ಮೈಸೂರು, ಮಾ.೨೬,೨೦೨೬: ಮುಡಾ (MDA) ಮಾಜಿ ಆಯುಕ್ತ ದಿನೇಶ್ ಕುಮಾರ್ ಅವಧಿಯಲ್ಲಿ ನಡೆದ ಮತ್ತೊಂದು ಅನುಮಾನಾಸ್ಪದ ಪ್ರಕರಣ ತಡವಾಗಿ ಬೆಳಕಿಗೆ ಬಂದಿದೆ. ವಿಜಯನಗರ ಮೊದಲನೇ ಹಂತದಲ್ಲಿರುವ ಮುಡಾ ವಾಣಿಜ್ಯ ಸಂಕೀರ್ಣದ ಮೇಲ್ಚಾವಣಿಯಲ್ಲಿ ಖಾಸಗಿ ಸಂಸ್ಥೆಗೆ ಮೊಬೈಲ್ ಟವರ್ ಅಳವಡಿಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿದ್ದು, ತಿಂಗಳ ಬಾಡಿಗೆಯನ್ನು ಕೇವಲ ₹265 ಎಂದು ನಿಗದಿ ಮಾಡಿರುವುದು ಗಂಭೀರ ಪ್ರಶ್ನೆಗಳಿಗೆ ಕಾರಣವಾಗಿದೆ.
ಸಾಮಾನ್ಯವಾಗಿ ಖಾಸಗಿ ಸ್ಥಳಗಳಲ್ಲಿ ಟವರ್ ಅಳವಡಿಸಲು ಸಾವಿರಾರು ರೂಪಾಯಿ ಬಾಡಿಗೆ ಪಾವತಿಸುವ ಸಂಸ್ಥೆಗೆ, ಮುಡಾ ಆಸ್ತಿ ಮೇಲೆ ಕೇವಲ ₹265 ನಿಗದಿ ಮಾಡಿರುವುದು ಅನುಮಾನಕ್ಕೆ ಎಡೆಮಾಡಿದೆ. ಇದಲ್ಲದೆ, ಈ ಸಂಬಂಧ ಯಾವುದೇ ಅಧಿಕೃತ ಒಪ್ಪಂದ ಅಥವಾ ದಾಖಲೆಗಳು ಮುಡಾ ಕಚೇರಿಯಲ್ಲಿ ಲಭ್ಯವಿಲ್ಲ ಎಂಬುದು ಮತ್ತಷ್ಟು ಸಂಶಯವನ್ನು ಹೆಚ್ಚಿಸಿದೆ.
ಕೇವಲ ಒಂದು ಮನವಿ ಪತ್ರದ ಆಧಾರದ ಮೇಲೆ, ಯಾವುದೇ ಷರತ್ತುಗಳಿಲ್ಲದೆ ಅನುಮತಿ ನೀಡಿರುವುದು ಆಡಳಿತಾತ್ಮಕ ನಿರ್ಲಕ್ಷ್ಯವೋ ಅಥವಾ ಉದ್ದೇಶಪೂರ್ವಕ ಕ್ರಮವೋ ಎಂಬ ಪ್ರಶ್ನೆ ಸಾರ್ವಜನಿಕ ವಲಯದಲ್ಲಿ ಕೇಳಿಬರುತ್ತಿದೆ. 2024ರಲ್ಲಿ 10 ವರ್ಷದ ಅವಧಿಗೆ ನೀಡಲಾದ ಈ ಅನುಮತಿ ಈಗಾಗಲೇ ಎರಡು ವರ್ಷಗಳಿಂದ ಜಾರಿಯಲ್ಲಿದೆ.
ಇದಲ್ಲದೆ, ನಿಗದಿಪಡಿಸಿದ ₹265 ಬಾಡಿಗೆಯನ್ನೂ ಮುಡಾ ವಸೂಲಿ ಮಾಡದೇ ಇರುವುದರ ಜೊತೆಗೆ, ಸಂಬಂಧಿತ ಖಾಸಗಿ ಸಂಸ್ಥೆಯೂ ಪಾವತಿಸದಿರುವುದು ಆಡಳಿತದ ವೈಫಲ್ಯವನ್ನು ಬಯಲಿಗೆಳೆಯುತ್ತಿದೆ.
