ಮಾಜಿ ಡಿಜಿಪಿ ಕೆ. ರಾಮಚಂದ್ರ ರಾವ್ ವಿಡಿಯೊ “ಅಸಲಿ”: ನೋಟಿಸ್ ಜಾರಿ, ಇಲಾಖಾ ತನಿಖೆ ಆರಂಭ

ಬೆಂಗಳೂರು, March.21,2026: ನಾಗರಿಕ ಹಕ್ಕು ಜಾರಿ ನಿರ್ದೇಶನಾಲಯದ (ಡಿಸಿಆರ್‌ಇ) ಮಾಜಿ ಡಿಜಿಪಿ ಕೆ. ರಾಮಚಂದ್ರ ರಾವ್ ಅವರಿಗೆ ಸಂಬಂಧಿಸಿದ ವಿವಾದಾತ್ಮಕ ವಿಡಿಯೊ ‘ಅಸಲಿ’ ಎಂದು ತನಿಖಾ ಸಮಿತಿ ದೃಢಪಡಿಸಿದೆ. ಈ ಹಿನ್ನೆಲೆ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣಾ ಇಲಾಖೆ (ಡಿಪಿಎಆರ್) ನೋಟಿಸ್ ಜಾರಿ ಮಾಡಿ ಇಲಾಖಾ ತನಿಖೆ ಆರಂಭಿಸಿದೆ.

ಸಾಮಾಜಿಕ ಮಾಧ್ಯಮದಲ್ಲಿ ಹರಿದಾಡಿದ್ದ ವಿಡಿಯೊ ದೊಡ್ಡ ವಿವಾದಕ್ಕೆ ಕಾರಣವಾಗಿತ್ತು. ಪ್ರಕರಣದ ಸತ್ಯಾಸತ್ಯತೆ ಪರಿಶೀಲಿಸಲು ಹೆಚ್ಚುವರಿ ಪೊಲೀಸ್ ಮಹಾನಿರ್ದೇಶಕ ಆರ್. ಹಿತೇಂದ್ರ ನೇತೃತ್ವದಲ್ಲಿ ನಾಲ್ವರು ಐಪಿಎಸ್ ಅಧಿಕಾರಿಗಳ ಸಮಿತಿ ರಚಿಸಲಾಗಿತ್ತು. ಸಮಿತಿ ಸಲ್ಲಿಸಿದ 100 ಪುಟಗಳ ವರದಿಯಲ್ಲಿ, “ವಿಡಿಯೊದಲ್ಲಿ ಯಾವುದೇ ರೀತಿಯ ಮಾರ್ಪಾಟು ಇಲ್ಲ, ಅದು ಅಸಲಿ” ಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ.

“ಡೀಪ್‌ಫೇಕ್ ಅಥವಾ ಕೃತಕ ಬುದ್ಧಿಮತ್ತೆ (ಎಐ) ಬಳಸಿ ಸೃಷ್ಟಿಸಿದ ದೃಶ್ಯವಲ್ಲ” ಎಂದು ಸಮಿತಿ ತೀರ್ಮಾನಿಸಿದೆ. ವಿಡಿಯೊದಲ್ಲಿ ರಾಮಚಂದ್ರ ರಾವ್ ಪೊಲೀಸ್ ಸಮವಸ್ತ್ರದಲ್ಲಿ ಕಚೇರಿಯಲ್ಲೇ ಮಹಿಳೆಯೊಂದಿಗೆ ಅಸಭ್ಯವಾಗಿ ವರ್ತಿಸಿರುವ ದೃಶ್ಯಗಳು ಸೆರೆಯಾಗಿವೆ. ಚೇಂಬರ್‌ನಲ್ಲಿ ರಾಷ್ಟ್ರಧ್ವಜ ಹಾಗೂ ರಾಜ್ಯ ಪೊಲೀಸ್ ಧ್ವಜವೂ ಕಾಣಿಸಿಕೊಂಡಿವೆ ಎಂದು ವರದಿ ಹೇಳಿದೆ.

ಈ ಘಟನೆ 2016-17ರ ಅವಧಿಯಲ್ಲಿ ಬೆಳಗಾವಿ ವಲಯದ ಐಜಿಪಿ ಕಚೇರಿಯಲ್ಲಿ ನಡೆದಿದ್ದು, ಮಹಿಳೆಯೊಬ್ಬರು ತಮ್ಮ ಮೊಬೈಲ್‌ನಲ್ಲಿ ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಚಿತ್ರೀಕರಿಸಿರುವ ಸಾಧ್ಯತೆ ಇದೆ ಎಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ.

ವಿಡಿಯೊ ಹೊರಬಿದ್ದ ಬಳಿಕ ರಾಮಚಂದ್ರ ರಾವ್ “ಇದು ಕೃತಕವಾಗಿ ಸೃಷ್ಟಿಸಿದ ವಿಡಿಯೊ, ನನ್ನ ವಿರುದ್ಧ ಷಡ್ಯಂತ್ರ” ಎಂದು ಹೇಳಿದ್ದರು. ಆದರೆ ಈಗ ತನಿಖೆಯಿಂದ ಅದು ಖಂಡಿತವಾಗಿಯೂ ಅಸಲಿ ಎಂದು ದೃಢಪಟ್ಟಿದೆ.

ಇನ್ನೊಂದೆಡೆ, ವಿಡಿಯೊ ಬಹಿರಂಗವಾದ ನಂತರ ಇಬ್ಬರು ಮಹಿಳೆಯರು ಸಂಪರ್ಕಕ್ಕೆ ಸಿಗದೆ ನಾಪತ್ತೆಯಾಗಿರುವುದು ಪ್ರಕರಣಕ್ಕೆ ಮತ್ತಷ್ಟು ಗಂಭೀರತೆ ತಂದಿದೆ.

ರಾಮಚಂದ್ರ ರಾವ್ ಅವರು ಮೇ 31ರಂದು ನಿವೃತ್ತಿಯಾಗಲಿರುವ ಹಿನ್ನೆಲೆ, ಇಲಾಖಾ ತನಿಖೆಯ ಮುಂದಿನ ಕ್ರಮಗಳತ್ತ ಎಲ್ಲರ ಗಮನ ಹರಿದಿದೆ.

Bengaluru: A committee of IPS officers has confirmed that the controversial video involving former DGP K. Ramachandra Rao is genuine. Following this, the Department of Personnel and Administrative Reforms (DPAR) has issued a notice and initiated a departmental inquiry.

The committee, led by ADGP R. Hitendra, submitted a 100-page report stating that the video is neither edited nor AI-generated. The footage reportedly shows Rao in police uniform behaving inappropriately with a woman in his office.

The incident is said to have occurred in 2016–17 at the Belagavi IGP office and was allegedly recorded by a woman on her mobile phone. Earlier, Rao had claimed the video was fake and part of a conspiracy.

Meanwhile, two women linked to the case are reported missing, adding to the seriousness of the matter. Rao is due to retire on May 31.
