ಬೆಂಗಳೂರು, ಮೇ,12,2025 (www.justkannada.in): ಕರ್ನಾಟಕದ ಅತ್ಯಂತ ಹೆಮ್ಮೆಯ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಒಂದಾಗಿರುವ ಸರ್ಕಾರಿ ಉಪಕರಣಾಗಾರ ಮತ್ತು ತರಬೇತಿ ಕೇಂದ್ರ (ಜಿಟಿಟಿಸಿ) ಈಗ ವಿದೇಶದಲ್ಲೂ ತನ್ನ ವ್ಯಾಪ್ತಿ ಮತ್ತು ಕೀರ್ತಿಯನ್ನು ವಿಸ್ತರಿಸುತ್ತಿದೆ.
ಸರ್ಕಾರಿ ಉಪಕರಣಾಗಾರ ಮತ್ತು ತರಬೇತಿ ಕೇಂದ್ರವನ್ನು (ಜಿಟಿಟಿಸಿ) ಆಫ್ರಿಕಾದ ನಮೀಬಿಯಾದಲ್ಲಿ ಸ್ಥಾಪಿಸುವ ಕುರಿತು ಉನ್ನತ ಮಟ್ಟದ ಮಾತುಕತೆ ನಡೆದಿದೆ. ವೃತ್ತಿಪರ ತರಬೇತಿಯಲ್ಲಿ ಭಾರತ-ಆಫ್ರಿಕಾ ಸಹಕಾರವನ್ನು ಬಲಪಡಿಸುವ ಮಹತ್ವದ ಹೆಜ್ಜೆಯಾಗಿ, ಆಫ್ರಿಕಾ ಇಂಡಿಯಾ ಎಕನಾಮಿಕ್ ಫೌಂಡೇಶನ್ (ಎಐಇಎಫ್) ನಮ್ಮ ಕರ್ನಾಟಕದ ಜಿಟಿಟಿಸಿಯನ್ನು ಪ್ರಮುಖ ಜ್ಞಾನ ಮತ್ತು ತಂತ್ರಜ್ಞಾನ ಪಾಲುದಾರ ಸಂಸ್ಥೆಯಾಗಿ ಮಾಡಿಕೊಳ್ಳಲು ಮುಂದೆ ಬಂದಿದೆ.
ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ, ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ, ಜೀವನೋಪಾಯ ಮತ್ತು ರಾಯಚೂರು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಡಾ. ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಅವರೊಂದಿಗೆ ಇತ್ತೀಚೆಗೆ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಸ್ಪಷ್ಟ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳಲಾಗಿದೆ.
ಈ ಪ್ರಸ್ತಾವನೆ ಅತ್ಯಂತ ಸ್ವಾಗತಾರ್ಹವಾಗಿದೆ. ಈ ಚರ್ಚೆಗಳನ್ನು ಸಕ್ರಿಯವಾಗಿ ಮುಂದುವರಿಸಲು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ. ಈ ಉಪಕ್ರಮವು ಕರ್ನಾಟಕವನ್ನು ಜಾಗತಿಕ ಕೌಶಲ್ಯ ಕೇಂದ್ರವಾಗಿಸುತ್ತದೆ. ಉಪಕರಣ ತಯಾರಿಕೆ ಮತ್ತು ಉತ್ಪಾದನಾ ಕೌಶಲ್ಯಗಳಲ್ಲಿ ಜಿಟಿಟಿಸಿಯ ಪರಿಣತಿಯು ಈಗ ಜಾಗತಿಕ ಪ್ರಭಾವವನ್ನು ಸೃಷ್ಟಿಸಲು ಸಜ್ಜಾಗಿದೆ” ಎಂದು ಸಚಿವ ಶರಣ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ಹೇಳಿದ್ದಾರೆ.
ಜಿಟಿಟಿಸಿಯನ್ನು, ಆಫ್ರಿಕಾದ ಕೈಗಾರಿಕಾ ತರಬೇತಿ ಅಗತ್ಯಗಳಿಗೆ ದೃಢವಾದ ಮಾದರಿಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಬಗ್ಗೆ ಪ್ರಸ್ತಾಪಿಸಲಾಗಿತ್ತು. ಐದು ದಶಕಗಳಿಗೂ ಹೆಚ್ಚು ಕಾಲದ ಪರಂಪರೆಯನ್ನು ಹೊಂದಿರುವ ಸರ್ಕಾರಿ ಸ್ವಾಮ್ಯದ ಸಂಸ್ಥೆಯಾಗಿದ್ದು, ರಾಜ್ಯದಾದ್ಯಂತ 20 ಕ್ಕೂ ಹೆಚ್ಚು ಕೇಂದ್ರಗಳನ್ನು ಹೊಂದಿದೆ ಎಂದು ಶರಣ್ ಪ್ರಕಾಶ್ ಪಾಟೀಲ್ ತಿಳಿಸಿದರು.
ಸಾವಿರಾರು ಜನರಿಗೆ ನಿಖರ ಉಪಕರಣಗಳು, ಸಿಎನ್‌ಸಿ ಕಾರ್ಯಾಚರಣೆಗಳು, ಮೆಕಾಟ್ರಾನಿಕ್ಸ್ ಮತ್ತು ರೊಬೊಟಿಕ್ಸ್‌ನಲ್ಲಿ ತರಬೇತಿ ನೀಡಲಾಗುತ್ತದೆ. ಜಿಟಿಟಿಸಿ 5 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಕೌಶಲ್ಯಪೂರ್ಣ ವೃತ್ತಿಪರರನ್ನು ಈಗಾಗಲೇ ಪರಿಚಯಿಸಿದೆ. ನೈಜ-ಸಮಯದ ಕೈಗಾರಿಕಾ ಬೇಡಿಕೆಗಳು ಮತ್ತು ಆಳವಾಗಿ ಬೇರೂರಿರುವ ಉದ್ಯಮ ಸಂಪರ್ಕಗಳಿಗೆ ಹೊಂದಿಕೊಂಡಂತೆ ಪಠ್ಯಕ್ರಮವನ್ನು ರೂಪಿಸಲಾಗಿದೆ ಎಂದು ಎಂದು ಎಐಇಎಫ್ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಅನಿಲ್ ಸಿಂಧೆ ಹೇಳಿದರು.
ಇದರ ಕಾರ್ಯಾಚರಣೆಯ ಪರಿಣತಿಯನ್ನು ಆಫ್ರಿಕನ್ ಸಂದರ್ಭಗಳಿಗೆ ಸರಾಗವಾಗಿ ಅಳವಡಿಸಿಕೊಳ್ಳಬಹುದು ಎಂದು ವಿವರಿಸಿದರು.
ಭಾರತ ಮತ್ತು 54 ಆಫ್ರಿಕನ್ ರಾಷ್ಟ್ರಗಳ ನಡುವೆ ಜ್ಞಾನ, ತಂತ್ರಜ್ಞಾನ, ವ್ಯಾಪಾರ ಮತ್ತು ಹೂಡಿಕೆಯ ಕಾರ್ಯತಂತ್ರದ ಏಕೀಕರಣವನ್ನು ಉತ್ತೇಜಿಸಲು ಎಐಇಎಫ್ ರಚಿಸಲಾಗಿದೆ. ಇದರ ಉಪಕ್ರಮಗಳು ಆಫ್ರಿಕನ್ ಒಕ್ಕೂಟದಿಂದ ಅನುಮೋದನೆಯನ್ನು ಪಡೆದಿವೆ, ಇದು ಅಡಿಸ್ ಅಬಾಬಾದಲ್ಲಿ 2020ರಲ್ಲಿ ನಡೆದ ಶೃಂಗಸಭೆಯಲ್ಲಿ ಪ್ರತಿಷ್ಠಾನದ ಪ್ರಸ್ತಾಪಗಳನ್ನು ಚರ್ಚಿಸಲಾಗಿತ್ತು.
ಇದರ ಆಧಾರದ ಮೇಲೆ IIT ಮದ್ರಾಸ್ 2023 ರಲ್ಲಿ ಜಾಂಜಿಬಾರ್‌ ನಲ್ಲಿ ಆಫ್‌ ಶೋರ್ ಕ್ಯಾಂಪಸ್ ಅನ್ನು ಸ್ಥಾಪಿಸಿತು. ಇದು ಭಾರತೀಯ ತಂತ್ರಜ್ಞಾನ ಸಂಸ್ಥೆಯ ಮೊದಲ ಘಟಕವಾಗಿದೆ. “ಇದು ಆಫ್ರಿಕಾದಾದ್ಯಂತ ಶಿಕ್ಷಣ ಮತ್ತು ಕೌಶಲ್ಯದಲ್ಲಿ ದೀರ್ಘಕಾಲೀನ ಸಹಯೋಗದ ಬದ್ಧತೆಗೆ ಸಾಕ್ಷಿಯಾಗಿದೆ” ಎಂದು ಸಿಂಧೆ ಹೇಳಿದರು.

ಎಐಇಎಫ್ ಜಂಟಿ ಕಾರ್ಯದರ್ಶಿ ಆರ್. ಕಾಂಚನವೇಲು, ನಮೀಬಿಯಾದಲ್ಲಿ ಯುರೇನಿಯಂ, ವಜ್ರಗಳು, ಚಿನ್ನ ಮತ್ತು ಅಪರೂಪದ ಭೂಮಿಯ ಖನಿಜಗಳು ಸೇರಿದಂತೆ ಹೇರಳ ನೈಸರ್ಗಿಕ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಹೊಂದಿದೆ ಎಂದು ಹೇಳಿದರು.
ನಮೀಬಿಯಾವು ಸಮುದ್ರ ಕೈಗಾರಿಕೆಗಳು, ಇಂಧನ, ಕೃಷಿ ವ್ಯವಹಾರ, ಲಾಜಿಸ್ಟಿಕ್ಸ್ ಮತ್ತು ಪ್ರವಾಸೋದ್ಯಮದಂತಹ ಕ್ಷೇತ್ರಗಳಲ್ಲಿಯೂ ವೇಗವಾಗಿ ಅಭಿವೃದ್ಧಿ ಹೊಂದುತ್ತಿದೆ. ರಾಜಕೀಯವಾಗಿ ಸ್ಥಿರವಾಗಿದೆ. ಇಲ್ಲಿ ಆರಂಭಿಸುತ್ತಿರುವ ಯೋಜನೆ ಭಾರಿ ಸಹಯೋಗಕ್ಕೆ ಸಹಕಾರಿಯಾಗಲಿದೆ ಎಂದು ವಿವರಿಸಿದರು.
ಜಿಟಿಟಿಸಿಯ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಡಾ. ವೈ.ಕೆ. ದಿನೇಶ್ ಕುಮಾರ್ ಮಾತನಾಡಿ, ಈ ಪಾಲುದಾರಿಕೆಯ ಮೂಲಕ ಆಫ್ರಿಕಾದಾದ್ಯಂತ ಜಿಟಿಟಿಸಿ ಹಳೆಯ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉದ್ಯೋಗಾವಕಾಶಗಳನ್ನು ಸೃಷ್ಟಿಸಲಾಗುತ್ತದೆ. ಕರ್ನಾಟಕ ಮೂಲದ ಎಂಎಸ್‌ಎಂಇಗಳಿಗೆ ಹೊಸ ಮಾರುಕಟ್ಟೆ ತೆರೆಯುತ್ತದೆ ಮತ್ತು ಕರ್ನಾಟಕದ ಕೌಶಲ್ಯ ಮಾದರಿ ಜಾಗತಿಕವಾಗಿ ಮಟ್ಟದಲ್ಲಿ ಪ್ರವೇಶಿಸುತ್ತದೆ ಎಂದರು.
“ಇದು ಕೇವಲ ತರಬೇತಿ ಅಲ್ಲ; ಶಿಕ್ಷಣ ರಾಜತಾಂತ್ರಿಕತೆಯ ಮೂಲಕ ಕರ್ನಾಟಕದ ಶಕ್ತಿಯನ್ನು ಸಬಲೀಕರಣಗೊಳಿಸುವ ಪ್ರಯತ್ನವಾಗಿದೆ” ಎಂದು ಅವರು ಹೇಳಿದರು. ಎಐಇಎಫ್ ನ ಸಹ ಸದಸ್ಯ ಎಂಎಸ್ ಜಹೇದ್ ಹಾಜರಿದ್ದರು.

*Karnataka’s flagship training model set to go global through collaboration with Africa India Economic Foundation
Bangalore, May 12: In a significant step towards strengthening India-Africa cooperation in vocational training, the Africa India Economic Foundation (AIEF) has proposed to establish a Government Tool & Training Centre (GTTC) in Namibia, with Karnataka’s GTTC as the knowledge and technology partner.
The AIEF, in a recent meeting with Karnataka’s minister for medical education and skill development Dr. Sharan Prakash Patil, highlighted GTTC’s potential to serve as a robust model for Africa’s industrial training needs. GTTC, a state-run institution with a legacy of over five decades, operates 20 plus centers across Karnataka, training thousands in precision tools, CNC operations, mechatronics, and robotics.
“GTTC boasts a strong alumni base of over 5 lakh skilled professionals, a curriculum aligned with real-time industrial demands and deep-rooted industry linkages,” said Anil Sinde, general secretary of AIEF. “Its operational expertise can be seamlessly adapted to African contexts.”
The AIEF was created to promote strategic integration of knowledge, technology, trade and investment between India and 54 African nations. Its initiatives have gained endorsement from the African Union, which welcomed the foundation’s proposals at the AU Summit 2020 in Addis Ababa.
Following this vision, IIT Madras set up an offshore campus in Zanzibar in 2023 — the first ever by an Indian Institute of Technology. “This shows India’s commitment to long-term collaboration in education and skilling across Africa,” added Sinde.
R. Kanchanavelu, joint secretary of AIEF emphasized Namibia’s potential as a partner, citing its rich endowment of natural resources including uranium, diamonds, gold, and rare earth minerals. “Namibia is also developing rapidly in sectors such as marine industries, energy, agribusiness, logistics, and tourism. It is politically stable, English-speaking and business-friendly – making it an ideal choice for such collaboration.”
Dr. YK Dinesh Kumar, managing director of GTTC noted that the partnership would create employment avenues for GTTC alumni across Africa, open up new markets for Karnataka-based MSMEs, and project Karnataka’s skilling model globally. “This is not just about training; it’s about empowering Karnataka’s soft power through education diplomacy,” he said.
Welcoming the proposal, Minister Dr. Patil directed officials to pursue the discussions actively. “This initiative positions Karnataka as a global skilling hub. GTTC’s expertise in toolmaking and advanced manufacturing skills is now set to create global impact,” he stated.
MS Zahed, associate member of AIEF, was also present during the meeting.
