ಬೆಂಗಳೂರು, ಆಗಸ್ಟ್,18,2026 (www.justkannada.in): “ಕೌಶಲ್ಯ ಎಂದರೆ ಜ್ಞಾನಿಗಳ, ಸಾಧಕರ ಸಂಗಮ. ಕೌಶಲ್ಯವನ್ನು ಯಾರೂ ಕದಿಯಲು ಆಗುವುದಿಲ್ಲ. ಇಲ್ಲಿನ ಯುವಕರ ಕೌಶಲ್ಯದಿಂದ ಕರ್ನಾಟಕ ವಿಶ್ವದಲ್ಲೇ ಹೊಸ ಸಂಶೋಧನೆಯ ತವರೂರಾಗಿದೆ” ಎಂದು ಸಿಎಂ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ಹೇಳಿದರು.
ವಿಧಾನಸೌಧದ ಬ್ಯಾಂಕ್ವೆಟ್ ಹಾಲ್ ನಲ್ಲಿ ನಡೆದ ವಿಶ್ವ ಯುವ ಕೌಶಲ್ಯ ದಿನಾಚರಣೆಯನ್ನು ಉದ್ಘಾಟಿಸಿ ಸಿಎಂ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ಮಾತನಾಡಿದರು.
“ದೇಶದಲ್ಲಿ ಪ್ರಜ್ಞಾವಂತರು ಹೆಚ್ಚಾಗಬೇಕು ಎಂದರೆ ವಿದ್ಯೆಯ ಜೊತೆಗೆ ಕೌಶಲ್ಯ ಇರಬೇಕು. ಕೌಶಲ್ಯ ಇದ್ದರೆ ರಾಜಯೋಗ ಇದ್ದಂತೆ. ಇದನ್ನು ಯಾರೂ ಕದಿಯಲು ಸಾಧ್ಯವಿಲ್ಲ. ಕ್ಯಾಲಿಫೋರ್ನಿಯಾದಲ್ಲಿ 13 ಲಕ್ಷ ಐಟಿ ಎಂಜಿನಿಯರ್ ಗಳಿದ್ದರೆ, ನಮ್ಮ ಬೆಂಗಳೂರಿನಲ್ಲಿ 25 ಲಕ್ಷ ಐಟಿ ವೃತ್ತಿಪರರಿದ್ದಾರೆ. ಕರ್ನಾಟಕ ಕೌಶಲ್ಯದ ತವರು” ಎಂದರು. 
“ನೃಪರಪಹರಿಸದ, ದಾಯಾದಿ ದಕ್ಕಿಸದ, ನೀರಿನಲ್ಲಿ ನೆನೆಯದ, ಅಗ್ನಿಯಲ್ಲಿ ಸುಡದ ಗುಪ್ತ ನಿಧಿ ಕೌಶಲ್ಯ ವಿದ್ಯೆ. ಪ್ರತಿಯೊಬ್ಬರಲ್ಲೂ ಕೌಶಲ್ಯ ಇರುತ್ತದೆ. ಅಕ್ಕಸಾಲಿಗ, ಮರಗೆಲಸ ಸೇರಿದಂತೆ ಅನೇಕ ಕೌಶಲ್ಯಯುತ ಕೆಲಸಗಳನ್ನು ಎಲ್ಲರೂ ಮಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ. ಯಾವ ತಂತ್ರಜ್ಞಾನ ಇಲ್ಲದೇ ಇದ್ದ ಹೊತ್ತಿನಲ್ಲೂ ಖೈದಿಗಳನ್ನು ಬಳಸಿ ವಿಧಾನಸೌಧ ಕಟ್ಟಲಾಯಿತು. ಅವರಲ್ಲೂ ಕೌಶಲ್ಯ ಇತ್ತು. ಪ್ರತಿಯೊಬ್ಬರ ಮನುಷ್ಯನಲ್ಲೂ ಕೌಶಲ್ಯ ಇದ್ದೇ ಇರುತ್ತದೆ” ಎಂದು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಆತ್ಮವಿಶ್ವಾಸ ತುಂಬಿದರು.
ಜಾಗತಿಕ ಮಟ್ಟದಲ್ಲಿ ಸ್ಪರ್ಧಿಸಿ
“ಇಂದು ಟಾಟಾ, ಮಹೀಂದ್ರಾದಂಥ ದೊಡ್ಡ ಕೈಗಾರಿಕೆ ನಡೆಸುತ್ತಿರುವ ಉದ್ಯಮಿಗಳು ಬೆಂಗಳೂರಿನಲ್ಲಿ ವಿದ್ಯಾಭ್ಯಾಸ ಮಾಡಿ, ಇಲ್ಲಿ ಕೌಶಲ್ಯ ಪಡೆದು ವಿಶ್ವದಾದ್ಯಂತ ತಮ್ಮ ಕೈಗಾರಿಕಾ ಸಾಮ್ರಾಜ್ಯವನ್ನು ವಿಸ್ತರಿಸಿದ್ದಾರೆ. ಬೆಳಗಾವಿ, ಹುಬ್ಬಳ್ಳಿ, ಧಾರವಾಡ ಹೀಗೆ ನಮ್ಮ ನಮ್ಮಲ್ಲಿ ಸ್ಪರ್ಧೆ ನಡೆಸುವುದಲ್ಲ. ನೀವು ಜಾಗತಿಕ ಮಟ್ಟದಲ್ಲಿ ಸ್ಪರ್ಧೆ ನಡೆಸಬೇಕು” ಎಂದು ಹೇಳಿದರು.
“ಸ್ವಾಮಿ ವಿವೇಕಾನಂದರು ಹಡಗಿನಲ್ಲಿ ಪ್ರಯಾಣ ಮಾಡುತ್ತಿದ್ದಾಗ ಜಿಮ್ ಷೆಡ್ ಜೀ ಟಾಟಾ ಅವರೊಂದಿಗೆ ದೇಶದ ಬಡತನದ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಸಿದರು. ವಿಜ್ಞಾನದಿಂದ ಮಾತ್ರ ಬಡತನ ನೀಗಲಿದೆ ಎಂದು ತೀರ್ಮಾನಿಸಿ, ಮೈಸೂರಿನ ಅಂದಿನ ಮಹಾರಾಜರ ಬಳಿ ವಿವೇಕಾನಂದರು ನಿವೇದಿಸಿದ್ದರಿಂದ 360 ಎಕರೆ ಪ್ರದೇಶದಲ್ಲಿ ಐಐಎಸ್ ಸಿ ಸ್ಥಾಪನೆಯಾಯಿತು. ಈ ಸಂಸ್ಥೆ ಇಂದು ಲಕ್ಷಾಂತರ ಪ್ರತಿಭಾವನ್ವಿತ ವಿಜ್ಞಾನಿಗಳನ್ನು ವಿಶ್ವಕ್ಕೆ ಕೊಡುಗೆಯಾಗಿ ನೀಡಿದೆ” ಎಂದು ಸ್ಮರಿಸಿದರು.
“ಕೌಶಲ್ಯವನ್ನು ಯಾರೂ ಕೂಡ ಕದಿಯಲು ಆಗುವುದಿಲ್ಲ. ನನ್ನ ಈ ಅಧಿಕಾರ ಯಾವತ್ತೋ ಒಂದು ದಿನ ಕೊನೆಯಾಗಬಹುದು. ಆದರೆ ನನ್ನಲ್ಲಿ ಇರುವ ಕೌಶಲ್ಯ ಕೊನೆಯಾಗಲ್ಲ. ಜೊತೆಗೆ ನಾವು ಪಡೆದ ವಿದ್ಯೆಯೂ ಸಹ ಎಂದಿಗೂ ಕುಂದು ಹೋಗುವುದಿಲ್ಲ” ಎಂದರು.
“ಪದವಿಗೂ ಕೌಶಲ್ಯಕ್ಕೂ ಸಂಬಂಧ ಇಲ್ಲ. ಸಾಮಾನ್ಯ ಜ್ಞಾನ ಇಲ್ಲದಿದ್ದರೆ ಎಷ್ಟು ಪದವಿ ಇದ್ದು ಫಲವೇನು? ಹೊಲ ಉಳುವಾಗ ರೈತ ಎಷ್ಟು ಅಚ್ಚುಕಟ್ಟಾಗಿ ನೇರವಾಗಿ ಹೊಲ ಉಳುತ್ತಾನೆ. ಹೆಣ್ಣು ಮಕ್ಕಳು ಅಳತೆಗೆ ತಕ್ಕಂತೆ ಪೈರು ನಾಟಿ ಮಾಡುತ್ತಾರೆ. ಇವರಿಗೆ ಯಾವ ಎಂಜಿನಿಯರ್ ಕೂಡ ಸ್ಕೇಲ್ ಇಟ್ಟು ಪಾಠ ಮಾಡಿಲ್ಲ. ಕೈಯಲ್ಲಿ ಕೌಶಲ್ಯ ಇದ್ದರೆ ಬದುಕು. ಕೌಶಲ್ಯ ಇದ್ದರೆ ಎಲ್ಲಿ ಬೇಕಾದರೂ ಬದುಕಬಹುದು” ಎಂದರು.
“ನವೆಂಬರ್ ನಲ್ಲಿ ನಡೆಯುವ ಬೆಂಗಳೂರು ಟೆಕ್ ಸಮಿಟ್ ನಲ್ಲಿ ಎಲ್ಲಾ ವಿದ್ಯಾರ್ಥಿಗಳು ತಪ್ಪದೇ ಭಾಗವಹಿಸಬೇಕು. ನಮ್ಮ ಸರ್ಕಾರ ಯುವ ಜನತೆಯ ಭವಿಷ್ಯವನ್ನು ಗುರಿ ಇಟ್ಟುಕೊಂಡು ಎಐ ವಿಶ್ವವಿದ್ಯಾಲಯ ಸ್ಥಾಪನೆ ಮಾಡಲಿದೆ” ಎಂದರು.
ಉದ್ಯೋಗ ಸೇತು ಯೋಜನೆ ಆರಂಭ
“ಖಾಸಗಿ ವಲಯದಲ್ಲಿ ಉದ್ಯೋಗ ಮಾಹಿತಿ ನೀಡಲು ಯುವಸೇತು ಎನ್ನುವ ಹೊಸ ಯೋಜನೆ ಜಾರಿಗೆ ತರಲು ಚಿಂತನೆ ನಡೆಸಿದ್ದೇವೆ. ಖಾಸಗಿ ಕ್ಷೇತ್ರದ ಉದ್ಯೋಗದಾತರು ಈ ಮೂಲಕ ತಮ್ಮಲ್ಲಿರುವ ಉದ್ಯೋಗ ಮಾಹಿತಿಯನ್ನು ಹಂಚಿಕೊಳ್ಳಲಿದ್ದಾರೆ” ಎಂದು ವಿವರಿಸಿದರು.
ಶಿಳ್ಳೆ ಹೊಡೆಯಬೇಡಿ, ಶಿಸ್ತು ಕಾಪಾಡಿ
ಮುಖ್ಯಮಂತ್ರಿ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ಅವರ ಮಾತಿಗೆ ನೆರೆದಿದ್ದು ವಿದ್ಯಾರ್ಥಿಗಳು ಚಪ್ಪಾಳೆ ಜೊತೆಗೆ ಶಿಳ್ಳೆ ಹೊಡೆದರು. ಆಗ ಸಿಎಂ ಡಿಕೆ ಶಿವಕುಮಾರ್, “ಚಪ್ಪಾಳೆ ಹೊಡೀರಿ. ಶಿಳ್ಳೆ ಹೊಡೆಯಬೇಡಿ. ಟೆಂಟ್ ನಲ್ಲಿ ರಾಜ್ ಕುಮಾರ್ ಸಿನಿಮಾ ನೋಡುವಾಗ ನಾನು ಶಿಳ್ಳೆ ಹೊಡೆಯುತ್ತಿದ್ದೆ. ಶಿಳ್ಳೆ ಇಲ್ಲೆಲ್ಲ ಹೊಡೆಯಬಾರದು. ಪಕ್ಷಿಗಳು ಶಿಳ್ಳೆ ಹೊಡೆದರೆ ಚೆನ್ನಾಗಿ ಕೇಳುತ್ತೆ. ಅವು ಮತ್ತೊಂದು ಪಕ್ಷಿಯನ್ನು ಕರೆಯುವುದಕ್ಕೆ ಶಿಳ್ಳೆ ಹೊಡೆಯುತ್ತದೆ. ನೀವು ಆ ಕೆಲಸ ಮಾಡಬೇಡಿ. ಶಿಸ್ತನ್ನು ಪಾಲಿಸಿ” ಎಂದು ಕಿವಿಮಾತು ಹೇಳಿದರು.

Udyoga Sethu Scheme to be Launched
Bengaluru, Aug 18:
“Skill means the confluence of intellectuals and achievers. No one can steal skill. Thanks to the skills of the youth here, Karnataka has become the hub of new research in the world,” said Chief Minister D.K. Shivakumar.
The Chief Minister spoke after inaugurating World Youth Skills Day at the Banquet Hall of Vidhana Soudha on Tuesday.
“If the country needs to become more aware, skill must accompany education. Possessing a skill is like enjoying royal fortune (Rajayoga); no one can steal it. While California has 1.3 million IT engineers, our Bengaluru alone has 2.5 million IT professionals. Karnataka is the home of skills,” he said.
Encouraging the students, he added, “Skill and knowledge are hidden treasures that cannot be stolen by kings, claimed by relatives, soaked by water, or burnt by fire. Everyone possesses skill. Not everyone can perform skilled jobs like goldsmith or carpentry. Even when there was no modern technology, Vidhana Soudha was constructed using prisoners. They had skill too. Every human being inherently possesses skill.”
Compete at the Global Level
“Industrialists who run massive conglomerates like Tata and Mahindra today studied in Bengaluru, gained skills here, and expanded their industrial empires worldwide. Do not restrict your competition to Belagavi, Hubballi, or Dharwad—you must compete at the global level,” he stated.
Recalling history, he said, “While traveling on a ship, Swami Vivekananda discussed the country’s poverty with Jamsetji Tata. Concluding that poverty could only be removed through science, Vivekananda made a request to the then Maharaja of Mysore, leading to the establishment of IISc on 360 acres of land. Today, this institution has contributed hundreds of thousands of talented scientists to the world.”
“No one can steal skill. My power and office might end one day, but the skill within me will not. Furthermore, the education we acquire never fades away,” he added.
“Degrees have no direct relation to skill. What is the use of holding degrees without common sense? Look at how neatly and straight a farmer plows his field, or how women plant crops precisely in line. No engineer taught them using a ruler. If you have skill in your hands, you have a livelihood. With skill, you can survive anywhere,” he observed.
“All students must attend the Bengaluru Tech Summit in November without fail. Our government is planning to establish an AI University keeping the future of the youth in mind,” he announced.
Udyoga Sethu Scheme Launched
Explaining a new initiative, he said, “We are contemplating the implementation of a new scheme called Yuva Sethu (Udyoga Sethu) to provide employment information in the private sector. Private sector employers will share their job vacancies through this platform.”
Do Not Whistle, Maintain Discipline
When the attending students began whistling alongside clapping during CM D.K. Shivakumar’s speech, he advised them, “Clap your hands, but do not whistle. I used to whistle while watching Dr. Rajkumar movies in touring talkies, but whistling shouldn’t be done here. It sounds nice when birds whistle; they do it to call another bird. Do not do that here. Maintain discipline.”
