ಮೈಸೂರು, ಮಾ.೧೭,೨೦೨೬ : 100 ವರ್ಷಗಳ ಇತಿಹಾಸ ಹೊಂದಿರುವ ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾನಿಲಯದಲ್ಲಿ ವಿವಿಧ ಕೋರ್ಸ್ಗಳನ್ನು ಹಂತ ಹಂತವಾಗಿ ಮುಚ್ಚಲಾಗುತ್ತಿರುವ ಕುರಿತು ವಿಶ್ರಾಂತ ಕುಲಪತಿ ಪ್ರೊ. ಕೆ.ಎಸ್. ರಂಗಪ ತೀವ್ರ ಬೇಸರ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
“ನನ್ನ 70 ವರ್ಷದ ಸೇವಾ ಅವಧಿಯಲ್ಲಿ ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾನಿಲಯಕ್ಕೆ ಪ್ರವೇಶ ಕೊರತೆ ಎಂಬುದು ಕಂಡಿಲ್ಲ. ಈಗ ಕೊರತೆ ಇದೆ ಎನ್ನುವುದನ್ನು ನಂಬಲು ಸಾಧ್ಯವಿಲ್ಲ. ಇದು ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ಕಮಿಟ್ಮೆಂಟ್ ಕೊರತೆಯೋ ಅಥವಾ ವ್ಯವಸ್ಥಾತ್ಮಕ ವೈಫಲ್ಯವೋ ಅರ್ಥವಾಗುತ್ತಿಲ್ಲ” ಎಂದು ಅವರು ಕಿಡಿಕಾರಿದರು.
ಕೆಲವು ವಿಭಾಗಗಳನ್ನು ಮುಚ್ಚುತ್ತಿರುವುದಾಗಿ ಹೇಳಿ “ವಿದ್ಯಾರ್ಥಿಗಳು ಬರುವುದಿಲ್ಲ” ಎಂಬ ಕಾರಣ ನೀಡಲಾಗುತ್ತಿದೆ. ಆದರೆ ಸರಿಯಾದ ಕೋರ್ಸ್ಗಳು ಮತ್ತು ಸೌಲಭ್ಯಗಳನ್ನು ಒದಗಿಸಿದರೆ ವಿದ್ಯಾರ್ಥಿಗಳು ಖಂಡಿತ ಬರುತ್ತಾರೆ ಎಂದು ಅವರು ಹೇಳಿದರು.
ಯುವರಾಜ ಕಾಲೇಜಿನ ಸ್ವಾಯತ್ತ (Autonomous) ಸ್ಥಾನಮಾನವನ್ನು ಹಿಂಪಡೆಯುವ ನಿರ್ಧಾರಕ್ಕೂ ಅವರು ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿದರು. “ಕಾನ್ಫಿಡೆನ್ಷಿಯಲ್ ವರದಿ ” ತರಿಸಿಕೊಂಡರೆ ಈ ನಿರ್ಧಾರದ ಹಿಂದಿನ ಅಸಲಿ ಸತ್ಯ ಬಹಿರಂಗವಾಗಲಿದೆ. ಸ್ವಾಯತ್ತತೆ ತೆಗೆದುಹಾಕುವುದು ವಿಶ್ವವಿದ್ಯಾನಿಲಯವನ್ನು ದುರ್ಬಲಗೊಳಿಸುವಂತೆಯೇ” ಎಂದರು.
“ನಾನು ಕುಲಪತಿಯಾಗಿದ್ದಾಗ ಯುವರಾಜ ಕಾಲೇಜಿಗೆ ಸ್ವಾಯತ್ತತೆ ತರುವಲ್ಲಿ ಶ್ರಮಿಸಿದ್ದೆ. ಯುವರಾಜ ಮತ್ತು ಮಹಾರಾಜ ಕಾಲೇಜುಗಳು ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ಎರಡು ಕಣ್ಣುಗಳಂತಿವೆ. ಈಗ ಏಕಾಏಕಿ ಸ್ವಾಯತ್ತತೆ ಕೈಬಿಡುವುದು ಅರ್ಥವಾಗುವುದಿಲ್ಲ” ಎಂದು ಆಕ್ಷೇಪಿಸಿದರು.
ಶಿಕ್ಷಕರ ಕೊರತೆ ಎನ್ನುವ ಕಾರಣವನ್ನು ತಳ್ಳಿ ಹಾಕಿದ ರಂಗಪ, “ಅಟಾನಾಮಸ್ ಸ್ಥಾನಮಾನ ಒಂದು ಶ್ರೇಷ್ಠ ಸಾಧನೆ. ಅದನ್ನು ಮುಚ್ಚುವುದು ಸರಿಯಲ್ಲ. ಬಿಎಸ್ಸಿ ಮಾತ್ರ ಉಳಿಸಿ ಉಳಿದ ಕೋರ್ಸ್ಗಳನ್ನು ಕಡಿತಗೊಳಿಸುವುದು ಅಭಿವೃದ್ಧಿಗೆ ಅಡ್ಡಿಯಾಗುತ್ತದೆ” ಎಂದು ಹೇಳಿದರು.
ಶಿಕ್ಷಕರಲ್ಲಿ ಹೊಣೆಗಾರಿಕೆ (accountability) ಕೊರತೆ ಇದೆ ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟ ಪ್ರೊ.ರಂಗಪ್ಪ, ಸರ್ಕಾರ ಮತ್ತು ರಾಜ್ಯಪಾಲರು ಈ ವಿಷಯದಲ್ಲಿ ಚರ್ಚೆ ನಡೆಸಿ ಸ್ವಾಯತ್ತ ಸ್ಥಾನಮಾನವನ್ನು ಉಳಿಸಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದರು.
“ಸರಿಯಾದ ಕೋರ್ಸ್ಗಳು ಮತ್ತು ಸೌಲಭ್ಯಗಳನ್ನು ನೀಡಿದರೆ ವಿದ್ಯಾರ್ಥಿಗಳು ಖಂಡಿತ ಬರುತ್ತಾರೆ. ಸುತ್ತಮುತ್ತಲಿನ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅನುಕೂಲವಾಗಲು ಸ್ಥಾಪಿಸಿದ ವ್ಯವಸ್ಥೆಯನ್ನು ದುರ್ಬಲಗೊಳಿಸುವುದು ಒಳ್ಳೆಯದಲ್ಲ” ಎಂದು ರಂಗಪ ಎಚ್ಚರಿಸಿದರು.

Mysuru: Former Vice-Chancellor Prof. K.S. Rangappa has voiced strong concern over the gradual closure of various courses at the century-old University of Mysore.
“In my 70 years of service, I have never seen a shortage of admissions at the University of Mysore. I cannot believe there is a shortage now. It is difficult to understand whether this is due to a lack of commitment or a systemic failure,” he said.
He criticized the justification that courses are being shut down due to lack of student interest. “If the right courses and facilities are provided, students will definitely enroll,” he asserted.
Rangappa also opposed the reported move to withdraw the autonomous status of Yuvaraja’s College.
“I worked hard to bring autonomous status to Yuvaraja’s College during my tenure as Vice-Chancellor. Yuvaraja’s and Maharaja’s Colleges are like the two eyes of the university. Abruptly withdrawing autonomy is difficult to understand,” he added.
Dismissing the reason of faculty shortage, he said, “Autonomous status is a mark of excellence. It should not be withdrawn. Reducing courses and limiting offerings to just B.Sc. is not the way forward.”
He further pointed out a lack of accountability among teachers and urged the government and the Governor to hold discussions and retain the autonomous status.
“If proper courses and facilities are provided, students will certainly come. Weakening institutions established for the benefit of nearby students is not a good sign,” Rangappa warned.
