ಬೆಂಗಳೂರು, ಏಪ್ರಿಲ್ 7,2021(www.justkannada.in): ನೀರು, ವಸತಿಯಂತೆ ಉತ್ತಮ ಆರೋಗ್ಯ ಸೌಲಭ್ಯವನ್ನು ಪಡೆಯುವುದು ಕೂಡ ಸಾಮಾನ್ಯ ಜನರ ಮೂಲಭೂತ ಹಕ್ಕು ಎಂದು ಆರೋಗ್ಯ ಮತ್ತು ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ.ಕೆ.ಸುಧಾಕರ್ ಹೇಳಿದರು.
ರಾಜೀವ್ ಗಾಂಧಿ ಆರೋಗ್ಯ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯದಲ್ಲಿ ನಡೆದ ವಿಶ್ವ ಆರೋಗ್ಯ ದಿನಾಚರಣೆಯಲ್ಲಿ ಮಾತನಾಡಿದ ಸಚಿವ ಸುಧಾಕರ್, ಜಗತ್ತಿನಲ್ಲಿ ಯಾರು ಯಾವುದೇ ಜಾತಿ, ಅಂತಸ್ತಿನಲ್ಲಿ ಜನಿಸಿದರೂ ಅವರಿಗೆ ಆರೋಗ್ಯ ಸೌಲಭ್ಯ ವಂಚಿತವಾಗಬಾರದು. ಎಲ್ಲರಿಗೂ ಉತ್ತಮ ಆರೋಗ್ಯ ಸೌಲಭ್ಯ ಸಿಗಬೇಕು. ನೀರು, ವಸತಿಯಂತೆ ಆರೋಗ್ಯ ಸೌಲಭ್ಯ ಕೂಡ ಮೂಲಭೂತ ಹಕ್ಕುಗಳಂತೆ ಅಗತ್ಯವಾಗಿದೆ. ಇದಕ್ಕೆ ಪೂರಕವಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರ ಆರೋಗ್ಯ ಸೌಲಭ್ಯಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗುತ್ತಿದೆ. ದೈಹಿಕ, ಆರೋಗ್ಯ ಹಾಗೂ ಸಾಮಾಜಿಕ ನೆಮ್ಮದಿಯೇ ಆರೋಗ್ಯ ಎಂದು ವಿಶ್ವ ಆರೋಗ್ಯ ಸಂಸ್ಥೆ ಹೇಳಿದೆ. ಇದಕ್ಕೆ ಹೆಚ್ಚು ಒತ್ತು ನೀಡಬೇಕಿದೆ ಎಂದರು.
ಹಿಂದಿನಿಂದಲೂ ಮಾನವ ಅನೇಕ ರೋಗಗಳಿಗೆ ತುತ್ತಾಗುತ್ತಿದ್ದಾನೆ. ಇಂತಹ ರೋಗಗಳ ವಿರುದ್ಧ ನಿರಂತರ ಹೋರಾಟ ನಡೆಸುತ್ತಿದ್ದೇವೆ. ಈಗ ಕೋವಿಡ್ ನ ಮೊದಲ ಅಲೆಯನ್ನು ಯಶಸ್ವಿಯಾಗಿ ಎದುರಿಸಿದ್ದು, ಎರಡನೇ ಅಲೆಯನ್ನು ಕೂಡ ನಿಯಂತ್ರಿಸಲಾಗುತ್ತಿದೆ. ಕಳೆದ ವರ್ಷ ಇದೇ ಸಮಯ ಆತಂಕವಿತ್ತು. ಆದರೆ ಬೇಗ ಲಸಿಕೆ ಕಂಡುಹಿಡಿದಿದ್ದರಿಂದ ಈ ಆತಂಕ ದೂರವಾಗಿದೆ. ವಿಜ್ಞಾನಿಗಳು ಬೇಗ ಲಸಿಕೆ ಕಂಡುಹಿಡಿದು ಮಾನವ ಕುಲಕ್ಕೆ ಉಪಕಾರ ಮಾಡಿದ್ದಾರೆ. ಇದನ್ನು ಬಳಸಿಕೊಳ್ಳುವ ಬದ್ಧತೆಯನ್ನು ಜನತೆ ತೋರಬೇಕು. ಆರೋಗ್ಯ ಸಿಬ್ಬಂದಿ, ವೈದ್ಯರು ಮೊದಲಿಗೆ ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಮುಂದೆ ಬಂದು ಲಸಿಕೆ ಪಡೆಯಬೇಕು. ಇದರಿಂದ ಜನರಿಗೆ ನೈತಿಕ ಸ್ಥೈರ್ಯ ಸಿಗುತ್ತದೆ. ಲಸಿಕೆ ಪಡೆಯುವುದರೊಂದಿಗೆ ಆರೋಗ್ಯ ಸಿಬ್ಬಂದಿ ಮೇಲ್ಪಂಕ್ತಿ ಹಾಕಿಕೊಂಡು ಸಾಮಾಜಿಕ ರಾಯಭಾರಿಗಳಾಗಬೇಕು ಎಂದು ಕಿವಿಮಾತು ಹೇಳಿದರು.
ಕಳೆದ ವರ್ಷ ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ 5-6 ಸಾವಿರ ಹಾಸಿಗೆಗೆ ಆಕ್ಸಿಜನ್ ಅಳವಡಿಕೆ ಇತ್ತು. ಕೇವಲ 10 ತಿಂಗಳಲ್ಲಿ ಈ ಸಂಖ್ಯೆಯನ್ನು 35 ಸಾವಿರಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ಅಂದರೆ, 6 ಪಟ್ಟು ಅಧಿಕವಾಗಿದೆ. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೊರೊನಾ ಪಾಸಿಟಿವಿಟಿ ಪ್ರಮಾಣ ಶೇ.6-9 ಇದೆ. ಮೈಸೂರು, ಕಲಬುರ್ಗಿ ಮೊದಲಾದ ಜಿಲ್ಲೆಗಳಲ್ಲೂ ಹೆಚ್ಚಿದೆ. ಜನರು ನಿರ್ಲಕ್ಷ್ಯ ಮಾಡುವುದರಿಂದ ಸೋಂಕು ಹೆಚ್ಚಿದೆ ಎಂದು ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವರು ಕೂಡ ಹೇಳಿದ್ದಾರೆ. ಕೋವಿಡ್ ಸುರಕ್ಷತಾ ಕ್ರಮ ಪಾಲಿಸಿದರೆ ಸೋಂಕು ನಿಯಂತ್ರಣಕ್ಕೆ ಬರುತ್ತದೆ ಎಂದರು.
ಪ್ರಧಾನಿ ಮೋದಿಯವರ ಸರ್ಕಾರ ಬಂದ ನಂತರ ದೇಶದಲ್ಲಿ ಹೊಸ 157 ಮೆಡಿಕಲ್ ಕಾಲೇಜುಗಳು ನಿರ್ಮಾಣವಾಗಿವೆ. ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಅವರ ಸರ್ಕಾರ ಬಂದ ಮೇಲೆ ರಾಜ್ಯದಲ್ಲೂ ನಾಲ್ಕು ಕಡೆ ಹೊಸ ಮೆಡಿಕಲ್ ಕಾಲೇಜು ನಿರ್ಮಾಣವಾಗುತ್ತಿವೆ. ರಾಜೀವ್ ಗಾಂಧಿ ವಿವಿ ಸ್ಥಾಪನೆಯಾಗಿ 25 ವರ್ಷ ಸಂದಿದ್ದು, ರಾಮನಗರದ ಹೊಸ ಕ್ಯಾಂಪಸ್ ಮೂರೇ ತಿಂಗಳಲ್ಲಿ ಶಂಕುಸ್ಥಾಪನೆ ಮಾಡುವ ನಿರೀಕ್ಷೆ ಇದೆ. ಇದಕ್ಕೆ ಬೇಕಾದ ಎಲ್ಲ ಸಹಕಾರ ಸರ್ಕಾರ ನೀಡಲಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಗ್ರಾಮೀಣ ಪ್ರದೇಶಗಳಲ್ಲಿ 2,500 ಪಿಎಚ್ ಸಿಗಳಿದ್ದು, ಸಮುದಾಯ ಆರೋಗ್ಯ ಸೇವೆಗಾಗಿ ಈ ಕೇಂದ್ರಗಳನ್ನು ಮೇಲ್ದರ್ಜೆಗೇರಿಸಲಾಗುತ್ತಿದೆ. ಮೊದಲಿಗೆ 250 ಕೇಂದ್ರಗಳ ಅಭಿವೃದ್ಧಿ ಮಾಡಲಾಗುತ್ತಿದೆ. ಜೊತೆಗೆ, ಖಾಸಗಿ-ಸಾರ್ವಜನಿಕ ಸಹಭಾಗಿತ್ವದ ಯೋಜನೆ ರೂಪಿಸಲಾಗುತ್ತಿದೆ ಎಂದು ಸಚಿವ ಸುಧಾಕರ್ ತಿಳಿಸಿದರು.
ನೇತ್ರದಾನದಿಂದ ಧನ್ಯತಾ ಭಾವ…
ಇಂದು ನೇತ್ರದಾನಕ್ಕೆ ಹೆಸರು ನೋಂದಾಯಿಸಿ ಧನ್ಯತಾ ಭಾವ ಉಂಟಾಗಿದೆ. ಕಣ್ಣನ್ನು ದಾನ ಮಾಡುವ ಈ ಪ್ರತಿಜ್ಞೆಯಿಂದ ಸಂತೋಷವಾಗಿದೆ. ಇದನ್ನು ದೊಡ್ಡ ಆಂದೋಲನವಾಗಿಸಬೇಕು. ಜಗತ್ತಿನಲ್ಲಿ 880 ಮಿಲಿಯನ್ ಅಂಧರಿದ್ದಾರೆ. ಮೃತರಾದ ಬಳಿಕ ಕಣ್ಣು ದಾನ ಮಾಡಲು ಯಾವುದೇ ತೊಂದರೆ ಇಲ್ಲ. ಸಾವಿನ ನಂತರವೂ ಬೇರೆಯವರಿಗೆ ದಾರಿದೀಪವಾಗುತ್ತವೆ ಎಂದರೆ ಅದು ಪುಣ್ಯದ ಕಾರ್ಯ. ವಿಶ್ವ ಅಂಗಾಂಗ ಕಸಿ ದಿನದ ವೇಳೆ ಇದನ್ನು ದೊಡ್ಡ ಆಂದೋಲನವಾಗಿಸೋಣ. ಕುಟುಂಬದವರು, ಸ್ನೇಹಿತರಿಗೆ ಅರಿವು ಮೂಡಿಸಬೇಕು ಎಂದರು.

Bengaluru – April 7, 2021: Quality Health care is also a fundamental right of citizens like water and Shelter, says Health & Medical Education Minister Dr.K.Sudhakar. He was speaking at RGUHS on Wednesday on the occasion of World Health Day.
Everyone on this planet has a right to avail quality health care irrespective of caste and creed. It is a fundamental right of every human like water & shelter. We are working in line with this vision to develop basic infrastructure in Health sector. As per WHO Physical, mental and social well being is Health, we need to concentrate on this, he said.
Mankind is suffering from many diseases since ancient times. We have been continuously fighting with such diseases. Now we have successfully defeated first wave of Covid and containing the second wave as well. There was anxiety among the people during this time last year, but after invention of vaccine we are much relieved today. Scientists have made a great help to the mankind by inventing vaccine. People should make use of it. Those eligible should voluntarily get the vaccine. It will boost the morality of others also. Health warriors should be role models for the society by getting vaccinated, said Dr.Sudhakar.
Before pandemic hit is there were about 5-6 thousand oxygenated beds in government hospitals. In a span of just 10 months it has been increased by 6 times to about 35,000 oxygenated beds today. Positivity rate is about 6-9% in Bengaluru. Districts like Mysuru and Kalaburgi are also witnessing surge in cases. Even Union Health Minister suggested not to neglect the situation and ensure that precautions are followed by people. If people co-operate we can defeat the second wave, said the Minister.
157 new medical colleges have been started across the country after PM Narendra Modi government came to power. Four new medical colleges have been approved after CM BSY led BJP govt assumed power in state. 25 years have been passed since RGUHS is established. Now there is a new campus coming up in Ramanagar. Foundation will be laid for the new campus within three months and government is extending all possible support, said the Minister.
There are 2,500 PHCs in rural area, we are upgrading them in order to provide community health services. 250 PHCs will be upgraded in the first phase under PPP model, he said.
Eye Donation – Sense of fulfilment
I feel contented by pledging for eye donation. This should be a big campaign. There are about 880 million blind in the world. There is no harm in donating eyes after death. It will bring light in the lives of those who need it. Let us take this noble cause further in a big way during World Organ Donation Day. Let us create awareness among the people, said Dr.Sudhakar
