೆ ಖಾಸಗಿ ವಲಯದಲ್ಲಿ ಕೆಲಸ ಕೊಡಿಸುವ ಕೆಲಸವೂ ನಡೆಯುತ್ತದೆ.
ದೀನ್ ದಯಾಳ್ ಉಪಾಧ್ಯಾಯ ಗ್ರಾಮೀಣ ಕೌಶಲ್ಯ ಯೋಜನೆಯಡಿಯಲ್ಲಿ, ನಿರುದ್ಯೋಗಿ ಯುವಕರಿಗೆ ಉಚಿತ ಕೌಶಲ್ಯ ತರಬೇತಿ ಮತ್ತು ಉದ್ಯೋಗಗಳು, ಉಚಿತವಾಗಿ ಆನ್‌ ಲೈನ್‌ ನಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಬಹುದು.
ಉದ್ಯೋಗವನ್ನು ಹುಡುಕುತ್ತಿರುವ ಮತ್ತು ಏನನ್ನಾದರೂ ಮಾಡಲು ಬಯಸುವ ದೇಶದ ಅಂತಹ ಯುವಕರಿಗೆ, ದೇಶ ದೀನದಯಾಳ್ ಉಪಾಧ್ಯಾಯ ಗ್ರಾಮೀಣ ಕೌಶಲ್ಯ ವಿಕಾಸ್ ಯೋಜನೆಯನ್ನು ಪ್ರಧಾನ ಮಂತ್ರಿಯವರು ಪ್ರಾರಂಭಿಸಿದ್ದಾರೆ.
ಯೋಜನೆಯ ಉದ್ದೇಶ
ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಿಂದ ಬರುವ ಯುವಕರು ತಮ್ಮ ಕೌಶಲ್ಯಕ್ಕೆ ತಕ್ಕಂತೆ ತರಬೇತಿ ಪಡೆದು ಸಬಲರಾಗಬೇಕು. ಈ ಯೋಜನೆಯಡಿಯಲ್ಲಿ ದೇಶದ ಮೂಲೆ ಮೂಲೆಗಳಲ್ಲಿ ತರಬೇತಿ ಕೇಂದ್ರಗಳನ್ನು ತೆರೆಯಲಾಗಿದ್ದು, ನಿರುದ್ಯೋಗಿ ಯುವಕರಿಗೆ ಅನುಕೂಲವಾಗಲಿದೆ.

Bengaluru, January 18: Cracking the whip against the eight project implementing agencies (PIA) that have failed to provide skill education to the candidates even after getting the financial aid from the State Government under the Deen Dayal Grameen Kaushalya Yojana, Minister for Medical Education, Skill Development and Livelihood, Dr. Sharan Prakash Patil has instructed the officials to blacklist the companies and file criminal cases against them immediately.
Expressing his displeasure against the agencies that have failed to implement the Government’s ambitious scheme aimed at providing vocational training to those studying diploma, ITI and other job-oriented courses, Dr. Patil instructed officials to file criminal cases against them in the jurisdictional police stations during his meeting at Vikasa Soudha on Wednesday evening to review the progress of the National Rural Livelihood Mission.
The minister also instructed officials to blacklist the errant PIAs immediately and not to issue tenders to such firms in the future. He directed the officials to recover Rs 74.65 crore with the interest from the PIAs for violating the rules of this scheme which is being implemented jointly by the central and state governments to provide vocational training for candidates studying job-oriented course in rural and urban areas.
The agencies that have failed to achieve the desired goal will be considered as defaulters and action will be taken against officials who have released funds to these companies. The minister asked the officials to collect the complete details of some of these agencies that are functioning from other states and inform the Centre and prevent them from receiving any fund. The minister also ordered probe against unqualified agencies promising to provide training by giving false information and warned of strict disciplinary action against officials if they fail to act.
ACHIEVING TARGET:
The minister has stressed on the importance of signing agreements with the PIAs that have the expertise to provide vocational training and achieve the goals set by the government within the specified time. The minister further added that if any firm that promises to provide training to a specified number of candidates within a stipulated period then it is obligated to fulfill as per the agreement and there must not be any relaxation.
Pulling up the officials over laxity in implementing the scheme, Dr. Patil warned of strict action against them. “The concerned officials must visit the training centres at the district and taluk levels every month and review the progress. And the lower-rung officials must submit reports to the senior officers. I will be holding monthly meeting to review the progress and will not hesitate to act against those showing laxity,” warned the minister. The Mission Director PI Srividya, Additional Mission Director Arjun Odeyar and other officials attended the meeting.
ABOUT THE SCHEME
The Deen Dayal Upadhyaya Grameen Kaushalya Yojana was started on September 25, 2014 on the 98th birth anniversary of Pandit Deen Dayal Upadhyaya. The scheme was launched by the Prime Minister to help unemployed youths find jobs and achieve something on their own.
This scheme is being implemented by the Skill Development, Entrepreneurship and Livelihood department. The scheme is aimed at providing free vocational training or skill education to youths from 18 to 35 years of age across the country and help them get employed in the private sector.
SCHEME’S GOAL
The goal is to make the youths from rural areas self-reliant by providing training as per their skills. The training centres opened across the country under this scheme are beneficial to the unemployed youths.
The unemployed youths can apply online for the free skill education and jobs under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana. The youths need to be provided free skill education and jobs through this programme for their development and bright future.
