ಬೆಂಗಳೂರು,ಡಿಸೆಂಬರ್,15,2022(www.justkannada.in): ಪದವಿ ಮತ್ತು ಸ್ನಾತಕೋತ್ತರ ಪದವಿ ಹಂತದಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿಗಳು ಯಾವುದೇ ವಿಷಯದ ಪರೀಕ್ಷೆಯನ್ನು ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್‌ ಎರಡರಲ್ಲೂ ಬರೆಯಲು ಅವಕಾಶ ಕಲ್ಪಿಸಲು ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ.ಸಿ ಎನ್ ಅಶ್ವತ್ ನಾರಾಯಣ್ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ರಾಜ್ಯ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ತಿನ 23ನೇ ಸಾಮಾನ್ಯ ಸಭೆ ತೀರ್ಮಾನಿಸಿದೆ.
ಇದರ ಜೊತೆಗೆ ಪ್ರಾದೇಶಿಕ ಭಾಷೆಗಳಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣವನ್ನು ಪೂರೈಸಬೇಕೆಂಬ ಎನ್ ಇಪಿ ಆಶಯವನ್ನು ಸಾಧಿಸಲು ಯುಜಿಸಿ ಸೂಚನೆಯಂತೆ ಎಲ್ಲ ವಿಷಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ಗುಣಮಟ್ಟದ ಪುಸ್ತಕಗಳನ್ನು ಕನ್ನಡಕ್ಕೆ ಅನುವಾದಿಸಲು ಸಭೆಯಲ್ಲಿ ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಇದಕ್ಕಾಗಿ ಆಧುನಿಕ ತಂತ್ರಜ್ಞಾನವನ್ನು ಹೇಗೆ ಬಳಸಿಕೊಳ್ಳಬೇಕು ಎನ್ನುವುದರ ರೂಪುರೇಷೆಯನ್ನು ತೀರ್ಮಾನಿಸಲು ಉನ್ನತ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗುವುದು ಎಂದು ಸಚಿವ ಅಶ್ವಥ್ ನಾರಾಯಣ್ ತಿಳಿಸಿದ್ದಾರೆ.
ಸಭೆಯ ಬಗ್ಗೆ ಮಾತನಾಡಿದ ಅವರು, “ಉನ್ನತ ಶಿಕ್ಷಣದ ಹಂತದಲ್ಲಿ ಕನ್ನಡದ ಬಳಕೆಯನ್ನು ಗರಿಷ್ಠ ಪ್ರಮಾಣದಲ್ಲಿ ಉತ್ತೇಜಿಸಲು ಕೂಡ ಒಮ್ಮತದ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಜತೆಗೆ, ಹೊಸದಾಗಿ ಬುಡಕಟ್ಟು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಸ್ಥಾಪನೆಯ ಬದಲಿಗೆ ಈಗಾಗಲೇ ಅಸ್ತಿತ್ವದಲ್ಲಿರುವ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಜಾನಪದ ವಿ.ವಿ.ಯಲ್ಲೇ ಬುಡಕಟ್ಟು ಅಧ್ಯಯನಕ್ಕೂ ಸಮರ್ಪಕ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗುವುದು” ಎಂದು ವಿವರಿಸಿದ್ದಾರೆ.
ಇದುವರೆಗೂ ಪದವಿ ಮತ್ತು ಸ್ನಾತಕೋತ್ತರ ಪದವಿಗಳಲ್ಲಿ ಯಾವುದೇ ಒಂದು ವಿಷಯದ ಪರೀಕ್ಷೆಯನ್ನು ಕನ್ನಡ ಅಥವಾ ಇಂಗ್ಲಿಷ್‌ ನಲ್ಲಿ ಬರೆಯಲು ಅವಕಾಶವಿತ್ತು. ಆದರೆ ಇನ್ನುಮುಂದೆ ಒಂದೇ ವಿಷಯವನ್ನು ಎರಡು ಭಾಷೆಗಳಲ್ಲಿಯೂ ಬರೆಯಬಹುದು. ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಆಯಾಯ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರಿಸಲು ಯಾವ ಭಾಷೆ ಸೂಕ್ತವೆನಿಸುತ್ತದೋ ಅದರಲ್ಲೇ ಉತ್ತರ ಬರೆಯುವ ಅವಕಾಶ ಕೊಡಲಾಗುವುದು. ಒಂದು ಪ್ರಶ್ನೆಗೆ ಕನ್ನಡದಲ್ಲಿ ಉತ್ತರ ಬರೆದು, ಇನ್ನೊಂದು ಪ್ರಶ್ನೆಗೆ ಇಂಗ್ಲಿಷ್‌ ನಲ್ಲಿ ಬೇಕಾದರೂ ಉತ್ತರಿಸಬಹುದು. ಪಾಲಿಟೆಕ್ನಿಕ್‌ ಶಿಕ್ಷಣದಲ್ಲಿ ಈಗಾಗಲೇ ಈ ಸೌಲಭ್ಯವಿದೆ ಎಂದು ಅವರು ಮಾಹಿತಿ ನೀಡಿದರು.
ಕಾಲೇಜುಗಳಿಗೆ ಭೇಟಿ ಕಡ್ಡಾಯ.
ಸುಶಾಸನ ಮಾಸಾಚರಣೆ ಅಂಗವಾಗಿ ಕುಲಪತಿಗಳು ಮತ್ತು ಇತರ ಉನ್ನತಾಧಿಕಾರಿಗಳು ತಮ್ಮ ವ್ಯಾಪ್ತಿಯ ಕಾಲೇಜುಗಳಿಗೆ ಭೇಟಿ ಕೊಟ್ಟು, ಪ್ರಗತಿ ಪರಿಶೀಲಿಸಬೇಕು ಎಂದು ಅವರು ಹೇಳಿದರು.
ಎನ್ ಇಪಿಯಲ್ಲಿ ಒತ್ತು ಕೊಟ್ಟಿರುವ ಓಪನ್ ಎಲೆಕ್ಟೀವ್ಸ್, ಪರಿಕಲ್ಪನಾತ್ಮಕ ಕಲಿಕೆ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಪ್ರಗತಿಯ ಮೌಲ್ಯಮಾಪನ ಪದ್ಧತಿಯನ್ನು ಕಾಲೇಜುಗಳಲ್ಲಿ ಸರಿಯಾಗಿ ಜಾರಿಗೆ ತರಬೇಕು. ಇದರಿಂದ ವಿದ್ಯಾರ್ಥಿಗಳ ಉದ್ಯೋಗಾರ್ಹತೆ ಹೆಚ್ಚಲಿದೆ. ರಾಜ್ಯದಲ್ಲಿ ಯಥೇಚ್ಛವಾಗಿ ಲಭ್ಯವಿರುವ ಉದ್ಯೋಗಾವಕಾಶಗಳಿಗೆ ತಕ್ಕಂತೆ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಒದಗಿಸಲು ಇದರಿಂದ ನೆರವಾಗುತ್ತದೆ ಎಂದು ಅವರು ಒತ್ತಿ ಹೇಳಿದರು.
ಉನ್ನತ ಶಿಕ್ಷಣ ವಲಯವು ಉದ್ಯಮಗಳ ಜತೆ ಸಕ್ರಿಯ ಸಂಬಂಧ ಹೊಂದಬೇಕು. ಕಾಲೇಜುಗಳು ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಒಡಂಬಡಿಕೆ ಮಾಡಿಕೊಳ್ಳಬೇಕು ಎಂದು ಅವರು ಸೂಚಿಸಿದರು.
ಉನ್ನತ ಶಿಕ್ಷಣ ವಲಯದಲ್ಲಿ ನಮ್ಮ ಆದ್ಯತೆ ಸಂಶೋಧನಾ ಸಂಸ್ಕೃತಿಯ ಕಡೆಗೆ ಇರಬೇಕು. ಇದಕ್ಕೆ ನಾವು ಹೆಚ್ಚು ಹಣ ವಿನಿಯೋಗಿಸಬೇಕು ಎಂದು ಅವರು ಪ್ರತಿಪಾದಿಸಿದರು.
ಸಭೆಯಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ತಿನ ಉಪಾಧ್ಯಕ್ಷ ಪ್ರೊ.ತಿಮ್ಮೇಗೌಡ, ಕಾರ್ಯನಿರ್ವಾಹಕ ನಿರ್ದೇಶಕ ಗೋಪಾಲಕೃಷ್ಣ ಜೋಶಿ, ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ರಶ್ಮಿ ಮಹೇಶ್‌, ಕಾಲೇಜು ಮತ್ತು ತಾಂತ್ರಿಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಆಯುಕ್ತ ಪಿ.ಪ್ರದೀಪ, ಶಿಕ್ಷಣ ಪರಿಷತ್ತಿಗೆ ಇತ್ತೀಚೆಗೆ ನಾಮಕರಣವಾದ ಕೇಂದ್ರೀಯ ಬುಡಕಟ್ಟು ವಿವಿ ಕುಲಪತಿ ಪ್ರೊ ಟಿ.ವಿ.ಕಟ್ಟಿಮನಿ, ಎಂಇಆರ್ ಸಿಕೆ ಎಂಡಿ ಎನ್ ಎಸ್ ಶ್ರೀನಾಥ, ಬಾಷ್ ಗ್ಲೋಬಲ್ ಸಾಫ್ಟೇವೇರ್ ನ ರಾಘವೇಂದ್ರ ಕೃಷ್ಣಮೂರ್ತಿ, ಪ್ರೊ ಎನ್ ಉಷಾರಾಣಿ, ಜೋಗನ್ ಶಂಕರ್ ಸೇರಿದಂತೆ ರಾಜ್ಯದ ಎಲ್ಲ ವಿವಿಗಳ ಕುಲಪತಿ ಗಳು ಸಭೆಯಲ್ಲಿ ಉಪಸ್ಥಿತರಿದ್ದರು.

UG, PG students will be allowed to use both Kannada and English while attending a question paper
Bengaluru: in a major decision, it has been decided on Wednesday, to provide option of writing answers in both Kannada and English while attending a question paper of an examination at degree and post-graduation levels.
A decision to this effect was taken at the 23rd general meeting of the State Higher Education Council (SHEC) chaired by Higher Education Minister Dr. CN Ashwath Narayan.
Currently, students can attend answers for a question paper either in Kannada or English. But the new decision will allow students to write answers for a paper using both the languages. This means, some questions could be attended in Kannada and a few other questions could be answered in English, whichever a student feels convenient.
It is noted here that this facility has been already introduced in polytechnic.
Besides this, as per the aspiration of NEP, to promote higher education in regional languages it was decided to undertake translation of qualitative books into Kannada. It was also decided to constitute a high level committee, to make use of technology in achieving this.
Minister stated the meeting decided to make arrangements for tribal studies at the existing Karnataka State Folklore University, instead of setting up a new tribal university.
He also opined that as part of observation of the good governance month, Vice-Chancellors and higher officials should visit colleges of there limits and examine the progress of instructions.
There should be emphasis on research at Higher Education level and it needs more spending, he remarked.
