ಬೆಂಗಳೂರು, ಮೇ ,16,2025 (www.justkannada.in): ಶಿಫಾರಸು ಆಧಾರಿತ ವರ್ಗಾವಣೆಗಳನ್ನು ತೆಗೆದುಹಾಕಲಾಗುವುದು. ಕೌಶಲ್ಯ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆಯಲ್ಲಿ ಎಲ್ಲಾ ಸಾಮಾನ್ಯ ವರ್ಗಾವಣೆಗಳನ್ನು ಇನ್ನು ಮುಂದೆ ಕೌನ್ಸೆಲಿಂಗ್ ಪ್ರಕ್ರಿಯೆಯ ಮೂಲಕ ನಡೆಸಲಾಗುವುದು ಎಂದು ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ, ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ, ಜೀವನೋಪಾಯ ಮತ್ತು ರಾಯಚೂರು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಡಾ. ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಘೋಷಿಸಿದರು.
ವಿಕಾಸಸೌಧದಲ್ಲಿ ನಡೆದ ಇಲಾಖಾ ಪರಿಶೀಲನಾ ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡಿದ ಸಚಿವ ಶರಣಪ್ರಕಾಶ್ ಪಾಟೀಲ್, ಹೊಸ ವ್ಯವಸ್ಥೆಗೆ ಸಮಗ್ರ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ರೂಪಿಸುವಂತೆ ಕೌಶಲ್ಯ ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯದರ್ಶಿ ಏಕ್ರೂಪ್ ಕೌರ್ ಅವರಿಗೆ ಸೂಚಿಸಿದರು.
ಸಚಿವಾಲಯದ ಅಡಿಯಲ್ಲಿ ಉದ್ಯೋಗ ಮತ್ತು ತರಬೇತಿ ಇಲಾಖೆ (ಡಿಇಟಿ) ಅತಿ ಹೆಚ್ಚು ಉದ್ಯೋಗಸ್ತರನ್ನು ಹೊಂದಿದೆ. ಪ್ರಭಾವ ಮತ್ತು ಶಿಫಾರಸುಗಳ ಮೂಲಕ ಆಗುತ್ತಿದ್ದ ವರ್ಗಾವಣೆ ಪ್ರಕ್ರಿಯೆಗಳಿಗೆ ಕೊನೆ ಹಾಡಬೇಕಾಗಿದೆ. ಎಲ್ಲಾ ವರ್ಗಾವಣೆಗಳನ್ನು ಕೌನ್ಸೆಲಿಂಗ್ ಮೂಲಕ ಮಾಡಬೇಕು. ಇದು ಸಿಬ್ಬಂದಿಗೆ ಆದ್ಯತೆಯ ಸ್ಥಳಗಳಲ್ಲಿ ಹುದ್ದೆಗಳನ್ನು ಪಡೆಯಲು ಅನುವು ಮಾಡಿಕೊಡುತ್ತದೆ ಸರ್ಕಾರಿ ನೌಕರರು ಮತ್ತು ಅಧಿಕಾರಿಗಳ ಸಾಮಾನ್ಯ ವರ್ಗಾವಣೆಗಳಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರವು ಜೂನ್ 16 ಗಡುವು ನಿಗದಿಪಡಿಸಿದೆ ಎಂದು ಡಾ. ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ತಿಳಿಸಿದರು.
ಸರ್ಕಾರಿ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವಲ್ಲಿ ವಿಫಲರಾಗಿರುವ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳನ್ನು ಸಚಿವರು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡರು.
ಶೋಕಾಸ್ ನೋಟಿಸ್‌ಗಳನ್ನು ಹೊರಡಿಸಲು ಮತ್ತು ಸಂಬಂಧಪಟ್ಟ ಅಧಿಕಾರಿಗಳನ್ನು ವಿಳಂಬವಿಲ್ಲದೆ ವರ್ಗಾಯಿಸಲು ಇದೇ ಸಂದರ್ಭದಲ್ಲಿ ಇಲಾಖಾ ಕಾರ್ಯದರ್ಶಿಗಳಿಗೆ ಸಚಿವರು ನಿರ್ದೇಶನ ನೀಡಿದರು.
ಯುವಜನರ ಉದ್ಯೋಗ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೆಚ್ಚಿಸುವ ಗುರಿಯನ್ನು ಸಾಧಿಸಲು ಸರ್ಕಾರಿ ಉಪಕರಣ ಮತ್ತು ತರಬೇತಿ ಕೇಂದ್ರ (GTTC), ಕರ್ನಾಟಕ ಜರ್ಮನ್ ತಾಂತ್ರಿಕ ತರಬೇತಿ ಸಂಸ್ಥೆ (KGTTI) ಮತ್ತು ರಾಷ್ಟ್ರೀಯ ಜೀವನೋಪಾಯ ಮಿಷನ್ (NLM) ನಂತಹ ಸಂಸ್ಥೆಗಳಿಗೆ ಯುವನಿಧಿ ಯೋಜನೆ ಮತ್ತು ಉದ್ಯೋಗ ಮೇಳಗಳಿಗೆ ಅರ್ಜಿಗಳನ್ನು ಸಲ್ಲಿಸಲು ಅಲ್ಪಾವಧಿಯ ಮತ್ತು ದೀರ್ಘಾವಧಿಯ ಕೌಶಲ್ಯ ಅಭಿವೃದ್ಧಿ ತರಬೇತಿ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಅಳವಡಿಸಲು ಸಚಿವ ಶರಣ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ನಿರ್ದೇಶಿಸಿದರು.
“ಪದವೀಧರರಾಗಿದ್ದರೂ, ಉದ್ಯೋಗ ಮೇಳಗಳಲ್ಲಿ ಅನೇಕ ಅಭ್ಯರ್ಥಿಗಳು ತಾಂತ್ರಿಕ ಕೌಶಲ್ಯಗಳ ಕೊರತೆಯಿಂದಾಗಿ ತಿರಸ್ಕರಿಸಲ್ಪಡುತ್ತಾರೆ. ಈ ಅಂತರವನ್ನು ತರಬೇತಿಯೊಂದಿಗೆ ಕಡಿಮೆಗೊಳಿಸಲು ನಾವು ಯುವನಿಧಿ ಆಕಾಂಕ್ಷಿಗಳು ಮತ್ತು ಉದ್ಯೋಗ ಮೇಳ ಅರ್ಜಿದಾರರ ವಿಶಾಲ ಡೇಟಾಬೇಸ್ ಅನ್ನು ಬಳಸಬೇಕು” ಎಂದು ಡಾ. ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ತಿಳಿಸಿದರು.
ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಪರಿಶೀಲನೆ: ಅನುಸರಣೆ ಮತ್ತು ವಿಸ್ತರಣೆ
ಬಹುಮಹಡಿ ಕಟ್ಟಡದಲ್ಲಿ ನಡೆದ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಪ್ರತ್ಯೇಕ ಪರಿಶೀಲನಾ ಸಭೆಯಲ್ಲಿ, ಡಾ. ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಅವರು, ವೈದ್ಯಕೀಯ ಕಾಲೇಜುಗಳ ನಿರ್ದೇಶಕರು ರಾಷ್ಟ್ರೀಯ ವೈದ್ಯಕೀಯ ಮಂಡಳಿಯ (ಎನ್‌ಎಂಸಿ) ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಪಾಲಿಸಬೇಕು ಮತ್ತು ಸಹಾಯಕ ಪ್ರಾಧ್ಯಾಪಕರು ಮತ್ತು ಹಿರಿಯ ನಿವಾಸಿ ಹುದ್ದೆಗಳ ಭರ್ತಿಯನ್ನು ತ್ವರಿತ ಗತಿಯಲ್ಲಿ ಪೂರ್ಣಗೊಳಿಸಬೇಕು ಎಂದು ಸಚಿವ ಶರಣ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಸೂಚಿಸಿದರು.
ರಾಜ್ಯದಲ್ಲಿ ಆರೋಗ್ಯ ಶಿಕ್ಷಣವನ್ನು ವಿಸ್ತರಿಸುವ ಗುರಿಯನ್ನು ಹೊಂದಿರುವ ಅಲೈಡ್‌ ಹೆಲ್ತ್‌ ಸೈನ್ಸ್‌ನಲ್ಲಿ ಬಿಎಸ್ಸಿ ಕೋರ್ಸ್‌ ಗಳನ್ನು ಪ್ರಾರಂಭಿಸಲು ಅನುಮೋದನೆಗಾಗಿ ಎಲ್ಲಾ ಸರ್ಕಾರಿ ವೈದ್ಯಕೀಯ ಕಾಲೇಜುಗಳು ಒಂದು ತಿಂಗಳೊಳಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಬೇಕು ಎಂದು ಸಚಿವ ಡಾ. ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ತಿಳಿಸಿದರು.

Counselling-Based Transfers to Curb Influence in Skill Development Dept: Dr. Sharan Prakash Patil
Bengaluru, May 16: In a decisive move to eliminate recommendation-based transfers, minister for medical education and skill development Dr. Sharan Prakash Patil announced that all general transfers in the skill development department will henceforth be carried out through a counselling process.
During a departmental review meeting at Vikasa Soudha late on Thursday evening, Dr. Patil instructed skill development secretary Ekroop Caur to draft comprehensive guidelines for the new system, with particular focus on the department of employment and training (DET), which has one of the largest employee bases under the ministry.
“To put an end to the practice of employees seeking transfers through influence and recommendations, all postings should now be done through counselling. This will also enable staff to secure postings at preferred locations,” the minister said.
He reminded that the state government has already set June 16 as the deadline for general transfers of government employees and officials.
Taking a strong stance on administrative inefficiency, Dr. Patil criticised senior officials in the department for failing to effectively implement government programmes. He directed the secretary to issue show-cause notices and transfer the concerned officials without delay.
Skill development linked to yuvanidhi and job fairs
In a significant initiative aimed at enhancing youth employability, Dr. Patil directed institutions like the Government Tool & Training Centre (GTTC), Karnataka German Technical Training Institute (KGTTI), and departments under the National Livelihood Mission (NLM) to enrol applicants from the Yuvanidhi scheme and Udyoga Melas (job fairs) into short- and long-term skill development programmes.
“Despite being graduates, many candidates at job fairs are rejected due to lack of soft and technical skills. We must use the vast database of Yuvanidhi and Udyoga Mela applicants to bridge this gap with relevant training,” he emphasized.
Medical education review: compliance and expansion
At a separate review meeting of the medical education department held at the Multi-Storied Building, Dr. Patil urged directors of medical colleges to comply with National Medical Council (NMC) guidelines and expedite the filling of assistant professor and senior resident posts.
He further directed all government medical colleges to apply within a month for approval to launch B.Sc courses in allied health sciences, aiming to expand healthcare education in the state.
