ಚಿಕ್ಕಮಗಳೂರು,ಜುಲೈ,11,2026 (www.justkannada.in): ಇಲ್ಲಿನ ಜಿಲ್ಲಾ ಕಾನೂನು ಸೇವೆಗಳ ಪ್ರಾಧಿಕಾರ ಹಮ್ಮಿಕೊಂಡಿದ್ದ ಮೆಗಾ ಲೋಕ ಅದಾಲತ್ ನಲ್ಲಿ, ನ್ಯಾಯಾಂಗದ ವಿಶೇಷ ಮಧ್ಯಸ್ಥಿಕೆ ಹಾಗೂ ಮಾನವೀಯ ನಡೆಗೆ ಸಾಕ್ಷಿಯಾಗಿ, ಕೆನರಾ ಬ್ಯಾಂಕ್ ನ ಬೃಹತ್ ವಸೂಲಾತಿ ಪ್ರಕರಣವೊಂದು ಅತ್ಯಂತ ಸೌಹಾರ್ದಯುತವಾಗಿ ಇತ್ಯರ್ಥಗೊಂಡಿದೆ.
ವಿಕಲಚೇತನ ವ್ಯಕ್ತಿಯೊಬ್ಬರ ವಿರುದ್ಧ ಕೆನರಾ ಬ್ಯಾಂಕ್ 8 ಲಕ್ಷ ರೂ.ಗೂ ಅಧಿಕ ಮೊತ್ತದ ಬಾಕಿ ಸಾಲ ವಸೂಲಾತಿಗಾಗಿ ವಿಶೇಷ ಜಾರಿ ಅರ್ಜಿಯನ್ನು (Execution Petition) ಸಲ್ಲಿಸಿತ್ತು. ತೀವ್ರ ದೈಹಿಕ ಅಸಮರ್ಥತೆ ಮತ್ತು ಆರ್ಥಿಕ ಸಂಕಷ್ಟ ಎದುರಿಸುತ್ತಿದ್ದ ಆ ವ್ಯಕ್ತಿಗೆ ಸಾಮಾನ್ಯ ನ್ಯಾಯಾಲಯದ ಪ್ರಕ್ರಿಯೆಗಳಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವುದು ಅತ್ಯಂತ ಕಠಿಣವಾಗಿತ್ತು.
ಪ್ರಕರಣದ ಸೂಕ್ಷ್ಮತೆ ಮತ್ತು ವ್ಯಕ್ತಿಯ ಪರಿಸ್ಥಿತಿಯನ್ನು ಮನಗಂಡ ಚಿಕ್ಕಮಗಳೂರಿನ ಪ್ರಧಾನ ಜಿಲ್ಲಾ ಮತ್ತು ಸತ್ರ ನ್ಯಾಯಾಧೀಶ ರವೀಂದ್ರ ಹೆಗಡೆ ಅವರು ಈ ವಿಷಯದಲ್ಲಿ ವೈಯಕ್ತಿಕವಾಗಿ ಮಧ್ಯಸ್ಥಿಕೆ ವಹಿಸಿದರು.
ಅರ್ಜಿದಾರರ ದೈಹಿಕ ಸ್ಥಿತಿಯನ್ನು ಪರಿಗಣಿಸಿ, ಸಾಮಾನ್ಯ ನ್ಯಾಯಾಲಯದ ಶಿಷ್ಟಾಚಾರಗಳನ್ನು ಬದಿಗಿಟ್ಟು, ಅಧಿಕಾರಿಗಳೇ ನೇರವಾಗಿ ಜಿಲ್ಲಾ ಕಾನೂನು ಸೇವೆಗಳ ಪ್ರಾಧಿಕಾರದ ಮುಂಭಾಗದ ಕಚೇರಿಗೆ (Front Office) ಬಂದು ಸಂತ್ರಸ್ತರನ್ನು ಭೇಟಿಯಾದರು.
ಸಂಧಾನ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಕೆನರಾ ಬ್ಯಾಂಕ್ ನ ಪ್ರಾದೇಶಿಕ ವ್ಯವಸ್ಥಾಪಕರು ಖುದ್ದಾಗಿ ಹಾಜರಿದ್ದು ಪ್ರಕರಣದ ಸುಲಭ ಇತ್ಯರ್ಥಕ್ಕೆ ಸಹಕರಿಸಿದರು.
ಡಿ.ಎಲ್.ಎಸ್.ಎ ಮುಂಭಾಗದ ಕಚೇರಿಯಲ್ಲಿ ವಿಕಲಚೇತನ ವ್ಯಕ್ತಿಯ ಬಳಿಯೇ ನಿಂತು ನ್ಯಾಯಾಧೀಶರು, ಬ್ಯಾಂಕ್ ಪ್ರಾದೇಶಿಕ ವ್ಯವಸ್ಥಾಪಕರು ಹಾಗೂ ಕಾನೂನು ತಂಡದವರು ಅತ್ಯಂತ ಸೌಹಾರ್ದಯುತವಾಗಿ ಮಾತುಕತೆ ನಡೆಸಿದರು. ಆ ವ್ಯಕ್ತಿಯ ತೀವ್ರ ಕಷ್ಟಗಳನ್ನು ಅರ್ಥಮಾಡಿಕೊಂಡ ಬ್ಯಾಂಕ್ ಅಧಿಕಾರಿಗಳು ಬೃಹತ್ ಮೊತ್ತವನ್ನು ಮನ್ನಾ ಮಾಡಲು ಒಪ್ಪಿಗೆ ನೀಡಿದರು.
ಸಂಧಾನದ ಫಲಿತಾಂಶ:
ಬ್ಯಾಂಕ್ ಕೋರಿದ್ದ 8 ಲಕ್ಷ ರೂ. ಅಧಿಕ ಮೊತ್ತದ ಇಡೀ ಪ್ರಕರಣವನ್ನು ಕೇವಲ 15,000 ರೂ. ಒಟ್ಟು ಮೊತ್ತಕ್ಕೆ ಇತ್ಯರ್ಥಪಡಿಸಲಾಯಿತು. ಇದರಿಂದಾಗಿ ಸಂಕಷ್ಟದಲ್ಲಿದ್ದ ವಿಕಲಚೇತನ ವ್ಯಕ್ತಿ ನಿಟ್ಟುಸಿರು ಬಿಡುವಂತಾಗಿದ್ದು, ನ್ಯಾಯಾಂಗದ ಈ ಮಾನವೀಯ ನಡೆಗೆ ಸಾರ್ವಜನಿಕ ವಲಯ ಹಾಗೂ ವಕೀಲರ ಸಮೂಹದಿಂದ ವ್ಯಾಪಕ ಶ್ಲಾಘನೆ ವ್ಯಕ್ತವಾಗಿದೆ.
ಈ ಹೃದಯಸ್ಪರ್ಶಿ ಇತ್ಯರ್ಥವು, ಲೋಕ ಅದಾಲತ್ ಮತ್ತು ಕಾನೂನು ಸೇವೆಗಳ ಪ್ರಾಧಿಕಾರವು ಕಾನೂನು ಅನ್ವಯಿಸುವುದಷ್ಟೇ ಅಲ್ಲದೆ, ಸಮಾಜದ ಅತ್ಯಂತ ದುರ್ಬಲ ವರ್ಗದವರಿಗೆ ಮಾನವೀಯತೆಯ ಆಧಾರದ ಮೇಲೆ ನ್ಯಾಯ ಒದಗಿಸುತ್ತದೆ ಎಂಬುದಕ್ಕೆ ಅತ್ಯುತ್ತಮ ಉದಾಹರಣೆಯಾಗಿದೆ.

CHIKKAMAGALURU — In a remarkable display of empathy, judicial intervention, and the true spirit of alternative dispute resolution, a major recovery dispute was amicably settled today at the Mega Lok Adalat organized by the DLSA Chikkamagaluru.
Canara Bank had filed a commercial execution petition against severely differently-abled individual for the recovery of an outstanding loan amount exceeding ₹8 Lakh. Given the litigant’s physical limitations and severe financial distress, navigating a standard court battle seemed nearly impossible.
Recognizing the human element of the case, the Principal District and Sessions Judge Sri Ravindra Hegde, personally intervened in the matter.
To accommodate the litigant’s physical condition, standard court protocols were set aside. In a rare and moving gesture, the key stakeholders moved out of the formal courtroom to the Front Office of the DLSA to meet the individual directly.

This heartwarming resolution underscores the vital role of the Lok Adalat and the DLSA in ensuring that justice is not just a rigid application of the law, but a humane process accessible to the most vulnerable sections of society.
