ಬೆಂಗಳೂರು, ಜುಲೈ 16,2026 (www.justkannada.in): ಯುವಸಬಲೀಕರಣ ಮತ್ತು ಕ್ರೀಡಾ ಇಲಾಖೆ ಸಮಾಜದಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವಹಿಸುತ್ತದೆ. ಒಟ್ಟು ಜನಸಂಖ್ಯೆಯಲ್ಲಿ ಶೇ.65ರಷ್ಟು ಜನರು 35 ವರ್ಷಕ್ಕಿಂತ ಕಡಿಮೆ ವಯೋಮಿತಿಯವರಿದ್ದಾರೆ. ಅವರನ್ನು ರಾಜ್ಯದ ಮತ್ತು ರಾಷ್ಟ್ರದ ಅಭಿವೃದ್ಧಿಗೆ ತೊಡಗಿಸಿಕೊಳ್ಳಬೇಕು. ಪದವಿ ಪಡೆಯುವುದರೊಳಗೆ ಮತದಾರರ ಹಕ್ಕು ಪಡೆಯುವ ಅವರಿಂದ ಸಮಾಜದ ಅಭಿವೃದ್ಧಿಗೆ ಉಪಕಾರಿಯಾಗುವಂತಹ ಕೆಲಸ ಆಗಬೇಕು. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ನಮ್ಮ ಇಲಾಖೆಯು ಅನೇಕ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಹಮ್ಮಿಕೊಂಡಿದೆ ಎಂದು ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಾ.ಜಿ.ಪರಮೇಶ್ವರ್ ಅವರು ತಿಳಿಸಿದರು. 
ಇಂದು ಬೆಂಗಳೂರಿನ ನೃಪತುಂಗ ರಸ್ತೆಯ ಯವನಿಕಾ ಸಭಾಂಗಣದಲ್ಲಿ ಮಾಧ್ಯಮಗೋಷ್ಠಿ ನಡೆಸಿ ಮಾತನಾಡಿದ ಡಿಸಿಎಂ ಪರಮೇಶ್ವರ್ ಅವರು, ರಾಜ್ಯ ಮತ್ತು ರಾಷ್ಟ್ರಮಟ್ಟದ ಕ್ರೀಡಾಕೂಟಗಳಲ್ಲಿ ಭಾಗವಹಿಸುವ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಹಾಜರಾತಿಯಲ್ಲಿ ಶೇ. 15 ರಷ್ಟು ವಿನಾಯಿತಿ, ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಕ್ರೀಡಾಕೂಟಗಳಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಶೇ. 25ರಷ್ಟು ಹಾಜರಾತಿ ವಿನಾಯಿತಿ ನೀಡಲಾಗುವುದು. ಇದನ್ನು ಕೂಡಲೇ ಅನುಷ್ಟಾನಗೊಳಿಸಲಾಗಿದ್ದು, ಸರ್ಕಾರಿ ಆದೇಶ ಹೊರಡಿಸಿರುವುದಾಗಿ ತಿಳಿಸಿದರು.
ವಿದ್ಯಾರ್ಥಿಗಳ ಹಾಜರಾತಿ ಶೇ. 50ರಷ್ಟು ಇದ್ದರೂ ಪರೀಕ್ಷೆ ಬರೆಯಲು ಅವಕಾಶ ನೀಡಬೇಕು. ವಿದ್ಯಾರ್ಥಿಗಳು ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಕ್ರೀಡಾಕೂಟಗಳಲ್ಲಿ ಭಾಗವಹಿಸುತ್ತಾರೆ. ಅಂಥವರಿಗೆ ಹಾಜರಾತಿ ಬಂದಿರುವುದಿಲ್ಲ. ಇದು ನನ್ನ ಸ್ವಂತ ಅನುಭವವೂ ಹೌದು. ಹಾಗಾಗಿ ಯಾವುದೇ ವಿದ್ಯಾರ್ಥಿಗಳು ಪರೀಕ್ಷೆಯಿಂದ ವಂಚಿತರಾಗಬಾರದು. ಈ ಉದ್ದೇಶದಿಂದ ಕ್ರೀಡಾಪಟು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಹಾಜರಾತಿಯಲ್ಲಿ ವಿನಾಯಿತಿ ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗಿದೆ. ಒಟ್ಟು 34 ವಿವಿಧ ಕ್ರೀಡೆಗಳಲ್ಲಿ ಸಾಧನೆ ಮಾಡಿದ ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ಹಾಜರಾತಿ ವಿನಾಯಿತಿ ನೀಡಲಾಗಿದ್ದು, ಕ್ರೀಡಾಕೂಟಗಳ ಪಟ್ಟಿಯನ್ನೂ ಸಹ ಒದಗಿಸಲಾಗಿದೆ ಎಂದು ವಿವರಿಸಿದರು.
ಸರ್ಕಾರವು ರಾಜ್ಯದ ಸಾಧಕ ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ಉದ್ಯೋಗಾವಕಾಶ ನೀಡಲು ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡುತ್ತಿದೆ. ರಾಜ್ಯ ಸರ್ಕಾರದ ಎಲ್ಲಾ ಇಲಾಖೆಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ 72 ಸಾವಿರ ಹುದ್ದೆಗಳ ಭರ್ತಿಗೆ ಮುಂದಾಗಿದೆ. ಶೇ.2 ರಷ್ಟು ಹುದ್ದೆಗಳನ್ನು ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ಮೀಸಲಿಡಲು ಸಚಿವ ಸಂಪುಟ ಅನುಮೋದನೆ ನೀಡಿದ್ದು, ಕರಡು ಅಧಿಸೂಚನೆಯನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ. ಸಾರ್ವಜನಿಕರ ಮತ್ತು ಕ್ರೀಡಾಪಟುಗಳ ಆಕ್ಷೇಪಣೆ ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಪರಿಶೀಲಿಸಿ, ಶೀಘ್ರ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗುವುದು ಎಂದರು.
ಮುಂದುವರೆದು ಮಾತನಾಡಿ, 72 ಸಾವಿರ ಹುದ್ದೆಗಳ ನೇಮಕಾತಿಯಲ್ಲಿ ಶೇ.2 ರಷ್ಟು ಕ್ರೀಡಾ ಮೀಸಲಾತಿ ಪ್ರಕಾರ 2 ಸಾವಿರ ಹುದ್ದೆಗಳು ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ಲಭ್ಯವಾಗಲಿದೆ. ಕಾಮನ್ವೆಲ್ತ್ ಗೇಮ್ಸ್, ಏಷ್ಯನ್ ಗೇಮ್ಸ್ ಮತ್ತು ಏಷ್ಯನ್ ಪ್ಯಾರಾ ಗೇಮ್ಸ್ಗಳಲ್ಲಿ ಪದಕ ವಿಜೇತ ಸಾಧಕ ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ‘ಎ’ ಮತ್ತು ‘ಬಿ’ ಗುಂಪಿನ ಹುದ್ದೆಗಳನ್ನು ವಿಶೇಷ ನೇಮಕಾತಿಯಡಿ ಭರ್ತಿ ಮಾಡುತ್ತಿದೆ. ಈಗಾಗಲೇ 13 ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ಆದೇಶ ಪತ್ರಗಳನ್ನು ನೀಡಿದ್ದು, 11 ಜನ ವರದಿ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ ಎಂದು ತಿಳಿಸಿದರು.
ಕಾಮನ್ ವೆಲ್ತ್ ಗೇಮ್ಸ್, ಏಷ್ಯನ್ ಗೇಮ್ಸ್ ಮತ್ತು ಏಷ್ಯನ್ ಪ್ಯಾರಾ ಗೇಮ್ಸ್ ಗಳಲ್ಲಿ ಕರ್ನಾಟಕವನ್ನು ಪ್ರತಿನಿಧಿಸುವ ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ರೂ. 5 ಲಕ್ಷ ವಿಶೇಷ ಪ್ರೋತ್ಸಾಹಧನ ನೀಡಲಾಗುವುದು. ಈ ಮೊತ್ತವು ಪದಕ ವಿಜೇತರಿಗೆ ನೀಡಲಾಗುವ ನಗದು ಪುರಸ್ಕಾರ ಮೊತ್ತಕ್ಕೆ ಹೆಚ್ಚುವರಿಯಾಗಿದೆ. ಕ್ರೀಡಾ ಇಲಾಖೆಯಲ್ಲಿ ಖಾಲಿ ಇರುವ ತರಬೇತುದಾರರ ಹುದ್ದೆಯ ಭರ್ತಿಗೆ ಆರ್ಥಿಕ ಇಲಾಖೆಯು ಅನುಮೋದನೆ ನೀಡಿದ್ದು, 50 ಖಾಯಂ ತರಬೇತುದಾರರ ಹುದ್ದೆಗಳ ಶೀಘ್ರ ನೇಮಕಾತಿಗೆ ಕ್ರಮ ವಹಿಸಲಾಗುವುದು ಎಂದರು.
ಮೊಟ್ಟ ಮೊದಲ ಬಾರಿಗೆ ‘ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಯುವ ಜನೋತ್ಸವ’ವನ್ನು ಆಯೋಜಿಸಲು ಚಿಂತನೆ ನಡೆಸುತ್ತಿದ್ದೇವೆ. ನಮ್ಮ ಸಂಸ್ಕೃತಿ, ಕ್ರೀಡೆ ಮತ್ತು ಯುವಕರ ವಿಚಾರಧಾರೆಗಳನ್ನು ಅಳವಡಿಸಿ ಹಬ್ಬ ಮಾಡಲಾಗುವುದು. ಡಿಸೆಂಬರ್ ಅಥವಾ ಜನವರಿಯಲ್ಲಿ ಆಯೋಜಿಸಲಾಗುವುದು. ಪ್ರಸಕ್ತ ವರ್ಷದಿಂದ ತಾಲ್ಲೂಕು ಮಟ್ಟದಿಂದಲೇ ಅತ್ಯಂತ ವ್ಯವಸ್ಥಿತವಾಗಿ ದಸರಾ ಕ್ರೀಡಾಕೂಟಗಳನ್ನು ಆಯೋಜಿಸಲಾಗುವುದು ಎಂದು ಹೇಳಿದರು.
ರಾಜ್ಯದಲ್ಲಿ 32 ಕಡೆ ₹36 ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ಕ್ರೀಡಾಂಗಣಗಳನ್ನು ಅಭಿವೃದ್ಧಿ ಮಾಡುತ್ತಿದ್ದೇವೆ. ಈ ಬಾರಿಯ ಬಜೆಟ್ ನಲ್ಲೂ ಹಲವು ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ ಎಂದ ಅವರು, ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವನಾಗಿದ್ದ ವೇಳೆ ಮೊದಲ ಬಾರಿಗೆ ಸಿಇಟಿಯಲ್ಲಿ ಕ್ರೀಡಾಪಟುಗಳಿಗೆ ಮೀಸಲಾತಿ ನೀಡಲಾಗಿತ್ತು. ಈ ವರ್ಷ 115 ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಮೆಡಿಕಲ್ ಮತ್ತು ಇಂಜಿನಿಯರಿಂಗ್ ಸೀಟುಗಳು ಸಿಕ್ಕಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ನಮ್ಮ ಸರ್ಕಾರ ಕ್ರೀಡಾ ಚಟುವಟಿಕೆಗಳನ್ನು ಉತ್ತೇಜಿಸಲು ದೊಡ್ಡ ಹೆಜ್ಜೆ ಇರಿಸಿದೆ. ಕಂಠೀರವ ಕ್ರೀಡಾಂಗಣವನ್ನು ಪುನರ್ ಅಭಿವೃದ್ಧಿ ಮಾಡಲಾಗುವುದು. ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಮೂಲಸೌಕರ್ಯ ಒದಗಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಪಿಪಿಪಿ ಮಾದರಿಯಲ್ಲಿ ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗುವುದು. ಜೊತೆಗೆ ಕಾಮನ್ ವೆಲ್ತ್ ಗೇಮ್ಸ್ ಅಥವಾ ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಕ್ರೀಡೆಗಳನ್ನು ಆಯೋಜಿಸಲು ಬೇಕಾದ ಮೂಲಸೌಕರ್ಯಗಳನ್ನು ಒದಗಿಸಲಾಗುವುದು. ಕ್ಯಾಬಿನೆಟ್ ನಲ್ಲಿ ಅಂತಿಮ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
ಲೋಕಸಭಾ ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕ ರಾಹುಲ್ ಗಾಂಧಿಯವರು ದೇಶದ ಯುವಜನತೆಗೆ ಭಾರತದ ಬಹುತ್ವದ ಸಂಸ್ಕೃತಿ, ಮತ್ತು ಇತಿಹಾಸದ ಸಂದೇಶವನ್ನು ತಲುಪಿಸುವ ಉದ್ದೇಶದಿಂದ ಕನ್ಯಾಕುಮಾರಿಯಿಂದ ಕಾಶ್ಮೀರದವರೆಗೆ ಸುಮಾರು 3,570 ಕಿ.ಮೀ.ಗಳಷ್ಟು ಭಾರತ್ ಜೋಡೋ ಯಾತ್ರೆಯನ್ನು ಕೈಗೊಂಡಿದ್ದರು. ಅದರ ನೆನಪಿಗಾಗಿ ವಿಶೇಷ ಕಾರ್ಯಕ್ರಮವನ್ನು ಘೋಷಿಸುವುದಾಗಿ ನಾವು ಪ್ರಣಾಳಿಕೆಯಲ್ಲಿ ಭರವಸೆ ನೀಡಿದ್ದೆವು. ಅದರಂತೆ ಭಾರತ್ ಜೋಡೋ ಯುವ ಸಂಘವನ್ನು ಆರಂಭಿಸುತ್ತಿದ್ದೇವೆ. ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರು ಮೊದಲ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಈ ಬಗ್ಗೆ ತೀರ್ಮಾನ ತೇಗದುಕೊಂಡಿದ್ದಾರೆ. ಯುವಕರನ್ನು ಆಯ್ಕೆ ಮಾಡಿ ಭಾರತ್ ಜೋಡೋ ಸಂಘ ಮಾಡಲು ಸರ್ಕಾರಿ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿದೆ ಎಂದು ಈ ಸಂದರ್ಭದಲ್ಲಿ ವಿವರಿಸಿದರು.
ಮುಂದುವರೆದು ಮಾತನಾಡಿ, ಕ್ರೀಡಾ ಇಲಾಖೆಗೆ ಈ ಜವಾಬ್ದಾರಿ ನೀಡಿದ್ದಾರೆ. ಒಂದೊಂದು ಪಂಚಾಯಿತಿಯಲ್ಲಿ 200 ಜನರನ್ನೊಳಗೊಂಡಂತೆ 10 ಸಾವಿರ ಸಂಘಗಳನ್ನು ಮಾಡಿ, ಒಂದು ಸಂಘಕ್ಕೆ ವರ್ಷಕ್ಕೆ 10 ಲಕ್ಷ ರೂ. ನೀಡಲಾಗುವುದು. ಇದರ ಪರಿಶೀಲನೆಗೆ ನೋಡಲ್ ಅಧಿಕಾರಿಯನ್ನು ನೇಮಿಸಲಾಗುತ್ತದೆ. ರಾಷ್ಟ್ರದ ಇತಿಹಾಸ, ಸಂಸ್ಕೃತಿ, ಸಾಹಿತ್ಯ ಸೇರಿದಂತೆ ಇತರೆ ಚಟುವಟಿಕೆಗಳ ಮೂಲಕ ಯುವಕರನ್ನು ಒಗ್ಗೂಡಿಸುವ ಕೆಲಸ ಮಾಡಬೇಕು. ಇದನ್ನು ಫ್ಲ್ಯಾಗ್ಶಿಪ್ ಪ್ರೋಗ್ರಾಮ್ ರೀತಿಯಲ್ಲಿ ಘೋಷಿಸಲಾಗಿದೆ. ಇದಕ್ಕೆ1,010 ಕೋಟಿ ರೂ. ಮೀಸಲಿಡಲಾಗಿದೆ ಎಂದರು.
ಕಳೆದ ಎರಡು ವರ್ಷದಿಂದ ಏಕಲವ್ಯ, ಕ್ರೀಡಾ ರತ್ನ, ಕ್ರೀಡಾ ಪೋಷಕ ಮತ್ತು ಜೀವಮಾನ ಸಾಧನೆ ಪ್ರಶಸ್ತಿಗಳನ್ನು ನೀಡಿಲ್ಲ. ಈ ಪ್ರಶಸ್ತಿಗಳನ್ನು ಆಗಸ್ಟ್ 29, ಹಾಕಿ ಮಾಂತ್ರಿಕ ಧ್ಯಾನ್ಚಂದ್ ಅವರ ಜನ್ಮದಿನದಂದು ವಿತರಿಸಲಾಗುವುದು ಎಂದು ಈ ವೇಳೆ ತಿಳಿಸಿದರು.

Bengaluru, July 16: Deputy Chief Minister Dr. G. Parameshwara said that the Department of Youth Empowerment and Sports plays a crucial role in society. With nearly 65% of the population below the age of 35, the government aims to engage young people in the development of the state and the nation through various initiatives.
Addressing a press conference at Yavanika Auditorium on Nrupathunga Road in Bengaluru, he announced that students participating in state and national-level sports events will receive 15% attendance relaxation.
Students participating in international sports events will receive 25% attendance relaxation.
The government has already issued an order implementing these provisions.
He further stated that students with at least 50% attendance will be allowed to appear for examinations if they miss classes due to participation in recognized sports competitions. This decision was taken to ensure that no student is deprived of exams because of sporting commitments. The relaxation applies to athletes competing in 34 recognized sports disciplines, and a list of eligible competitions has also been issued.
Employment Opportunities for Sportspersons
The Karnataka government is giving high priority to providing employment opportunities for accomplished sportspersons.
The state is filling 72,000 vacant government posts.
2% of these posts have been reserved for sportspersons, following Cabinet approval.
After considering public feedback on the draft notification, the final notification will be issued soon.
This reservation is expected to create around 2,000 job opportunities for sportspersons.
In addition, medal winners from the Commonwealth Games, Asian Games, and Asian Para Games will be recruited directly to Group A and Group B government posts under a special recruitment drive. Appointment orders have already been issued to 13 athletes, of whom 11 have joined duty.
Rs 5 Lakh Special Incentive
Athletes representing Karnataka in the Commonwealth Games, Asian Games, and Asian Para Games will receive a special incentive of Rs 5 lakh, in addition to any cash rewards awarded for winning medals.
The Finance Department has also approved recruitment to fill vacant coaching positions, and 50 permanent coaches will be appointed soon.
New Initiatives
The government is planning to organize Karnataka’s first International Youth Festival, showcasing culture, sports, and youth leadership, likely in December or January.
Beginning this year, Dasara Sports Meets will also be organized systematically from the taluk level onward.
Sports Infrastructure
The government is developing sports stadiums at 32 locations across the state at a cost of Rs 36 crore.
The Kanteerava Stadium in Bengaluru will be redeveloped through the Public-Private Partnership (PPP) model with international-standard infrastructure, enabling Karnataka to host major international sporting events, including the possibility of the Commonwealth Games.
Sports Reservation in Professional Education
Deputy Chief Minister Dr. G.Parameshwara noted that when he was Higher Education Minister, sports reservation was introduced in the Common Entrance Test (CET) for the first time.
As a result, 115 students secured medical and engineering seats this year under the sports quota.
Bharat Jodo Yuva Sangha
As promised in the government’s manifesto, a Bharat Jodo Yuva Sangha initiative is being launched in memory of Rahul Gandhi’s Bharat Jodo Yatra.
Under the programme:
10,000 youth groups will be formed across Karnataka.
Each gram panchayat will have a group of 200 young people.
Every group will receive ₹10 lakh annually.
Nodal officers will monitor implementation.
The initiative aims to unite youth through activities related to India’s history, culture, literature, and civic engagement. The government has allocated Rs 1,010 crore for the programme.
Sports Awards
The Ekalavya Award, Karnataka Sports Ratna Award, Sports Patron Award, and Lifetime Achievement Award, which have remained pending for the past two years, will be presented on August 29, coinciding with the birth anniversary of hockey legend Major Dhyan Chand.
