ಬೆಳಗಾವಿ, ಡಿಸೆಂಬರ್ ,14,2021(www.justkannada.in): ಮೈಸೂರು ಲ್ಯಾಂಪ್ ವರ್ಕ್ಸ್ ಲಿಮಿಟೆಡ್ ಕಾರ್ಖಾನೆಗೆ ಸೇರಿದ ಯಾವುದೇ ಭೂಮಿಯನ್ನು ಖಾಸಗಿ ಸಂಸ್ಥೆಗೆ ಪರಭಾರೆ ಮಾಡುವುದಿಲ್ಲ ಎಂದು ಬೃಹತ್ ಮತ್ತು ಮಧ್ಯಮ ಕೈಗಾರಿಕಾ ಸಚಿವ ಮುರುಗೇಶ್ ಆರ್ ನಿರಾಣಿ ಅವರು ವಿಧಾನಪರಿಷತ್ ನಲ್ಲಿ ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
ಮಂಗಳವಾರ ಪ್ರಶ್ನೋತ್ತರ ಅವಧಿಯಲ್ಲಿ ಜೆಡಿಎಸ್ ಸದಸ್ಯ ಕಾಂತರಾಜು ಅವರ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರಿಸಿದ ಸಚಿವ ಮುರುಗೇಶ್ ನಿರಾಣಿ, ಕರ್ನಾಟಕ ಸಂಸ್ಕೃತಿ ಮತ್ತು ಪರಂಪರೆಯನ್ನು ಉಳಿಸಲು ನಗರದ ಹೃದಯಭಾಗದಲ್ಲಿರುವ ಜಾಗವನ್ನು ಸಂರಕ್ಷಿಸಲು ‘ಬೆಂಗಳೂರು ಅನುಭವ’ ಎಂಬ ಯೋಜನೆಯನ್ನು ಜಾರಿಗೆ ತರಲಿದ್ದಾರೆ ಎಂದು ಪ್ರಕಟಿಸಿದರು.
ನಗರದ ಮಲ್ಲೇಶ್ವರಂನ ಹೃದಯಭಾಗದಲ್ಲಿರುವ ಮೈಸೂರು ಲ್ಯಾಂಪ್ ವರ್ಕ್ಸ್ ಲಿಮಿಟೆಡ್ ಕಾರ್ಖಾನೆಯ ಆವರಣದಲ್ಲಿ ಆಸ್ಪತ್ರೆ ನಿರ್ಮಾಣ ಮಾಡುವ ಪ್ರಸ್ತಾವನೆಯನ್ನು ತಳ್ಳಿ ಹಾಕಿದರು
“ಮಲ್ಲೇಶ್ವರಂನಲ್ಲಿರುವ ಮೈಸೂರು ಲ್ಯಾಂಪ್ ವರ್ಕ್ಸ್ ಲಿಮಿಟೆಡ್ ಕಾರ್ಖಾನೆಗೆ ಸೇರಿದ ಭೂಮಿಯಲ್ಲಿ ‘ಬೆಂಗಳೂರು ಎಕ್ಸ್‌ ಪೀರಿಯನ್ಸ್ ಪ್ರಾಜೆಕ್ಟ್’ ಅನುಷ್ಠಾನಕ್ಕೆ ಅನುಮೋದನೆ ನೀಡಿ ಸರ್ಕಾರ 01-12-2020 ರಂದು ಆದೇಶ ಹೊರಡಿಸಿದೆ ಎಂದು ಹೇಳಿದರು.
ಬೆಂಗಳೂರು ಶ್ರೀಮಂತ ಸಂಸ್ಕೃತಿ ಮತ್ತು ಪರಂಪರೆಯನ್ನು ಪ್ರದರ್ಶಿಸಲು ಲಭ್ಯವಿರುವ ಜಾಗವನ್ನು ಬಳಸುವುದು. ನಗರದ ಹೃದಯಭಾಗದಲ್ಲಿರುವ ಜಾಗವನ್ನು ಸಂರಕ್ಷಿಸುವುದು ಸರ್ಕಾರದ ಉದ್ದೇಶವಾಗಿದೆ ಎಂದು ಸಚಿವ ಮುರುಗೇಶ್ ನಿರಾಣಿ ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
ಕಾರ್ಖಾನೆ ಭೂಮಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸ್ಪಷ್ಟನೆ ನೀಡಿದ ಸಚಿವ ಮುರುಗೇಶ್ ನಿರಾಣಿ, ಭೂಮಿಯನ್ನು ಟ್ರಸ್ಟ್ ಗೆ ಬಾಡಿಗೆಗೆ ನೀಡುವುದಿಲ್ಲ “ಬೆಂಗಳೂರು ಪರಂಪರೆ ಮತ್ತು ಪರಿಸರ ಟ್ರಸ್ಟ್” ಹೆಸರಿನಲ್ಲಿ ಸಾರ್ವಜನಿಕ ದತ್ತಿ ಟ್ರಸ್ಟ್ ಅನ್ನು 08-06-2021 ರಂದು ನೋಂದಾಯಿಸಲಾಗಿದೆ ಎಂದರು.
ಇದಕ್ಕಾಗಿ ಐವರು ನಾಗರಿಕರನ್ನು ಟ್ರಸ್ಟಿಗಳಾಗಿ ನೇಮಿಸಲಾಗುತ್ತದೆ. ಅವರ ಅನುಭವ ಮತ್ತು ಸೇವೆಯನ್ನು ಬೆಂಗಳೂರು ನಗರದ ಹಸಿರು ಸಂರಕ್ಷಿಸುವ ಮೂಲಕ ಕರ್ನಾಟಕದ ಸಂಸ್ಕೃತಿಯನ್ನು ಪ್ರದರ್ಶಿಸಲು ಬಳಸಲಾಗುತ್ತದೆ. ಮತ್ತು ಇಬ್ಬರು ಟ್ರಸ್ಟಿಗಳನ್ನು ಈಗಾಗಲೇ ಹೆಸರಿಸಲಾಗಿದೆ ಎಂದು ನಿರಾಣಿ ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
ಟ್ರಸ್ಟ್ ಸರ್ಕಾರಿ ಸಂಸ್ಥೆಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತದೆ. “ಬೆಂಗಳೂರು ಪರಂಪರೆ ಮತ್ತು ಪರಿಸರ ಟ್ರಸ್ಟ್ ಸರ್ಕಾರದ ಅಧೀನದಲ್ಲಿರುವ ಸಂಸ್ಥೆ. ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಟ್ರಸ್ಟ್‌ನ ಮುಖ್ಯಸ್ಥರನ್ನಾಗಿ ಮಾಡಲು ತಿದ್ದುಪಡಿಗಳನ್ನು ಮಾಡಲಾಗುವುದು.
ಮೈಸೂರು ಲ್ಯಾಂಪ್ ವರ್ಕ್ಸ್ ಲಿಮಿಟೆಡ್ ಒಡೆತನದ 21 ಎಕರೆ ಭೂಮಿಯನ್ನು 1996 ರಲ್ಲಿ ರೋಗಗ್ರಸ್ತ ಉದ್ಯಮವೆಂದು ಘೋಷಿಸಲಾಯಿತು. ಕಾರ್ಮಿಕ ಇಲಾಖೆಯು ಕಂಪನಿಯನ್ನು 2002 ರಲ್ಲಿ ಮುಚ್ಚಲು ಅನುಮತಿ ನೀಡಿತ್ತು. ನಂತರ ಅದನ್ನು 2003 ರಲ್ಲಿ ಮುಚ್ಚಲಾಯಿತು. ಸರ್ಕಾರವು 25 ಕೋಟಿ ರೂ. ಬೆಂಗಳೂರು ಹೆರಿಟೇಜ್ ಮತ್ತು ಎನ್ವಿರಾನ್ಮೆಂಟ್ ಟ್ರಸ್ಟ್ ಮತ್ತು ಮೇ 2021 ರಲ್ಲಿ ಟ್ರಸ್ಟ್‌ಗೆ 10 ಕೋಟಿ ಬಿಡುಗಡೆ ಮಾಡಿದೆ ಎಂದು ಅಂಕಿ ಅಂಶಗಳ ವಿವರ ನೀಡಿದರು.
ಟ್ರಸ್ಟ್ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಮತ್ತು ಬಿಬಿಎಂಪಿ ಆಯುಕ್ತರನ್ನು ಒಳಗೊಂಡಂತೆ ಏಳು ಸರ್ಕಾರಿ ನಾಮನಿರ್ದೇಶಿತರನ್ನು ಪದನಿಮಿತ್ತ ಸದಸ್ಯರನ್ನಾಗಿ ಹೊಂದಿದೆ. ಆದರೆ ಶೀಘ್ರದಲ್ಲೇ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯನ್ನು ಅಧ್ಯಕ್ಷರನ್ನಾಗಿ ಮಾಡುವ ತಿದ್ದುಪಡಿಯನ್ನು ಮಾಡಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.
ಟ್ರಸ್ಟ್ ಮೈಸೂರು ಲ್ಯಾಂಪ್ ವರ್ಕ್ಸ್ ಲಿಮಿಟೆಡ್‌ನಲ್ಲಿ ‘ಬೆಂಗಳೂರು ಅನುಭವದ ಯೋಜನೆ ಮತ್ತು ಬೆಂಗಳೂರು ಟ್ರೀ ಪಾರ್ಕ್ ಮತ್ತು ಅಸ್ತಿತ್ವದಲ್ಲಿರುವ ಕಟ್ಟಡಗಳ ಮರುಪೂರಣಕ್ಕಾಗಿ ವಿಸ್ತೃತ ಯೋಜನಾ ವರದಿಯನ್ನು ಸಿದ್ಧಪಡಿಸುತ್ತಿದೆ ಎಂದು ವಿವರಣೆ ನೀಡಿದರು.
ಕಲಾತ್ಮಕ ಅಥವಾ ಐತಿಹಾಸಿಕ ಆಸಕ್ತಿಯ ಯಾವುದೇ ಸ್ಮಾರಕಗಳು, ಸ್ಥಳಗಳು ಅಥವಾ ರಚನೆಗಳನ್ನು ಸಂರಕ್ಷಿಸುವುದು, ರಚಿಸುವುದು, ಪ್ರದರ್ಶಿಸುವುದು, ನಿಧಿ ಅಥವಾ ಪ್ರಚಾರ ಮಾಡುವುದು ಟ್ರಸ್ಟ್‌ನ ಮುಖ್ಯ ಉದ್ದೇಶವಾಗಿದೆ. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಹಸಿರು ಜಾಗವನ್ನು ಸಂರಕ್ಷಿಸಿ ಮತ್ತು ಹೆಚ್ಚಿಸಿ ಮತ್ತು ರಾಜ್ಯದ ಸಂಸ್ಕೃತಿ ಮತ್ತು ಪರಂಪರೆಯನ್ನು ಉತ್ತೇಜಿಸಲಿದೆ ಎಂದು ಹೇಳಿದರು.

Belagavi, December 14: Ruling out any part of land belonging to Mysore Lamp Works Limited factory would be either sold or transferred to private entity, Large and Medium Industries Minister Murugesh R Nirani on Tuesday said that the Government will implement a novel ‘Experience Bengaluru Project’ to showcase Bengaluru’s culture and heritage and preserve the green lung space in the heart of the city.
Replying to the Opposition’s query in the Upper House, Minister Nirani has categorically denied any move to sell or transfer the Mysore Lamp Works Limited’s land to private parties. “Our aim is to use the available space to showcase our rich culture and heritage. The Chief Secretary will be the chairman of 7-member Trust. Development Commissioner, Addl chief secretary (ACS) Urban Development; BBMP Chief Commissioner, ACS Commerce & Industry Department and Commissioner for industries will be among 7 members”.
The minister also stated that five eminent persons will be part the Trust to guidance and two have already been appointed. I’ve clarified very clearly in this House that there is no question of selling or transferring the land. The Trust is in the name of Mysore Lamps and will continue so,” Minister clarified.
The Minister added that the Trust will be used to develop the land and showcase Bengaluru’s heritage and cited the examples of similar initiatives in countries like China and Japan. The Government had issued an order on 01-12-2020 approving implementation of novel ‘Experience Bengaluru Project’ on the land belonging to the Mysore Lamp Works Limited factory in Malleswaram. A Public Charitable Trust in the name of ‘Bengaluru Heritage and Environment Trust’ has been registered on 08-06-2021.
The 21-acre land owned by The Mysore Lamp Works Limited was declared a sick industry in 1996. The Labour Department had permitted closure of the company in 2002 and subsequently it was closed in 2003. The Government has created a corpus of Rs 25 crore in the Bengaluru Heritage and Environment Trust and released Rs 10 crore to the Trust in May 2021.
The Trust is preparing a detailed project report for the ‘Experience Bengaluru Project in the Mysore Lamp Works Limited and ‘Tree Park and repurposing of existing buildings’ in the NGEF land. The main objective of the Trust is to preserve, create, exhibit, fund or promote any monuments, places or structures of artistic or historic interest. And also preserve and increase the green space in Bengaluru and promote the state’s culture and heritage.
