ಬೆಂಗಳೂರು, ಜುಲೈ 21, 2022 (): ಪ್ರಮುಖ ರಾಜಕೀಯ ಪಕ್ಷಗಳಾದ ಜೆಡಿಎಸ್, ಕಾಂಗ್ರೆಸ್ ಹಾಗೂ ಬಿಜೆಪಿಯ ನಡುವೆ ಒಕ್ಕಲಿಗರ ಮತ ಆಕರ್ಷಿಸುವ ಹೋರಾಟ ಬಿಸಿ ಪಡೆದುಕೊಳ್ಳುತ್ತಿರುವುದರೊಂದಿಗೆ ಪಾಂಚಜನ್ಯದ ಧ್ವನಿ ಹೆಚ್ಚಾಗುತ್ತಿದೆ.
ಹೆಚ್.ಡಿ. ದೇವೇಗೌಡರ ಮುಂದಾಳತ್ವದ ಜೆಡಿಎಸ್ ಪಕ್ಷ ಒಕ್ಕಲಿಗರ ಪ್ರಾಬಲ್ಯವಿರುವ ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳ ಮೇಲೆ ನಿಯಂತ್ರಣವನ್ನು ಮುಂದುವರೆಸುವಲ್ಲಿ ಯಶಸ್ವಿಯಾಗಿದ್ದು, ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಸಹ ಸ್ವಲ್ಪ ಪಾಲನ್ನು ಆಕ್ರಮಿಸಿಕೊಂಡಿತು. ಆದರೆ ಕೇಸರಿ ಪಕ್ಷ ಈ ಪಾಲನ್ನು ಗಳಿಸುವಲ್ಲಿ ಇನ್ನೂ ಯಶಸ್ವಿಯಾಗಿಲ್ಲ.
ಒಕ್ಕಲಿಗ ಸಮುದಾಯ ಜೆಡಿಎಸ್ ಪಕ್ಷಕ್ಕೆ ಅಧಿಕಾರದ ಚುಕ್ಕಾಣಿ ಹಿಡಿಯುವಲ್ಲಿ ನೆರವಾಗಿ ಅಧಿಕಾರ ಹಿಡಿಯುವುದನ್ನು ಖಾತ್ರಿಪಡಿಸಿತು. ಆದರೆ, 1999ರಲ್ಲಿ ದೇವೇಗೌಡರು ಜನತಾದಳವನ್ನು ವಿಭಜಿಸಿದ ನಂತರ, ಪಕ್ಷವನ್ನು ಉಳಿಸಿಕೊಳ್ಳಲು ಚುನಾವಣಾ ವರ್ಷದಲ್ಲಿ ಬಿಜೆಪಿಯೊಂದಿಗೆ ಸೀಟುಗಳನ್ನು ಹಂಚಿಕೊಂಡಾಗಲೂ ಒಕ್ಕಲಿಗರು ಪಕ್ಷವನ್ನು ಬೆಂಬಲಿಸಿದರು.
ಕೇಸರಿ ಪಕ್ಷ ಕೋಮುವಾದಿ ಪಕ್ಷ ಎಂಬ ಕಾರಣದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಬಿಜೆಪಿಯೊಂದಿಗೆ ಚುನಾವಣೆಗೆ ಮುಂದಾಗಿದ್ದ ಜನತಾ ಪಕ್ಷವನ್ನು ದೊಡ್ಡ ಗೌಡರು ವಿರೋಧಿಸಿದ್ದು, ಕೇವಲ ರಾಮಕೃಷ್ಣ ಹೆಗಡೆಯವರೊಂದಿಗಿನ ರಾಜಕೀಯ ಭಿನ್ನಾಭಿಪ್ರಾಯಗಳನ್ನು ಇತ್ಯರ್ಥಪಡಿಸಿಕೊಳ್ಳುವ ಪ್ರಯತ್ನವಾಗಿತ್ತು.
ಜೆಡಿಎಸ್ ಪಾಲಿಗೆ ಚೊಚ್ಚಲ ಚುನಾವಣೆ ದುಸ್ತರವಾಗಿತ್ತು. ಏಕೆಂದರೆ ಆಗ ಒಟ್ಟು 224 ಸೀಟುಗಳಲ್ಲಿ ಪಕ್ಷ ಕೇವಲ 10 ಸ್ಥಾನಗಳನ್ನು ಮಾತ್ರ ಗೆಲ್ಲುವಲ್ಲಿ ಯಶಸ್ವಿಯಾಗಿತ್ತು.
ಆದರೆ 2004ರ ವಿಧಾನಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ಗೌಡರ ಅದೃಷ್ಟ ಖುಲಾಯಿಸಿತು. ಒಕ್ಕಲಿಗ ಸಮುದಾಯದ ದೊಡ್ಡ ಮಟ್ಟದ ಬೆಂಬಲದೊಂದಿಗೆ ಜೆಡಿಎಸ್ ಪಕ್ಷ 58 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ವಿಜಯ ಸಾಧಿಸಿತು. ಆಗ ಸ್ಪಷ್ಟ ಬಹುಮತ ಸಿಗದೆ ಎಲ್ಲಾ ಪಕ್ಷಗಳೂ ಸಂಕಷ್ಟದಲ್ಲಿತ್ತು. ಆಗ ಜೆಡಿಎಸ್ ಪಕ್ಷ ಸರ್ಕಾರ ರಚನೆಯಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರ ನಿರ್ವಹಿಸಿತು. ಆಗ ದೇವೇಗೌಡರು ಮತ್ತು ಅವರ ಕುಟುಂಬ, ಒಕ್ಕಲಿಗ ಸಮುದಾಯದ ಪ್ರಮುಖ ನಾಯಕರೆಂಬುದಾಗಿ ಬಿಂಬಿಸಿಕೊಂಡರು ಹಾಗೂ ಸಮುದಾಯದ ಬಹುತೇಕರು ಅವರನ್ನು ಬೆಂಬಲಿಸಿದರು.
ಆದರೆ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರನ್ನು ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷರನ್ನಾಗಿ ನೇಮಕ ಮಾಡಿದ ನಂತರ ಜೆಡಿಎಸ್‍ನ ಒಕ್ಕಲಿಗರ ಬೆಂಬಲ ಬದಲಾಗತೊಡಗಿತು. ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಕಡೆ ಒಕ್ಕಲಿಗರ ಮತ ಸೆಳೆಯಲು ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಕಾರ್ಯತಾಂತ್ರಿಕ ಅಭಿಯಾನ ಆರಂಭಿಸಿದಾಗ ದೇವೇಗೌಡ ಹಾಗೂ ಪುತ್ರ ಹೆಚ್.ಡಿ. ಕುಮಾರಸ್ವಾಮಿಯವರಿಗೆ ಆಘಾತ ಉಂಟಾಯಿತು.
1999-2004ರಲ್ಲಿ ಕಾಂಗ್ರೆಸ್‍ನಿಂದ ಎಸ್.ಎಂ.ಕೃಷ್ಣ ಅವರು ರಾಜ್ಯದ ಕೊನೆಯ ಒಕ್ಕಲಿಗ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದರು. ಹಾಗಾಗಿ ಈ ಬಾರಿ ಕಾಂಗ್ರೆಸ್‍ನಿಂದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಲು ಒಕ್ಕಲಿಗ ಸಮುದಾಯ ನನಗೆ ಬೆಂಬಲ ನೀಡಬೇಕೆಂದು ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಮನವಿ ಮಾಡಿದ್ದಾರೆ.
ಶಿವಕುಮಾರ್ ಅವರಿಂದ ಒಕ್ಕಲಿಗ ಸಮುದಾಯಕ್ಕೆ ಮಾಡುತ್ತಿರುವ ಮನವಿಗಳು ದೇವೇಗೌಡ ಹಾಗೂ ಅವರ ಪುತ್ರರ ನಿದ್ದೆಗೆಡಸಿದೆ. ಹೆಚ್.ಡಿ. ಕುಮಾರಸ್ವಾಮಿಯವರು ಒಕ್ಕಲಿಗ ಸಮುದಾಯ ಜೆಡಿಎಸ್‍ಗೆ ಬೆಂಬಲ ನೀಡುವುದನ್ನು ಮುಂದುವರೆಸಲಿದೆ ಎಂದು ಸಮಾಧಾನದ ಮಾತುಗಳನ್ನಾಡಿದ್ದರೂ ಸಹ, ಬಹಿರಂಗ ಸಭೆಗಳಲ್ಲಿ ತಮ್ಮ ಮುಖದ ಮೇಲಿನ ಆತಂಕವನ್ನು ಮರೆಮಾಚುವುದು ಅವರಿಗೆ ಸಾಧ್ಯವಾಗಿಲ್ಲ. ಅದು ಇತ್ತೀಚೆಗೆ ಶಿವಕುಮಾರ್ ಹಾಗೂ ಕುಮಾರಸ್ವಾಮಿಯವರು ಒಟ್ಟಿಗೆ ಬಹಿರಂಗವಾಗಿ ಸಮುದಾಯದ ಕಾರ್ಯಕ್ರಮವೊಂದರಲ್ಲಿ ಕಾಣಿಸಿಕೊಂಡಾಗ ಎದ್ದು ಕಾಣುತಿತ್ತು.
ಒಕ್ಕಲಿಗ ಸಮುದಾಯ ಈವರೆಗೆ ದೊಡ್ಡ ಗೌಡರು ಹಾಗೂ ಅವರ ಕುಟುಂಬಸ್ಥರಿಗೆ ಬೆಂಬಲ ನೀಡುತ್ತಾ ಬಂದಿದೆ. ಹಾಗಾಗಿ ಈಗ ಶಿವಕುಮಾರ್ ಅವರಿಗೆ ಬೆಂಬಲ ನೀಡಬಹುದು. ಶಿವಕುಮಾರ್ ಅವರು ಸಮುದಾಯದ ಭರವಸೆಯ ನಾಯಕರಾಗಿದ್ದು, ಮುಖ್ಯಮಂತ್ರಿ ಆಗುವ ಮಹತ್ವಾಕಾಂಕ್ಷೆಯನ್ನು ಹೊಂದಿದ್ದಾರೆ. ಹಾಗಾಗಿ ಈ ಬಾರಿ ಒಕ್ಕಲಿಗ ಸಮುದಾಯ ಅವರಿಗೆ ಬೆಂಬಲ ನೀಡಬಹುದು ಎನ್ನುವುದು ರಾಜಕೀಯ ಪಂಡಿತರ ಅನಿಸಿಕೆಯಾಗಿದೆ.
ಆದರೆ ಒಕ್ಕಲಿಗರು ಯಾರನ್ನು ಆಶೀರ್ವದಿಸುತ್ತಾರೆ ಎಂದು ನೋಡಲು ಜನರು ಇನ್ನೂ ಒಂಬತ್ತು ತಿಂಗಳು ಕಾಯಬೇಕು.
ಒಕ್ಕಲಿಗರ ಜನಸಂಖ್ಯೆ ಹೆಚ್ಚಾಗಿರುವ ಹಳೆ ಮೈಸೂರು ಭಾಗಗಳಲ್ಲಿ, ಜೆಡಿಎಸ್ ಚುನಾವಣೆಗಳಲ್ಲಿ ಉತ್ತಮ ಪ್ರದರ್ಶನವನ್ನು ನೀಡಿದೆ. 2018ರಲ್ಲಿ ಜೆಡಿಎಸ್ ಗೆದ್ದ ಒಟ್ಟು 37 ಸೀಟುಗಳ ಪೈಕಿ ಈ ಪ್ರದೇಶಗಳಲ್ಲಿ 30 ಸೀಟುಗಳಿದ್ದವು.
ಜೆಡಿಎಸ್ ಪಕ್ಷದ ಅತ್ಯುತ್ತಮ ವಿಜಯ 2004ರಲ್ಲಿ 58 ಸೀಟುಗಳನ್ನು ಗೆಲ್ಲುವ ಮೂಲಕ ಹೊರಹೊಮ್ಮಿದರೂ, ಈವರೆಗೆ ಅದು ಪುನರಾವರ್ತನೆಯಾಗಿಲ್ಲ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಗೌಡರ ಪಕ್ಷ ಕೇವಲ ಒಕ್ಕಲಿಗರ ಬೆಂಬಲದಿಂದ ಮಾತ್ರ ಕರ್ನಾಟಕದ ರಾಜಕೀಯ ವಲಯದಲ್ಲಿ ಪ್ರಮುಖ ಶಕ್ತಿಯಾಗಿ ಉಳಿಯುವುದು ಸಾಧ್ಯವಾಗಿದೆ ಎನ್ನುವುದರಲ್ಲಿ ಯಾವುದೇ ಅನುಮಾನವಿಲ್ಲ.
ಕಳೆದ ವಿಧಾನಸಭಾ ಚುನಾವಣೆಗಳಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಹಳೆ ಮೈಸೂರು ಜಿಲ್ಲೆಗಳಲ್ಲಿ 20 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಗೆಲುವು ಸಾಧಿಸಿತು. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಜೆಡಿಎಸ್‍ನಿಂದ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಗೆ ಸಮುದಾಯದ ಸ್ವಲ್ಪ ಪಾಲಿನ ಜನರು ಕಾಂಗ್ರೆಸ್ ಕಡೆ ವಾಲಿದರೂ ಸಹ ಶಿವಕುಮಾರ್ ಅವರಿಗೆ ಅದು ದೊಡ್ಡ ಮಟ್ಟದ ನೆರವಾಗುತ್ತದೆ. ಅದೇ ರೀತಿ ಅದು ಜೆಡಿಎಸ್ ಪಾಲಿಗೆ ದೊಡ್ಡ ಹೊಡೆತವಾಗಲಿದೆ.

Bengaluru, July 21: The panchajanya sound is becoming shriller, as the battle for Vokkaliga empire is hotting up among political parties– JDS, Congress &BJP. While H D Devegowda’s JDS maintained major control Vokkaliga dominated constituencies, Congress too had some share, but not the saffron party.
The Vokkaliga community which threw its lot not only ensured the tag of political power to reckon with to JDS, but also for its survival ever since Gowda split Janata Dal in1999 in the aftermath of Janata Dal opting for seat sharing with BJP in assembly election held that year.
Gowda’s contention of opposing Janata Dal forging poll truck with BJP on the ground that the saffron outfit as communal party was only an alibi to settle scores with political betenoire Ramakrishna Hegde.
The very maiden electoral battle turned out to be a disastrous for JDS as it could win only ten seats out of 224 at stake.
The lady luck smiled on Gowda in 2004 Assembly poll, as his party with huge backing by his community Vokkaliga manage to garner 58 seats, an impressive feat threw fractured verdict and JDS emerging as a key player in government formation.
Gowda and his family declared themselves as prime leaders of Vokkaliga Community and the community largely stood by them.
Things started changing for JDS when D K Shivakumar, a known political for of Gowda family was anointed President of Karnataka unit Congress.
Gowda and his son H D Kumaraswamy were in for shock when Shivakumar launched a strident campaign to lure Vokkaliga voters towards congress and his open call to his community to support congress as he had a chance to become chief Minister from Vokkaliga community after S M Krishna, who was CM between 1999-2004.
The repeated calls to Vokkaliga community by Shivakumar has rattled Gowda and his sons. Even though Kumaraswamy found self solace in declaring that Vokkaliga community will continue to remain with JDS, his could no longer hide anxiety from his face at a recent event of the community at which both Shivakumar and Kumaraswamy shared the dias.
Political pundits feel, since Vokkaliga community backed Gowda and his family to the hilt do far, they might think of siding with Shivakumar, a promising leader of the community and who is also nurturing ambition to become CM.
People have to wait for another nine months to know which way Vokkaliga decide. Old Mysore parts which has sizeable Vokkaliga population has been ensuring good number of seats to JDS. In 2018 JDS won 30 seats in this belt out of 37 it netted.
Though its best performance of 58 seats that came in 2004 was yet to be realised so far, Gowda’s party has remained a force on the Karnataka political spectrum, only because of Vokkaliga support base.
The Congress had netted 20 seats in old Mysore districts in the last assembly election. Even a partial shift from JDS to Congress for the sake of Shivakumar can brighten his political future in the same way strike a blow to JDS.
