ಬೆಂಗಳೂರು, ಆಗಸ್ಟ್ 12,2025 (www.justkannada.in): ಪ್ರತಿ ಗ್ರಂಥಪಾಲಕರೂ ಒಂದು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಮುಖ್ಯಸ್ಥರಿದ್ದಂತೆ. ವಿಶೇಷವಾಗಿ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳ ಸಿದ್ಧತೆಗೆ ಹೆಚ್ಚಿನ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಹೊಂದುವಂತೆ ಗ್ರಂಥಾಲಯಗಳನ್ನು ಬಲಪಡಿಸುವ ಅಗತ್ಯವಿದೆ ಎಂದು ಹೇಳಿದರು.
ಭಾರತದ ಗ್ರಂಥಾಲಯ ವಿಜ್ಞಾನ ಪಿತಾಮಹರಾದ ಡಾ. ಎಸ್.ಆರ್. ರಂಗನಾಥನ್ ಅವರ 133ನೇ ಜನ್ಮ ವಾರ್ಷಿಕೋತ್ಸವದ ಅಂಗವಾಗಿ ನಡೆದ ಗ್ರಂಥಪಾಲಕರ ದಿನಾಚರಣೆಯಲ್ಲಿ ಶಾಲಾ ಶಿಕ್ಷಣ ಮತ್ತು ಸಾಕ್ಷರತಾ ಇಲಾಖೆಯ ಸಚಿವ ಎಸ್. ಮಧು ಬಂಗಾರಪ್ಪ ಪಾಲ್ಗೊಂಡು ಮಾತನಾಡಿದರು. ಈ ಸಂದರ್ಭದಲ್ಲಿ ಗ್ರಂಥಪಾಲಕಾರಿಗೆ ಪ್ರಶಸ್ತಿ ಪ್ರದಾನ ಮಾಡಿ ಗೌರವಿಸಲಾಯಿತು.
ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಇದು ನಾನು ಮಂತ್ರಿಯಾದ ನಂತರ ಮೂರನೇ ಬಾರಿಗೆ ಗ್ರಂಥಪಾಲಕರ ದಿನವನ್ನು ಆಚರಿಸುತ್ತಿದ್ದೇನೆ. ಕಳೆದ ವರ್ಷ ತುಮಕೂರಿನಲ್ಲಿ ನಾವು ಬಹಳ ವಿಜೃಂಭಣೆಯಿಂದ ಆಚರಿಸಿದ್ದೆವು. ಇಂದು ಗ್ರಂಥಾಲಯ ಕ್ಷೇತ್ರಕ್ಕೆ ಅಪಾರ ಕೊಡುಗೆ ನೀಡಿದ ಡಾ. ಎಸ್.ಆರ್. ರಂಗನಾಥನ್ ಅವರನ್ನು ಸ್ಮರಿಸುತ್ತಿದ್ದೇವೆ. ಅವರ ಹಾಗೂ ಅವರಂತೆಯೇ ಅಸಂಖ್ಯಾತ ಗ್ರಂಥಪಾಲಕರ ಶ್ರಮದಿಂದ ಇಂದು ಕರ್ನಾಟಕದಲ್ಲಿ 2500ಕ್ಕೂ ಹೆಚ್ಚಿನ ಗ್ರಂಥಾಲಯಗಳಿರುವುದು ಹೆಮ್ಮೆಯ ವಿಚಾರ,” ಎಂದು ಸಚಿವರು ಹೇಳಿದರು.
ರಾಜ್ಯದ ಹಲವಾರು ಗ್ರಂಥಾಲಯಗಳಿಗೆ ಭೇಟಿ ನೀಡಿದ್ದ ಅನುಭವವನ್ನು ಹಂಚಿಕೊಂಡ ಸಚಿವ ಮಧು ಬಂಗಾರಪ್ಪ , ದುಬಾರಿ ತರಬೇತಿ ಕೇಂದ್ರಗಳಿಗೆ ಹೋಗಲು ಸಾಧ್ಯವಿಲ್ಲದ ವಿದ್ಯಾರ್ಥಿಗಳು ದಿನವಿಡೀ ಗ್ರಂಥಾಲಯಗಳಲ್ಲಿ ಓದುತ್ತಾರೆ ಎಂದು ತಿಳಿಸಿದರು.
“ಇದರಿಂದಲೇ ಸರ್ಕಾರಿ ಪಿಯುಸಿ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಚಿತ JEE ಹಾಗೂ NEET ತರಬೇತಿ ಯೋಜನೆಯನ್ನು ಆರಂಭಿಸುವ ಪ್ರೇರಣೆ ದೊರೆಯಿತು. ಪ್ರಸ್ತುತ 25,000 ವಿದ್ಯಾರ್ಥಿಗಳು ಇದರ ಪ್ರಯೋಜನ ಪಡೆಯುತ್ತಿದ್ದಾರೆ. ಕರ್ನಾಟಕವು ಇಂತಹ ಸೌಲಭ್ಯ ಒದಗಿಸುವ ಏಕೈಕ ರಾಜ್ಯವಾಗಿದೆ. ಇಂತಹ ಸೌಲಭ್ಯದಿಂದ ಗೌರಿಬಿದನೂರಿನ ಎನ್. ಸಂಕೇತ್ ರಾಜ್ ಐಐಟಿ ಖರಗ್ಪುರ್‌ಗೆ ಪ್ರವೇಶ ಪಡೆದಿದ್ದಾರೆ,” ಎಂದ ಹಂಚಿಕೊಂಡರು.
ಸರ್ಕಾರಿ ಪಿಯುಸಿ ವಿದ್ಯಾರ್ಥಿಗಳೆಲ್ಲರಿಗೂ ಉಚಿತ ತರಬೇತಿ ವಿಸ್ತರಿಸುವ ಉದ್ದೇಶವಿದ್ದು, ಇದಕ್ಕಾಗಿ ಮುಖ್ಯಮಂತ್ರಿ ಅವರೊಂದಿಗೆ ಚರ್ಚಿಸುವುದಾಗಿ ಹೇಳಿದರು. ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯಗಳಲ್ಲಿ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳ ಪುಸ್ತಕಗಳನ್ನು ಹೆಚ್ಚಿಸಲು, ಬೇಕಾದ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಬಳಸಿಕೊಳ್ಳುವುದರ ಬಗ್ಗೆ ಒತ್ತು ನೀಡಿದರು.
ಪ್ರತಿ ಗ್ರಂಥಪಾಲಕರೂ ಒಂದು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಮುಖ್ಯಸ್ಥರಿದ್ದಂತೆ. ಗ್ರಂಥಾಲಯ ಬಲಪಡಿಸುವಲ್ಲಿ ಸವಾಲುಗಳಿದ್ದರೂ ನಮ್ಮ ಸರ್ಕಾರ ಅದನ್ನು ಬಲಪಡಿಸುವಲ್ಲಿ ಪ್ರಾಮಾಣಿಕವಾಗಿ ಕೆಲಸ ಮಾಡುವುದಾಗಿ ಸಚಿವ ಮಧು ಬಂಗಾರಪ್ಪ ಹೇಳಿದರು. ತಮ್ಮ ತಂದೆ ಹಾಗೂ ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿಗಳಾದ ಎಸ್. ಬಂಗಾರಪ್ಪನವರಿಗೆ ಬಹಳ ಓದುವ ಹವ್ಯಾಸವಿತ್ತು ಎಂದು ಹಂಚಿಕೊಂಡರು.
ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಸುಧಾರಣೆಗಳ ಕುರಿತು ಮಾತನಾಡಿದ ಅವರು, ಮೂರು ಪರೀಕ್ಷಾ ಪದ್ಧತಿ ಹಾಗೂ ಪರೀಕ್ಷಾ ಪ್ರಕ್ರಿಯೆಯ ಪಾರದರ್ಶಕತೆಗೆ ವೆಬ್‌ಕಾಸ್ಟಿಂಗ್‌ ಮತ್ತು ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಇನ್ನೂ ಹಲವು ನೂತನ ಕ್ರಮಗಳನ್ನು ವಿವರಿಸಿದರು.

Minister S. Madhu Bangarappa Calls For Strengthening Libraries On Librarian’s Day
Bengaluru, August 12:
Marking the 133rd birth anniversary of Dr. S. R. Ranganathan, the father of library science, documentation, and information science in India, Minister for School Education and Literacy S. Madhu Bangarappa stressed the need to strengthen libraries, especially with more resources for competitive exam preparation. The occasion, observed as Librarian’s Day, also saw the felicitation of librarians for their dedicated service.
“This is my third year celebrating Librarian’s Day. Last year, we celebrated in Tumakuru. Today, we remember Dr. S. R. Ranganathan, who immensely contributed to the field of library science. Karnataka has always been at the forefront with its large number of libraries, thanks to the dedication of past and present librarians,” the minister said in his address.
Recalling his experience of visiting libraries across Karnataka, Madhu Bangarappa narrated how many students, unable to afford expensive coaching classes, spend entire days studying in libraries.
“This inspired me to initiate free JEE and NEET coaching for government PUC students. Today, 25,000 students are benefiting from this scheme, making Karnataka the only state providing such a facility. One of our students, N. Sanketh Raj from Gauribidanur, secured admission to IIT Kharagpur,” he added.
The minister expressed his intention to extend free coaching to all government PUC students and said he would seek the Chief Minister’s support for the same. He emphasised adding more competitive exam-related books in public libraries to help aspirants, while also ensuring seniors who frequent libraries for newspapers and general reading continue to have access to resources.
“Every librarian is like the head of a university in their own right. Strengthening libraries may have its challenges, but we must work towards it,” Madhu Bangarappa remarked, fondly recalling his father, former Chief Minister S. Bangarappa, as a voracious reader.
Highlighting reforms in the education department, the minister pointed to initiatives like the three-exam policy and the use of webcasting to ensure the sanctity of examinations. He once again paid tribute to Dr. Ranganathan, who was instrumental in establishing more than 2,500 libraries.
Kannada Development Authority Chairman Prof. Purushothama Bilimale, Dr. Karigowda Beechanahalli (Chairman, Book Selection Committee, Department of Public Libraries), Dr. B. S. Shivaram (Head, Library – NAL), Principal Secretary Rashmi Mahesh, and Basavarajendra H. (Commissioner, Department of Public Libraries) were present on the occasion.
