ನವದೆಹಲಿ,ಫೆಬ್ರವರಿ,7,2024(www.justkannada.in) ನಾವು ಕನ್ನಡಿಗರು 430000 ಕೋಟಿ ರೂ. ತೆರಿಗೆ ಕಟ್ಟುತ್ತೇವೆ. ನಮಗೆ ವಾಪಾಸ್ ಬರುವುದು ಕೇವಲ 50000 ಕೋಟಿ ಮಾತ್ರ. ಅಂದರೆ ನಾವು ಕೊಡುವ ಪ್ರತಿ 100 ರೂ ನಲ್ಲಿ 13 ರೂ ಮಾತ್ರ ನಮಗೆ ವಾಪಾಸ್ ಬರ್ತದೆ. ಇದಕ್ಕಿಂತ ಭೀಕರ ಅನ್ಯಾಯ ಏನಿದೆ? ಈ ಅನ್ಯಾಯವನ್ನು ನಾವು ಸಹಿಸಬೇಕಾ? ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿರುದ್ದ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಗುಡುಗಿದರು.
ಕರ್ನಾಟಕ ರಾಜ್ಯಕ್ಕೆ ನಿರಂತರವಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಆಗುತ್ತಿರುವ ನಿರಂತರ ದ್ರೋಹ, ವಂಚನೆ ಖಂಡಿಸಿ ಜಂತರ್ ಮಂತರ್ ನಲ್ಲಿ ನಡೆದ ಪ್ರತಿಭಟನೆ ವೇಳೆ ಮಾತನಾಡಿದ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಹೇಳಿದ್ದಿಷ್ಟು…
ಮೋದಿ ಅವರು ಪ್ರಧಾನಿ ಆದ ಬಳಿಕ ರಚಿಸಲಾದ 15ನೇ ಹಣಕಾಸು ಆಯೋಗದಲ್ಲಿ ರಾಜ್ಯಕ್ಕೆ ತೀವ್ರ ಅನ್ಯಾಯ ಆಯಿತು. ದಕ್ಷಿಣ ಭಾರತದ ರಾಜ್ಯಗಳು ಉತ್ತರ ಭಾರತದ ರಾಜ್ಯಗಳಿಗಿಂತ ಪರಿಣಾಮಕಾರಿ ಜನಸಂಖ್ಯೆ ನಿಯಂತ್ರಣ ಮಾಡಿದೆವು. ಚಿನ್ನದ ಮೊಟ್ಟೆ ಇಡುವ ಕೋಳಿಯನ್ನೇ ಕೊಂದು ಹಾಕಬೇಡಿ, ಹಾಲು ಕೊಡುವ ಕೆಚ್ಚಲು ಕತ್ತರಿಸಬೇಡಿ ಎಂದು ಒತ್ತಾಯಿಸಲು ನಮ್ಮ ಪ್ರತಿಭಟನೆ. ಉತ್ತರ ಭಾರತದ ರಾಜ್ಯಗಳಿಗೆ ಹೆಚ್ಚಿಗೆ ಅನುದಾನ ಕೊಡುವ ಬಗ್ಗೆ ನಮಗೆ ತಕರಾರುಗಳಿಲ್ಲ. ಆದರೆ ನಮ್ಮ ರಾಜ್ಯಕ್ಕೆ ಅನ್ಯಾಯ ಮಾಡಬೇಡಿ ಎನ್ನುವುದು ನಮ್ಮ ಆಗ್ರಹ.
ಕೇಂದ್ರ ಸರ್ಕಾರದ ಅಂಕಿ ಅಂಶಗಳೇ ನಮ್ಮ ರಾಜ್ಯಕ್ಕೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯವನ್ನು ಹೇಳುತ್ಯಿವೆ. ಎರಡನೇ ಅತಿ ಹೆಚ್ಚು ತೆರಿಗೆ ಕಟ್ಟುವ ರಾಜ್ಯ ಕರ್ನಾಟಕ. ನಮಗೇ ಏಕೆ ಈ ಮಟ್ಟದ ಅನ್ಯಾಯ ಎಂದು ಸಿಎಂ ಪ್ರಶ್ನಿಸಿದರು.
430000 ಕೋಟಿ ನಾವು ಕನ್ನಡಿಗರು ತೆರಿಗೆ ಕಟ್ಟುತ್ತೇವೆ. ನಮಗೆ ವಾಪಾಸ್ ಬರುವುದು ಕೇವಲ 50000 ಕೋಟಿ ಮಾತ್ರ. ಅಂದರೆ ನಾವು ಕೊಡುವ ಪ್ರತಿ 100 ರೂ ನಲ್ಲಿ 13 ರೂ ಮಾತ್ರ ನಮಗೆ ವಾಪಾಸ್ ಬರ್ತದೆ. ಇದಕ್ಕಿಂತ ಭೀಕರ ಅನ್ಯಾಯ ಏನಿದೆ? ಈ ಅನ್ಯಾಯವನ್ನು ನಾವು ಸಹಿಸಬೇಕಾ?
15 ನೇ ಹಣಕಾಸು ಆಯೋಗದಿಂದಾಗಿ ನಮಗೆ 62098 ಕೋಟಿ ರೂ ನಮಗೆ ತೆರಿಗೆಯೊಂದರಲ್ಲೇ ನಮಗೆ ಅನ್ಯಾಯ ಆಗಿದೆ. ಇದನ್ನು ನಾವು ಪ್ರಶ್ನಿಸಬಾರದಾ? ಈ ಕಾರಣಗಳಿಗೇ ನಾವು protest ಮಾಡುತ್ತಿದ್ದೇವೆ. ಆದರೆ ಬಿಜೆಪಿ ನಿರಂತರ ಸುಳ್ಳುಗಳ ಮೂಲಕ ತಮ್ಮ ದ್ರೋಹವನ್ನು ಮರೆ ಮಾಚಲು ನೋಡುತ್ತಿದೆ.
ಕೇಂದ್ರದ ಬಜೆಟ್ ಗಾತ್ರ ಹೆಚ್ಚಾದ ಹಾಗೆ ರಾಜ್ಯದ ತೆರಿಗೆ ಪಾಲು ಹೆಚ್ಚಾಗಬೇಕಿತ್ತು. ಆದರೆ ಈ ಪ್ರಮಾಣದಲ್ಲೂ ನಮಗೆ ಹಂಚಿಕೆ ಆಗಿಲ್ಲ. ಇದನ್ನು ಕೇಂದ್ರದ ಅಂಕಿ ಅಂಶಗಳೇ ಹೇಳುತ್ತಿವೆ.
ಕಳೆದ 10 ವರ್ಷಗಳಿಂದ ಹಂತ ಹಂತವಾಗಿ ರಾಜ್ಯದ ಪಾಲಿನ ತೆರಿಗೆ ಪಾಲು, ಕೇಂದ್ರದ ಅನುದಾನದ ಪಾಲು ನಿರಂತರವಾಗಿ ಕಡಿಮೆ ಆಗುತ್ತಿರುವುದನ್ನು ಮುಖ್ಯಮಂತ್ರಿಗಳು ಪ್ರತೀ ವರ್ಷದ ಅಂಕಿ ಅಂಶಗಳೊಂದಿಗೆ ವಿವರಿಸಿದರು.
ಕೇಂದ್ರದ ಬಜೆಟ್ ಗಾತ್ರ ದುಪ್ಪಟ್ಟಾಗಿದೆ. ಆದರೆ ರಾಜ್ಯದ ಪಾಲಿನ ತೆರಿಗೆ ಪಾಲು ಅರ್ಧಕ್ಕಿಂತ ಕಡಿಮೆ ಆಗಿದೆ. ನಮ್ಮ ಪಾಲು ದುಪ್ಪಟ್ಟಾಗಬೇಕಾದ ಜಾಗದಲ್ಲಿ ಅರ್ಧಕ್ಕಿಂತ ಕಡಿಮೆ ಆಗಿರುವುದು ಅನ್ಯಾಯ ಅಲ್ಲವೇ?
GST ಯಲ್ಲಿ ನಮ್ಮ ರಾಜ್ಯಕ್ಕೆ ಮಾಡುತ್ತಿರುವ ಅನ್ಯಾಯ ಇನ್ನೂ ಬೃಹತ್ತಾಗಿದೆ. GST ಯಲ್ಲಿ ಆಗುವ ಅನ್ಯಾಯವನ್ನು ವಿಶೇಷ ಪರಿಹಾರ ಕೊಟ್ಟು ಸರಿದೂಗಿಸುವುದಾಗಿ ಹೇಳಿದರು. ಈಗ ಪರಿಹಾರ ಕೊಡುತ್ತಿಲ್ಲ. ಇದರಿಂದ 59000 ಕೋಟಿಗೂ ಅಧಿಕ ಅನ್ಯಾಯ, ವಂಚನೆ ಆಯಿತು.
ಕೇಂದ್ರದ ನಿರಂತರ ದ್ರೋಹ, ವಂಚನೆಯಿಂದ ರಾಜ್ಯದ ತೆರಿಗೆ ಸಂಗ್ರಹ ಪ್ರಮಾಣ 15% ನಿಂದ ಕೆಳಗೆ ಜಾರಿ 9% ಗೆ ಕುಸಿದಿದೆ. ಈ ದೊಡ್ಡ ಕುಸಿತಕ್ಕೆ ಕೇಂದ್ರದ ಮಲತಾಯಿ ಧೋರಣೆ ಮತ್ತು ವಂಚನೆಯೇ ಕಾರಣ.
ರಾಜ್ಯದಿಂದ ಆಯ್ಕೆ ಆಗಿರುವ ಬಿಜೆಪಿ ಸಂಸದರು ಕೋಲೆ ಬಸವನ ರೀತಿಯಲ್ಲಿ ಮೋದಿ ಅವರ ಎದುರಿಗೆ ತಲೆ ಅಲ್ಲಾಡಿಸುವುದು ಬಿಟ್ಟರೆ ರಾಜ್ಯದ ಪಾಲನ್ನು ಬಾಯಿ ಬಿಟ್ಟು ಕೇಳಲೇ ಇಲ್ಲ.
ನಾನು ವಿಧಾನಸಭಾ ಅಧಿವೇಶನದಲ್ಲಿ ಮೇಲಿಂದ ಮೇಲೆ ಒತ್ತಾಯಿಸಿದೆ. ಯಡಿಯೂರಪ್ಪ, ಬೊಮ್ಮಾಯಿ ಅವರಿಗೆ ಒತ್ತಾಯಿಸಿ ಕೇಂದ್ರದ ಮುಂದೆ ರಾಜ್ಯದ ಹಕ್ಕು ಮಂಡಿಸಿ ಎಂದು ಆಗ್ರಹಿಸಿದೆ. ಅವರು ಕೇಳಲಿಲ್ಲ. ಇವರು ಕೊಡಲಿಲ್ಲ.
ನಮಗೆ ಅನ್ಯಾಯ ಸರಿಪಡಿಸಲು ವಿಶೇಷ ಅನುದಾನದವಾಗಿ 11495 ಕೋಟಿ ಕೊಡ್ತೀವಿ ಎಂದು ಘೋಷಿಸಿದರು. ಆದರೆ ಈ ಹಣ ಕೊಡಬೇಡಿ ಎಂದು ತಡೆ ಹಿಡಿದವರೇ ಆರ್ಥಿಕ ಸಚೆವೆ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರು. ಆದರೆ ಈಗೇಕೆ ಸುಳ್ಳು ಹೇಳ್ತಿದ್ದೀರಿ ಮೇಡಂ ಸಿಎಂ ವ್ಯಂಗ್ಯವಾಡಿದರು.
ರಾಜ್ಯದಿಂದ ಆಯ್ಕೆ ಆದ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರೇ ಈ ಮಟ್ಟದ ದ್ರೋಹ ಮಾಡಿದ ಬಳಿಕವೂ ಸುಳ್ಳುಗಳನ್ನು ಹೇಳುತ್ತಿದ್ದಾರೆ ಎಂದರು.
ಮೋದಿ ಅವರ ಕೇಂದ್ರ ಸರ್ಕಾರ ರಚಿಸಿದ 15 ನೇ ಹಣಕಾಸು ಆಯೋಗದಲ್ಲಿ ದಕ್ಷಿಣ ಭಾರತ ರಾಜ್ಯಗಳಿಂದ ಒಬ್ಬೇ ಒಬ್ಬ ಸದಸ್ಯನೂ ಇರಲಿಲ್ಲ. ಇದರಿಂದ ನಮ್ಮ ರಾಜ್ಯಗಳಿಗೆ ಅನ್ತಾಯ ಆಗಿದೆ. ಇದಕ್ಕೆ ಕಾರಣ ಮೋದಿಯವರೇ.
ನೀವು ಎಷ್ಟೇ ಸುಳ್ಳುಗಳನ್ನು ಹೇಳಿದರೂ ಸತ್ಯ ಮುಚ್ಚಿ ಹಾಕಲು ಸಾಧ್ಯವಿಲ್ಲ ಯಡಿಯೂರಪ್ಪ, ಬೊಮ್ಮಾಯಿ, ಮೋದಿಯವರೇ ಎಂದರು.
ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬಜೆಟ್ ದಾಖಲೆಗಳನ್ನೇ ಪರಿಶೀಲಿಸಿ ನೋಡಿ, ನಮಗಾಗಿರುವ ವಂಚನೆಯ ಪ್ರಮಾಣ ಅದರಲ್ಲಿ ದಾಖಲಾಗಿದೆ. 15 ನೇ ಹಣಕಾಸು ಆಯೋಗ ಒಂದರಿಂದಲೇ ಇದುವರೆಗೂ 1,87000 ಕೋಟಿ ಒಟ್ಟು ರಾಜ್ಯಕ್ಕೆ ಅನ್ಯಾಯ ಆಗಿದೆ.
ರಾಜ್ಯಕ್ಕೆ ಭೀಕರ ಬರಗಾಲ ಬಂತು. ಸೆಪ್ಟೆಂಬರ್ ನಿಂದ ನಿರಂತರವಾಗಿ ರಾಜ್ಯದ ಪಾಲಿನ ಬರ ಪರಿಹಾರ ಕೊಡಿ ಎಂದು ಒತ್ತಾಯಿಸುತ್ತಲೇ ಇದ್ದೇವೆ. ಆದರೆ ಇದುವರೆಗೂ ಒಂದೇ ಒಂದು ರೂಪಾಯಿ ಬರಪರಿಹಾರ ಕೊಟ್ಟಿಲ್ಲ. ನಾನೇ ಡಿ 19th ರಂದು ಪ್ರಧಾನಿ ಮೋದಿಜಿ ಮತ್ತು ಅಮಿತ್ ಶಾ ಅವರನ್ನು ಖುದ್ದಾಗಿ ಭೇಟಿ ಮಾಡಿ ವಿನಂತಿಸಿದೆ. ಆದರೂ ಇವತ್ತಿಗೂ ಒಂದು ಪೈಸೆ ಬಂದಿಲ್ಲ. ಈ ಬಗ್ಗೆ ಇನ್ನೂ ಒಂದೂ ಸಭೆಯನ್ನೂ ನೆಪಕ್ಕೂ ಕರೆದಿಲ್ಲ. ಇದರಿಂದ ಒಂದು ರೂಪಾಯಿ ಕೂಡ ಬಂದಿಲ್ಲ.
ಆದರೂ ಬರದಿಂದ ರಾಜ್ಯದ ಜನತೆ ಕಂಗಾಲಾಗದಂತೆ ರಾಜ್ಯ ಸರ್ಕಾರವೇ ಪರಿಹಾರ ನೀಡಿದೆ. 31 ಲಕ್ಷ ರೈತರಿಗೆ 650 ಕೋಟಿ ಬರ ಪರಿಹಾರವನ್ನು ರಾಜ್ಯದ ಬೊಕ್ಕಸದಿಂದಲೇ ಕೊಟ್ಟಿದ್ದೇವೆ. ಇನ್ನೂ ಲಕ್ಷ ಲಕ್ಷ ರೈತರಿಗೆ ಪರಿಹಾರ ಕೊಡುವವರಿದ್ದೇವೆ.
ಕೇಂದ್ರ ತನ್ನ ಕೈಯಿಂದ ಪರಿಹಾರ ಕೊಡುವುದಲ್ಲ. ನಮ್ಮ ಹಣ ಅವರ ಬಳಿ ಇದೆ. ಅದರಲ್ಲಿ ರಾಜ್ಯದ ಪಾಲನ್ನು ವಾಪಾಸ್ ಕೊಡಬೇಕಿತ್ತು. ಇದರಲ್ಲೂ ಒಂದೇ ಒಂದು ರೂಪಾಯಿ ಕೊಡಲಿಲ್ಲ. ನಾವು ಇನ್ನೂ NDRF ನಿಧಿಗಾಗಿ ಕಾಯುತ್ಯಲೇ ಇದ್ದೇವೆ. ಈ ಹಣ ಕೊಡಿಸಿ ಯಡಿಯೂರಪ್ಪ, ಅಶೋಕ್, ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರೇ ಎಂದು ಕೇಳಿದರು.
ಪಾರ್ಲಿಮೆಂಟಲ್ಲಿ ರಾಜ್ಯದ ಪರವಾಗಿ ಬಾಯಿ ಬಿಡಲು ರಾಜ್ಯದಿಂದ ಆಯ್ಕೆ ಆಗಿರುವ ಬಿಜೆಪಿ ಸಂಸದರಿಗೆ ಭಯ. ಭದ್ರಾ ಮೇಲ್ದಂಡೆ ಯೋಜನೆಗೆ 5300 ಕೋಟಿ ರೂ ಕೊಡುವುದಾಗಿ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರು ಪಾರ್ಲಿಮೆಂಟಲ್ಲಿ ಬಜೆಟ್ ನಲ್ಲೇ ಘೋಷಿಸಿದರು. ಇದರಲ್ಲೂ ಒಂದು ರೂಪಾಯಿ ಕೂಡ ಬಂದಿಲ್ಲ. ಅವರೇ ಘೋಷಿಸಿ ಅವರೇ ಕೈ ಎತ್ತಿಬಿಟ್ಟರು. ಒಂದೇ ಒಂದು ರೂಪಾಯಿ ಕೂಡ ಇವತ್ತಿನವರೆಗೂ ಕೊಡಲಿಲ್ಲ ಎಂದು ಬಜೆಟ್ ಪ್ರತಿ ತೋರಿಸಿ ಪ್ರಶ್ನಿಸಿದರು.
ಮಹದಾಯಿ ಯೋಜನೆಗೆ ಇವತ್ತಿನವರೆಗೂ ಕೇಂದ್ರ ಸರ್ಕಾರ ಅನುಮತಿ ಕೊಟ್ಟಿಲ್ಲ. ಕೃಷ್ಣಾ ಮೇಲ್ದಂಡೆ ಬಗ್ಗೆ ಇವತ್ತಿನವರೆಗೂ ಗೆಜೆಟ್ ನೋಟಿಫಿಕೇಷನ್ ಆಗಲಿಲ್ಲ. ಇದರಿಂದ ಕೆಲಸವೇ ಶುರು ಆಗಿಲ್ಲ. ಯಾಕಿಂಥಾ ಅನ್ಯಾಯ ಎಂದು ಸಿಎಂ ಪ್ರಶ್ನಿಸಿದರು.
ಈಗ ಮಾಜಿ ಪ್ರಧಾನಿ ದೇವೇಗೌಡರು ಮೋದಿಯವರನ್ನು ಹೊಗಳುತ್ತಾ ಕುಳಿತಿದ್ದಾರೆ. ಹಾಗಿದ್ರೆ ಮೇಕೆದಾಟು, ಕೃಷ್ಣ ಮೇಲ್ದಂಡೆಗೆ ಅನುಮತಿ ಕೊಡಿಸಲಿ. ರಾಜ್ಯಕ್ಕೆ ಬರಬೇಕಾದ ಹಣ ವಾಪಾಸ್ ಕೊಡಿಸಲಿ ಎಂದು ಕರೆ ನೀಡಿದರು.
ರಾಯಚೂರು ಏಮ್ಸ್ ಕೊಡ್ತೀವಿ ಎಂದರು. ನಾನು CM ಆಗಿ ಮೂರು ಪತ್ರ ಬರೆದೆ. ಆದರೆ, ಇವತ್ತಿನವರೆಗೂ ಏಮ್ಸ್ ಬರಲಿಲ್ಲ. ಪತ್ರಗಳಿಗೆ ಉತ್ತರ ವೂ ಬರಲಿಲ್ಲ. ರಾಜ್ಯದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ನಾನು ಬರೆದ ಪತ್ರಕ್ಕೆ ಕೇಂದ್ರ ಉತ್ತರ ಕೊಡಲಿಲ್ಲ. ಇದು 7.5 ಕೋಟಿ ಕನ್ನಡಿಗರಿಗೆ ಮಾಡಿದ ಅವಮಾನ ಎಂದರು.
ಎಲ್ಲಾ ಜಾತಿ, ಎಲ್ಲಾ ಧರ್ಮದ ಬಡವರಿಗೆ ನಾವು ಅನ್ನಭಾಗ್ಯ ಯೋಜನೆ ಜಾರಿ ಮಾಡಿದೆವು. ದುಡ್ಡು ಕೊಡ್ತೀವಿ ಅಕ್ಕಿ ಕೊಡಿ ಎಂದರೂ ಅಕ್ಕಿ ಕೊಡಲಿಲ್ಲ. ಇದರಿಂದ ನಾವು ನೇರವಾಗಿ ಜನರಿಗೇ ಹಣ ಕೊಟ್ಟೆವು ಎಂದರು.
ಇಷ್ಟೆಲ್ಲಾ ರಾಜ್ಯದ ಜನರಿಗೆ ದ್ರೋಹ ಮಾಡಿ ಈಗ ನಮ್ಮ ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳನ್ನು ಬಿಟ್ಟಿಭಾಗ್ಯ ಎನ್ನುತ್ತಿದ್ದಾರೆ. ಬಡವರು, ಮಧ್ಯಮ ವರ್ಗದವರಿಗೆ ನೆರವು ನೀಡುವುದು ಬಿಟ್ಟಿಭಾಗ್ಯ ಎಂದು ಅಹಂಕಾರ ಮೆರೆದರು ಎಂದು ಟೀಕಿಸಿದರು.
ನರೇಂದ್ರ ಮೋದಿ ಅವರು ರಾಜ್ಯದಲ್ಲಿ ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳು ಜಾರಿ ಆಗುವುದೇ ಇಲ್ಲ ಎಂದು ಮೊದಲ ಸುಳ್ಳು ಹೇಳಿದರು. ಬಳಿಕ ಗ್ಯಾರಂಟಿಗಳು ಜಾರಿ ಆದರೆ ರಾಜ್ಯ ಆರ್ಥಿಕವಾಗಿ ದಿವಾಳಿಯಾಗಿ ಬಿಡುತ್ತದೆ ಎಂದರು. ಈಗ ರಾಜ್ಯದಲ್ಲಿ ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳು ಜಾರಿಯಾಗಿ, ರಾಜ್ಯ ಆರ್ಥಿಕವಾಗಿ ಸದೃಡವಾಗಿದೆ. ಮೋದಿ ಅವರ ಮಾತುಗಳು ಪರಮ ಸುಳ್ಳು ಎನ್ನುವುದು ಸಾಬೀತಾಗಿದೆ ಎಂದರು.
ಸ್ವಾತಂತ್ರ ಬಂದಾಗಿನಿಂದ ದೇಶದ ಸಾಲ 2014ರ ವರೆಗೂ 54 ಲಕ್ಷ ಕೋಟಿ ಮಾತ್ರ ಇತ್ತು. ಈಗ 180 ಲಕ್ಷ ಕೋಟಿಗೆ ಭಾರತದ ಸಾಲ ಏರಿಕೆ ಆಗಿದೆ. ಮೋದಿ ಅವಧಿ ಒಂದರಲ್ಲೇ 130 ಲಕ್ಷ ಕೋಟಿ ಸಾಲ ಮಾಡಿದ್ದಾರೆ. 130 ಕೋಟಿ ಸಾಲ ಒಬ್ಬರೇ ಮಾಡಿದ್ದಾರಲ್ಲಾ ಇದು ಸಾಧನೆಯಾ ಎಂದರು.
ಸೆಸ್, ಸರ್ಚಾರ್ಜ್ ಮೂಲಕವೂ ರಾಜ್ಯಕ್ಕೆ ನಿರಂತರ ದ್ರೋಹ, ಅನ್ಯಾಯ ಆಗುತ್ತಿದೆ. ಬರಗಾಲ ಬಂದಿದೆ. ನರೇಗಾ ಕೂಲಿಯ ದಿನಗಳನ್ನು ನಿಯಮದ ಪ್ರಕಾರ 150 ದಿನಗಳಿಗೆ ಏರಿಸಿ ಎಂದು ಮನವಿ ಮಾಡಿದರೂ ಏರಿಕೆ ಮಾಡಲಿಲ್ಲ ಎಂದು ಖಂಡಿಸಿದರು.

· Great injustice was done to Karnataka in 15th Finance Commission which was formed after Modiji became Prime Minister.
· Population was effectively controlled in southern states of the country when compared to the north.
· Our protest is to urge that the hen that lays the golden egg should not be beheaded, and the udder that gives milk should not be cut.
· We have no objection in allotting more budget to the northern states. But we urge not commit injustice to our state.

· The CM said, Injustice with regard to tax to the tune of 62098 crore has been done to state by the 15th Finance Commission.’ Shouldn’t we question this?’

· But BJP is trying to hide its betrayal by continuous lies.
· The tax share of the state should have increased as the Central budget size increased. But we have not been allocated even this amount. The statistics of the Centre are speaking about this.
· The Chief Minister explained along with the statistics of each year about the constant decrease in the tax share and the share of the central grant to the state in the last 10 years.
· Center’s budget size has doubled. But the tax share of the state’s share is less than half. Isn’t it unfair that our share is less than half where it should be doubled?
· The injustice done to our state in GST is even huge. It was said that special compensation will be provided for the injustice caused by GST . But now the compensation has not been sanctioned. This resulted in injustice of more than 59000 crores.
· Due to the continuous betrayal and deception of the Centre, the tax collection rate of the state has fallen from 15% to 9%. This huge decline is due to the step-motherly treatment of the Centre.
· The BJP MPs elected from the state have never asked for the state’s share except shaking their heads like kole basava in front of Modi.
· I have insisted several times in the assembly session. I urged Yediyurappa and Bommai to present the state’s claim before the Centre. But they didn’t listen and the Centre did not give.
· They announced to sanction 11495 crores as a special grant to rectify the injustice. But it was stopped by Finance Minister Nirmala Sitharaman .She is the one who stopped them from releasing this money. ‘But why did you lie now, madam’ the CM quipped.
· Nirmala Sitharaman who was selected from the state is telling lies even after this level of betrayal.
· The 15th Finance Commission formed by Modi’s central government did not have a single member from South Indian states. This is a loss for our states. The reason behind this is Modi.
· ‘Yediyurappa, Bommai and Modi, no matter how many lies you tell, you cannot hide the truth’.
· 1,87000 crore total injustice to the state till date by the 15th Finance Commission alone.
· A terrible drought has hit the state. Since September, we have been demanding the state’s share of drought relief. But till now not a single rupee has been given as compensation.
· I personally met Prime Minister Modiji and Amit Shah on 19th and requested. However, not a single penny has been received till date.
· Not even a single meeting has been called regarding this.
· However, the state government has provided relief so that the people of the state are not affected by the drought. We have given 650 crore drought relief to 31 lakh farmers from the state treasury itself. There are still lakhs of farmers who will need compensation.
· The center does not give compensation from its pockets. They have our money. The state’s share was to be returned. We have not received even a single rupee. We are still waiting for NDRF funds. He urged Yediyurappa, Ashok and Nirmala Sitharaman to provide the money.
· Nirmala Sitharaman had announced Rs 5300 crore in the budget for the Upper Bhadra Project. Not a single rupee has been released. The CM held the budget copy and questioned.
· Until now the central government has not given permission for the Mahadayi project.
· There is no gazette notification till date about Upper Krishna project. The work has not been started because of this.
· Former Prime Minister Deve Gowda is praising Modi. Let him urge to sanction the Mekedatu,Upper Krishna project and get the due share of the state.
· The Central Government had promised to sanction AIIMS to Raichur I have written three letters as CM. But, Letters are not answered and AIIMS remain a dream.
· The Centre did not reply to the letter I wrote as the Chief Minister of the state. He said this is an insult to 7.5 crore Kannadigas.
· We implemented Annabhagya Yojana for the poor of all castes and religions. Even though we assured to provide money for the rice, the Centre did not oblige. Therefore we are providing money directly to the people, he said.
· After betraying the people of the state, they are now calling our guarantee schemes as free bhagya. The CM criticized this arrogance.
· Narendra Modi first lied that the guarantee schemes will not be implemented in the state. Even it is implemented the state will be financially bankrupt, he had said. Now that the guarantee schemes have been implemented in the state, the state is financially sound. Modi’s words have been proved to be utter lies, he said.
· Since independence, the country’s debt was only 54 lakh crore till 2014. Now India’s debt has increased to 180 lakh crore. Modi has borrowed 130 lakh crores in one term. He asked if taking the loan of 130 crores is an achievement.
· Even through cess and surcharge, the state is constantly suffering and injustice.
· Our request to increase the mandays to 150 days under MNREGS fell on deaf ears.
