ಬೆಂಗಳೂರು, ನವೆಂಬರ್,6,2020(www.justkannada.in): ರಾಜ್ಯದ ಕೈಗಾರಿಕಾ ತರಬೇತಿ ಸಂಸ್ಥೆಗಳ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿಸುವ ಹಾಗೂ ಆ ಮೂಲಕ ರಾಜ್ಯದ ಯುವಕರಿಗೆ ಉದ್ಯೋಗಾವಕಾಶ ಹೆಚ್ಚಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಪುಣೆಯ ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಲಿ. ಕಂಪೆನಿಯೊಂದಿಗೆ ಮಹತ್ವಪೂರ್ಣ ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡಿದೆ.
ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್. ಯಡಿಯೂರಪ್ಪ ಅವರ ಸಮ್ಮುಖದಲ್ಲಿ ಈ ಒಪ್ಪಂದಕ್ಕೆ ಸಹಿ ಮಾಡಲಾಯಿತು. ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಅಧ್ಯಕ್ಷ ಆನಂದ್ ಭಡೆ ಹಾಗೂ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಮತ್ತು ಜೀವನೋಪಾಯ ಇಲಾಖೆಯ ಕಾರ್ಯದರ್ಶಿ ಡಾ. ಎಸ್. ಸೆಲ್ವಕುಮಾರ್ ಒಪ್ಪಂದ ಸಹಿ ಮಾಡಿದರು.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ಮಾತನಾಡಿದ ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್. ಯಡಿಯೂರಪ್ಪ ಅವರು ದೇಶದಲ್ಲಿಯೇ ಮೊದಲ ಬಾರಿಗೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಹಾಗೂ ಉದ್ಯಮಗಳು ಕೈಜೋಡಿಸಿ, ಇಂತಹ ವಿನೂತನ ಪ್ರಯತ್ನ ಮಾಡುತ್ತಿರುವ ಕುರಿತು ಮೆಚ್ಚುಗೆ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಇದರಿಂದ ರಾಜ್ಯದ ಯುವಜನತೆಗೆ ಉತ್ಕೃಷ್ಟ ಹಾಗೂ ಇಂದಿನ ಬೇಡಿಕೆಗೆ ತಕ್ಕಂತೆ ಕೌಶಲ್ಯ ಅಭಿವೃದ್ಧಿ ತರಬೇತಿ ದೊರೆಯುವುದಲ್ಲದೆ, ಕೈಗಾರಿಕೆಗಳಿಗೆ ಕೌಶಲ್ಯ ಹೊಂದಿದ ಮಾನವ ಸಂಪನ್ಮೂಲ ದೊರೆಯಲಿದೆ. ಆ ಮೂಲಕ ರಾಜ್ಯಕ್ಕೆ ಹಾಗೂ ಕೈಗಾರಿಕೆಗಳಿಗೆ ಪರಸ್ಪರ ಅನುಕೂಲವಾಗಲಿದೆ ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.
ಅಲ್ಲದೆ, ಈ ಉಪಕ್ರಮದಿಂದ ರಾಜ್ಯದಲ್ಲಿ ಹೂಡಿಕೆಗೆ ಪೂರಕ ವಾತಾವರಣ ಸೃಷ್ಟಿಯಾಗಲಿದೆ. ಖಾಸಗಿ ಕಂಪೆನಿಗಳು ನಾಲ್ಕು ಸಾವಿರ ಕೋಟಿಗೂ ಹೆಚ್ಚು ನೆರವನ್ನು ಸಿಎಸ್ ಆರ್ ಅಡಿ ನೀಡುತ್ತಿರುವುದು ಇದೇ ಮೊದಲು ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಿಎಸ್ ಯಡಿಯೂರಪ್ಪ ಹರ್ಷ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಉಪಸ್ಥಿತರಿದ್ದ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಾ. ಸಿ.ಎನ್. ಅಶ್ವತ್ಥನಾರಾಯಣ ಅವರು ಮಾತನಾಡಿ, ಈ ಕಾರ್ಯಕ್ರಮದಿಂದ ಪ್ರತಿ ವರ್ಷ ಕನಿಷ್ಠ 1 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಯುವಕರಿಗೆ ಉತ್ತಮ ಉದ್ಯೋಗಾವಕಾಶ ದೊರೆಯುವ ನಿರೀಕ್ಷೆ ಇದೆ. ಅಲ್ಲದೆ, ಕೈಗಾರಿಕೆಗಳ ಬೇಡಿಕೆಗಳನ್ನು ಆಧರಿಸಿ, 10 ಹೊಸ ಕೋರ್ಸುಗಳನ್ನು ಪ್ರಾರಂಭಿಸಲಾಗುತ್ತಿದೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಈ ಐಟಿಐಗಳಲ್ಲಿ ಕೈಗಾರಿಕೆಗಳಿಗೆ ಅಗತ್ಯವಿರುವ ಕೌಶಲ್ಯಗಳ ತರಬೇತಿ ನೀಡಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.
ಇದೇ ಸಂದರ್ಭದಲ್ಲಿ ಮಾತನಾಡಿದ ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಸಂಸ್ಥೆಯ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಮತ್ತು ಸಿ.ಇ.ಒ ವಾರನ್ ಹ್ಯಾರಿಸ್, ವಿದ್ಯಾರ್ಥಿಗಳು ಕೈಗಾರಿಕಾ ವಲಯದಲ್ಲಿ ಆಗುತ್ತಿರುವ ಕ್ಷಿಪ್ರ ಬದಲಾವಣೆಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ಅತ್ಯಾಧುನಿಕ ತರಬೇತಿ ಪಡೆಯಲು ಈ ಉಪಕ್ರಮ ನೆರವಾಗಲಿದೆ. ಅತ್ಯಾಧುನಿಕ ಯಂತ್ರೋಪಕರಣ, ತಂತ್ರಾಂಶ, ಹಾರ್ಡ್‍ವೇರ್, ಸಾಫ್ಟ್‍ವೇರ್, ಕೋರ್ಸ್ ವೇರ್ ಮತ್ತು ತರಬೇತಿಗಳಿಗೆ ಆದ್ಯತೆ ನೀಡಲಾಗುವುದು. ಆ ಮೂಲಕ ಉತ್ತಮ ಜಗತ್ತಿನ ಸೃಷ್ಟಿಸುವ ಟಾಟಾ ಸಂಸ್ಥೆಯ ದೃಷ್ಟಿಯನ್ನು ಸಾಕಾರಗೊಳಿಸಲಿದೆ. ಕೈಗಾರಿಕಾ ಬೆಳವಣಿಗೆಯನ್ನು ವೃದ್ಧಿಸುವ ಜೊತೆಗೆ ಸ್ವಯಂ ಉದ್ಯೋಗ ಕೈಗೊಳ್ಳಲು ಹೊಸ ಅವಕಾಶಗಳನ್ನು ತೆರೆಯಲಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಈ ಒಪ್ಪಂದದ ಅನ್ವಯ ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಕೈಗಾರಿಕೆಗಳ ಬೇಡಿಕೆಗೆ ತಕ್ಕ ತರಬೇತಿ ನೀಡಲು ಅಗತ್ಯ ಸೌಲಭ್ಯ ಒದಗಿಸುವ ಮೂಲಕ ರಾಜ್ಯದ 150 ಸರ್ಕಾರಿ ಐಟಿಐ ಗಳನ್ನು ಒಟ್ಟು 4636.50 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಉನ್ನತೀಕರಿಸಲಾಗುವುದು. ಹಾಗೂ ಈ ಐಟಿಐಗಳಲ್ಲಿ ಕೈಗಾರಿಕೆಗಳಿಗೆ ವಾಸ್ತವವಾಗಿ ಅಗತ್ಯವಿರುವ ಕೌಶಲ್ಯ ತರಬೇತಿ ನೀಡಲಾಗುವುದು.
ಇದರಲ್ಲಿ ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಜೊತೆಗೆ ಸುಮಾರು 20 ಕಂಪೆನಿಗಳು ತಮ್ಮ ಸಿ. ಎಸ್. ಆರ್. ನಿಧಿಯಿಂದ 4080 ಕೋಟಿ ರೂ. ಗಳನ್ನು ಭರಿಸಲಿವೆ. ಉಳಿದ 657 ಕೋಟಿ ರೂ. ಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರದ ವತಿಯಿಂದ ಭರಿಸಲಾಗುವುದು. ಈ 150 ಐಟಿಐಗಳನ್ನು ತಲಾ 30 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಉನ್ನತೀಕರಿಸಲಾಗುತ್ತಿದೆ.
ಈ ಯೋಜನೆಯಡಿ ನಾಲ್ಕನೇ ಕೈಗಾರಿಕಾ ಕ್ರಾಂತಿಯ ಮೂಲಕ ಕೈಗಾರಿಕಾ ವಲಯದಲ್ಲಿ ಆಗುತ್ತಿರುವ ಬದಲಾವಣೆಗಳು, ಅಗತ್ಯವಿರುವ ಕೌಶಲ್ಯಗಳನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು ಐಟಿಐ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ತರಬೇತಿ ನೀಡಿ ಉದ್ಯೋಗಾವಕಾಶ ಸೃಷ್ಟಿಸುವ ಗುರಿ ಹೊಂದಲಾಗಿದೆ. ವಿವಿಧ ವಲಯಗಳಲ್ಲಿ ಕೌಶಲ್ಯ ಹೊಂದಿರುವ ಮಾನವ ಸಂಪನ್ಮೂಲದೊಂದಿಗೆ ರಾಜ್ಯಕ್ಕೆ ಹೆಚ್ಚಿನ ಬಂಡವಾಳ ಆಕರ್ಷಿಸುವ ದೂರದೃಷ್ಟಿಯನ್ನೂ ಈ ಯೋಜನೆ ಹೊಂದಿದೆ.
ರಾಜ್ಯದಲ್ಲಿ 270 ಸರ್ಕಾರಿ, 196 ಅನುದಾನಿತ ಹಾಗೂ 1247 ಖಾಸಗಿ ಐಟಿಐ ಸೇರಿ ಒಟ್ಟು 1713 ಐಟಿಐಗಳಲ್ಲಿ ಪ್ರತಿ ವರ್ಷ 1.8 ಲಕ್ಷ ಅಭ್ಯರ್ಥಿಗಳು ತರಬೇತಿ ಪಡೆಯುತ್ತಾರೆ. ರಾಜ್ಯದ 150 ಐಟಿಐಗಳನ್ನು ಉನ್ನತೀಕರಿಸುವ ಮೂಲಕ ಈ ಸಂಸ್ಥೆಗಳನ್ನು ಪ್ರಮುಖ ತರಬೇತಿ ಕೇಂದ್ರಗಳನ್ನಾಗಿ ರೂಪಿಸಲಾಗುವುದು. ಇಲ್ಲಿ ನೀಡಲಾಗುವ ವಿಶೇಷ ತರಬೇತಿಗಳ ಅನುಕೂಲವನ್ನು ಇತರ ಐಟಿಐ, ಪಾಲಿಟೆಕ್ನಿಕ್ ಮತ್ತು ಇಂಜಿನಿಯರಿಂಗ್ ವಿದ್ಯಾರ್ಥಿಗಳೂ ಪಡೆದುಕೊಳ್ಳಲು ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗುತ್ತಿದೆ.
ಸರ್ಕಾರ ಹಾಗೂ ಕೈಗಾರಿಕೆಗಳ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಹಮ್ಮಿಕೊಂಡಿರುವ ಮಹತ್ವಾಕಾಂಕ್ಷೆಯ ಕಾರ್ಯಕ್ರಮ ಇದಾಗಿದ್ದು, ದೇಶದಲ್ಲಿಯೇ ಮೊದಲ ಬಾರಿಗೆ ಇಂತಹ ಉಪಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ.
ಒಪ್ಪಂದದ ಮುಖ್ಯಾಂಶಗಳು
- ಇದು 10 ವರ್ಷ 9 ತಿಂಗಳ ಒಪ್ಪಂದವಾಗಿದ್ದು, ಈ ಅವಧಿಯಲ್ಲಿ ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಸಂಸ್ಥೆಯು ಈ ಐಟಿಐಗಳಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉದ್ಯೋಗಾವಕಾಶ ಒದಗಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ, ಪ್ರಸ್ತುತ ಕೈಗಾರಿಕೆಯಲ್ಲಿ ಬೇಡಿಕೆಯಲ್ಲಿರುವ ಕೌಶಲ್ಯಗಳ ತರಬೇತಿ ನೀಡಲಿದೆ.
- ಕರ್ನಾಟಕದ ಐಟಿಐ ಗಳು ಜಾಗತಿಕ ಮಟ್ಟದ ಕೌಶಲ್ಯ ತರಬೇತಿ ಕೇಂದ್ರಗಳಾಗಿ ಅಭಿವೃದ್ಧಿ ಹೊಂದಲು ಈ ಯೋಜನೆ ಸಹಕಾರಿಯಾಗಲಿದೆ.
- ಟಾಟಾ ಟೆಕ್ನಾಲಜೀಸ್ ಕಂಪೆನಿಯು ತರಬೇತಿ, ಮಾರ್ಗದರ್ಶನ ಹಾಗೂ ಹೆಚ್ಚಿನ ಉದ್ಯೋಗಾವಕಾಶ ಸೃಷ್ಟಿಸಲು ಟಿಸಿಪಿಸಿ (ಟ್ರೇನಿಂಗ್, ಕೌನ್ಸೆಲಿಂಗ್ ಅಂಡ್ ಪ್ಲೇಸ್ ಮೆಂಟ್ ಸೆಲ್)ಗಳನ್ನು ಬಲಪಡಿಸುವುದು, ಐಟಿಐಗಳಲ್ಲಿ ಹೊಸ ಯಂತ್ರೋಪಕರಣಗಳು ಮತ್ತು ತಂತ್ರಜ್ಞಾನಗಳ ಅಳವಡಿಕೆಯ ಮೂಲಕ ಪ್ರಯೋಗಾಲಯಗಳನ್ನು ಉನ್ನತೀಕರಿಸುವುದು ಹಾಗೂ ಕೈಗಾರಿಕೆಯ ಸ್ಥಿತ್ಯಂತರಗಳಿಗೆ ತಕ್ಕಂತೆ ಅಧ್ಯಯನ ವಿಷಯಗಳನ್ನು ರೂಪಿಸಲು ಕ್ರಮ ವಹಿಸಲಿದೆ.
- ಈ ಕಾರ್ಯಕ್ರಮದಡಿ ವಿದ್ಯುತ್ ಚಾಲಿತ ವಾಹನಗಳು, ಕೃಷಿ ಯಂತ್ರೋಪಕರಣಗಳು, ಏರೋಸ್ಪೇಸ್ ಮತ್ತು ರಕ್ಷಣಾ ಉಪಕರಣಗಳು, ತೋಟಗಾರಿಕೆ ಮತ್ತು ಸ್ಮಾರ್ಟ್ ಸಿಟಿ ಹಾಗೂ ಇತರ ವಲಯಗಳಲ್ಲಿ ತರಬೇತಿಗೆ ಆದ್ಯತೆ ನೀಡಲಾಗುವುದು.
- ಟಾಟಾ ಸಂಸ್ಥೆ ಹಾಗೂ ಇತರ ಸಹಭಾಗೀ ಕೈಗಾರಿಕೆಗಳಲ್ಲಿ ನಿರ್ವಹಿಸುತ್ತಿರುವ 300 ತರಬೇತಿದಾರರು ಈ 150 ಐಟಿಐಗಳಲ್ಲಿ ತರಬೇತಿ ನೀಡಲಿದ್ದಾರೆ. ಅಲ್ಲದೆ ರಾಜ್ಯದ ಎಲ್ಲ ಸರ್ಕಾರಿ ಹಾಗೂ ಸರ್ಕಾರದಿಂದ ಮಾನ್ಯತೆ ಪಡೆದ ಐಟಿಐಗಳಲ್ಲಿ ಆನ್ ಲೈನ್ ತರಬೇತಿ ನೀಡಲಾಗುವುದು.
- ಮೊದಲ ಹಂತದಲ್ಲಿ ಪೀಣ್ಯ, ಹೊಸೂರು ರಸ್ತೆ, ಬಳ್ಳಾರಿ, ಮೈಸೂರು, ದಾಸ್ತಿಕೊಪ್ಪ ಹಾಗೂ ಶಿಕಾರಿಪುರದ ಸರ್ಕಾರಿ ಐಟಿಐಗಳ ಉನ್ನತೀಕರಣ ಕೈಗೊಳ್ಳಲಾಗುವುದು.

Agreement signed to upgrade 150 ITIs of the State in collaboration with Tata Technologies and other industries
Bengaluru , November 6 : The Government of Karnataka has entered into an agreement with Tata Technologies Ltd, Pune on November 6th to upgrade the State’s industrial Training Institutes (ITIs) and thereby create increased employment opportunities to the youth of the State.
The agreement was signed in the presence of Chief Minister B.S.Yediyurappa, here today at his home office Krishna. Anand Bhade, President, Tata Technologies Ltd and Dr. S. Selvakumar, Secretary to Government, Department of Skill Development , Entrepreneurship and Livelihood signed the MoA.
Speaking on the occasion, the Chief Minister appreciated the new initiative of Government- Industry partnership, which is first of its kind in the country. This will enable youth to have excellent skill training based on industry demand and on the other hand industry will have skilled workforce, he said. He opined that, the State and the industrial sector will benefit mutually from this agreement.
The scheme will also create conducive environment for investments. The private companies are providing more than Rs.4000 crore under CSR activities for the first time, the Chief Minister said.
Dr.C.N.Ashwathnarayan , Deputy Chief Minister, said that, through this program it is expected that more than 1 lakh youth will get better employment opportunities every year. Apart from this, 10 new courses are being initiated based on the demands of the industries. Skill training based on industries requirement will be provided in the ITIs.
Warren Harris, Managing Director and CEO of Tata Technologies, in his address said, “our vision of ‘Engineering a better world’ embodies this social project where we create a platform for students to be a part of the rapidly transforming ecosystem and get exposure to latest machinery, hardware, software, courseware and trainings.” Which besides augmenting the industrial growth shall help in generating avenues of self-employment.
According to the agreement 150 Government ITIs in the State will be upgraded at a cost of Rs.4636.50 crore in partnership with Tata Technologies Ltd and other industry partners. Skill Development Training will be provided as per current demands of the industries.
Along with Tata Technologies Ltd about 20 companies are contributing Rs.4080 crore from their CSR funds. The remaining Rs.657 crore will be provided by the State Goverment. These 150 ITIs will be upgraded at a cost of Rs.30 crore each.
It is intended to provide training in necessary skills to the ITI students based on requirements of Industry 4.0 (i.e; 4th industrial revolution) and provide better employment opportunities. The Scheme also has the vision to attract more investments to the State through skilled human resource in different fields.
There are a total of 1713 ITIs in the State, out of which 270 are Government, 196 aided and 1247 private ITIs with a total of about 1.8 lakh students. By upgrading 150 ITIs in the State, these institutions will be transformed into prominent training centres. The training facilities here can be availed by students of other ITIs, Polytechnics and Engineering colleges too. This is a flagship programme undertaken in collaboration with the Government and industrial sector. The initiative is first in the country.
Highlights of the agreement:
· The duration of the agreement is 10 yrs and 9 months. During this period, Tata Technologies Ltd., will modernise 150 ITIs, with new infrastructure, industry-oriented courseware, trainings and support for advanced equipment and software to benefit the students to get better employment opportunities.
· This scheme will be beneficial in developing Karnataka’s ITIs into skill training hubs of global standards.
· Tata Technologies Ltd., will strengthen training, counselling and placement cells (TCPC) to train, guide and create employment opportunities. Laboratories will be upgraded by setting up new machinery and technology. Action has been taken to plan appropriate syllabus based on the demands of Industry 4.0
· Electric vehicles, agricultural machinery, aerospace and defence, horticulture, smart city and other sectors would be the focus areas.
· 300 trainers from Tata Technologies Ltd and associate industries will impart training in these 150 ITIs. Online training will also be provided in all government and aided ITIs in the State. Students of other ITIs, Polytechnics and Engineering colleges can also avail training facilities in these 150 ITIs.
· Upgradation of Peenya, Hosur road, Bellary, Mysuru, Dastikoppa and Shikaripura government ITIs of will be taken up in the frist phase.
