ಬೆಂಗಳೂರು, ನವೆಂಬರ್, 28,2025 (www.justkannada.in): ಐಸಿಡಿಎಸ್ , ತಾಯಿ ಶಿಶು ಮರಣ ಹಾಗೂ ಅಪೌಷ್ಠಿಕತೆ ನಿವಾರಿಸುವ ದೂರದೃಷ್ಟಿಯ ಯೋಜನೆಯಾಗಿದ್ದು, 69,922 ಅಂಗನವಾಡಿ ಕೇಂದ್ರಗಳಿಂದ 40 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಮಹಿಳೆಯರು ಮತ್ತು ಮಕ್ಕಳಿಗೆ ಅನುಕೂಲವಾಗಿದೆ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ತಿಳಿಸಿದರು.
ಇಂದು ಮಹಿಳಾ ಮತ್ತು ಮಕ್ಕಳ ಅಭಿವೃದ್ಧಿ ವಿಕಲಚೇತನರ ಹಾಗೂ ಹಿರಿಯ ನಾಗರೀಕರ ಸಬಲೀಕರಣ ಇಲಾಖೆ ಇವರ ವತಿಯಿಂದ ಆಯೋಜಿಸಲಾಗಿದ್ದ ಕರ್ನಾಟಕದಲ್ಲಿ ಸಮಗ್ರ ಶಿಶು ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಯ ಸುವರ್ಣ ಮಹೋತ್ಸವ ಹಾಗೂ ಮಕ್ಕಳ ದಿನಾಚರಣೆಯ ವಿಶ್ವ ಹಿರಿಯ ನಾಗರೀಕರ ದಿನಾಚರಣೆ ಹಾಗೂ ಪ್ರಶಸ್ತಿ ಪ್ರಧಾನ ಸಮಾರಂಭ ಹಾಗೂ ಮಹಿಳಾ ಮತ್ತು ಮಕ್ಕಳ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಮಹತ್ವಕಾಂಕ್ಷಿ ಯೋಜನೆಗಳನ್ನು ಲೋಕಾರ್ಪಣೆ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಭಾಗವಹಿಸಿ ಮಾತನಾಡಿದರು.

ಅಕ್ಟೋಬರ್ 2, 2025 ಕ್ಕೆ ಐಸಿಡಿಎಸ್ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ 50 ವರ್ಷಗಳು ತುಂಬಿರುವುದು ಮೈಲುಗಲ್ಲು ಸಾಧನೆಯಾಗಿದೆ. ಭಾರತದ ಪ್ರಧಾನಿಯಾಗಿದ್ದ ಇಂದಿರಾ ಗಾಂಧಿಯವರು ಹಮ್ಮಿಕೊಂಡಿದ್ದ ದೂರದೃಷ್ಟಿಯ ಯೋಜನೆಯೇ ಐಸಿಡಿಎಸ್. ಎಪ್ಪತ್ತರ ದಶಕದಲ್ಲಿ ಮಹಿಳೆ ಮತ್ತು ಮಕ್ಕಳಲ್ಲಿ ಅಪೌಷ್ಠಿಕತೆ ,ಶಿಶು ಮತ್ತು ತಾಯಿಮರಣ ಹೆಚ್ಚಿದ ಸಂದರ್ಭದಲ್ಲಿ ಈ ಕಾರ್ಯಕ್ರಮ ಜಾರಿಯಾಗಿತ್ತು. ಶ್ರೀಮತಿ ಇಂದಿರಾಗಾಂಧಿಯವರು, ತಾಯಿ ಮತ್ತು ಮಕ್ಕಳ ಮರಣ ತಡೆಗಟ್ಟಲು ಹಾಗೂ ಅವರಲ್ಲಿ ಅಪೌಷ್ಠಿಕತೆ ನಿವಾರಿಸುವ ಉದ್ದೇಶದಿಂದ ಜಾರಿ ಮಾಡಿದರು. ರಾಜ್ಯದಲ್ಲಿ 69,922 ಅಂಗನವಾಡಿ ಕೇಂದ್ರಗಳಿದ್ದು, ಸುಮಾರು 40 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಮಹಿಳೆಯರು ಮತ್ತು ಮಕ್ಕಳು ಈ ಕೇಂದ್ರಗಳಿಂದ ಲಾಭ ಪಡೆಯುತ್ತಿದ್ದಾರೆ. ಟಿ.ನರಸೀಪುರ ತಾಲ್ಲೂಕಿನ ಹೊಸಹಳ್ಳಿ ಗ್ರಾಮದಲ್ಲಿ ಮೊದಲು ಪ್ರಾರಂಭಗೊಂಡ ಅಂಗನವಾಡಿ ಕೇಂದ್ರ, 33 ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿತು. ಪ್ರಸ್ತುತ ರಾಜ್ಯಾದ್ಯಂತ 69,922 ಕೇಂದ್ರಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿವೆ ಎಂದರು.
ಮಕ್ಕಳ ಆರೈಕೆ ಉದಾತ್ತವಾದ ಕೆಲಸ
ಅಂಗನವಾಡಿ ಕೇಂದ್ರಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಕಾರ್ಯಕರ್ತೆಯರು ಹಾಗೂ ಸಹಾಯಕರು ಪ್ರಾಮಾಣಿಕ ಸೇವೆಸಲ್ಲಿಸುತ್ತಿದ್ದು, ಮಕ್ಕಳ ಆರೈಕೆಯಲ್ಲಿ ನಿರತವಾಗಿರುವ ಎರಡನೇ ತಾಯಿಯಂತೆ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಗಳು ಅಭಿನಂಧಿಸಿದರು. ಇದು ಉದಾತ್ತವಾದ ಕೆಲಸ. ಮಕ್ಕಳು ದೇಶದ ಮುಂದಿನ ಭವಿಷ್ಯ. ಐಸಿಡಿಎಸ್ ಕಾರ್ಯಕ್ರಮದಿಂದ ಶಿಶು ಹಾಗೂ ತಾಯಿಮರಣ ಗಣನೀಯವಾಗಿ ಕಡಿಮೆಯಾಗಿದೆ.ವಿವಿಧೋದ್ದೇಶ ಸಹಕಾರ ಸಂಘವನ್ನು ಪ್ರಾರಂಭಿಸಲಾಗುತ್ತಿದ್ದು ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಮಹಿಳೆಯರಿಗೆ ಹೆಚ್ಚಿನ ಸಹಾಯ ಮಾಡಲಿ ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಹಾರೈಸಿದರು.
ಮಹಿಳೆಯರಲ್ಲಿ ಶೇ ನೂರರಷ್ಟು ಸಾಕ್ಷರತೆ, ವೈಚಾರಿಕ ಹಾಗೂ ವೈಜ್ಞಾನಿಕ ಜ್ಞಾನ ಬರಬೇಕಿದೆ
ಮಹಿಳೆಯರು ಆರ್ಥಿಕವಾಗಿ ಹಾಗೂ ಸಾಮಾಜಿಕವಾಗಿ ಸ್ವಾವಲಂಬಿಗಳಾಗದೆ ಹೋದರೆ,ಸಮಾಜ ಮುಂದುವರೆಯುವುದು ಕಷ್ಟ. ಸಮಾಜದಲ್ಲಿ ಅಸಮಾನತೆ ಇದ್ದು , ಮಹಿಳೆಯರೂ ಕೂಡ ಅಕ್ಷರ ಸಂಸ್ಕೃತಿಯಿಂದ ವಂಚಿತರಾಗಿದ್ದರು. ಇತ್ತೀಚಿನ ವರ್ಷಗಳಲ್ಲಿ ಮಹಿಳೆಯರು ಸುಶಿಕ್ಷಿತರಾಗುತ್ತಿರುವುದು ಸಂತಸದ ಸಂಗತಿ. ಮಹಿಳೆಯರಲ್ಲಿ ಶೇ ನೂರರಷ್ಟು ಸಾಕ್ಷರತೆ ಬರಬೇಕಲ್ಲದೆ ವೈಚಾರಿಕ ಹಾಗೂ ವೈಜ್ಞಾನಿಕ ಜ್ಞಾನ ಬರಬೇಕಿದೆ ಎಂದರು.
ಗ್ಯಾರಂಟಿಗಳಿಗೆ 1 ಲಕ್ಷ ನಾಲ್ಕು ಸಾವಿರ ಕೋಟಿ ರೂಗಳಿಗೂ ಹೆಚ್ಚು ಹಣ ವೆಚ್ಚ
ಹೆಣ್ಣೊಬ್ಬಳು ವಿದ್ಯಾವಂತೆಯಾದರೆ ಇಡೀ ಕುಟುಂಬ ಶಿಕ್ಷಣ ಪಡೆಯುತ್ತದೆ. ನಮ್ಮ ಸರ್ಕಾರ ಶಕ್ತಿ ಯೋಜನೆಯಡಿ 600 ಕೋಟಿಗೂ ಹೆಚ್ಚು ಮಹಿಳೆಯರು ಸರ್ಕಾರಿ ಬಸ್ಸುಗಳಲ್ಲಿ ಉಚಿತವಾಗಿ ಪ್ರಯಾಣಿಸಿದ್ದಾರೆ. ಗೃಹಲಕ್ಷ್ಮಿಯೋಜನೆಯಡಿ 1 ಕೋಟಿ 26 ಲಕ್ಷ ಕುಟುಂಬಗಳ ಯಜಮಾನಿಯರಿಗೆ 2000 ರೂ.ಗಳನ್ನು ಒದಗಿಸಲಾಗಿದೆ. ಹೆಣ್ಣುಮಕ್ಕಳು ಆರ್ಥಿಕವಾಗಿ, ಶೈಕ್ಷಣಿಕವಾಗಿ ಸಬಲರಾಗಬೇಕೆಂದು ಹಾಗೂ ಮಹಿಳೆಯರು ಮುಖ್ಯವಾಹಿನಿಗೆ ಬಂದು, ಸಮಾನ ಅವಕಾಶಗಳನ್ನು ಪಡೆಯಬೇಕೆನ್ನುವ ಉದ್ದೇಶದಿಂದ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಜಾರಿಗೆ ತರಲಾಗಿದೆ.ಇಲ್ಲಿಯವರೆಗೆ ಗ್ಯಾರಂಟಿಗಳಿಗೆ ಸರ್ಕಾರ 1 ಲಕ್ಷ ನಾಲ್ಕು ಸಾವಿರ ಕೋಟಿ ರೂಗಳಿಗೂ ಹೆಚ್ಚು ಹಣವನ್ನು ವೆಚ್ಚ ಮಾಡಿದೆ ಎಂದರು.
ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಗಳಿಗೂ ಅನುದಾನದ ಕೊರತೆಯಿಲ್ಲ
ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳನ್ನು ವಿರೋಧಿಸಿದವರ ಕಣ್ಣು ತೆರೆಯಬೇಕು. ಬಿಜೆಪಿಯವರು, ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿಯವರು ಇದನ್ನು ವಿರೋಧಿಸಿದ್ದರು. ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳನ್ನು ಜಾರಿ ಮಾಡಿ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಗೂ ವೆಚ್ಚ ಮಾಡಲಾಗುತ್ತಿದೆ. ಮಹಿಳೆಯರು ಸಬಲರಾದರೆ ಮಾತ್ರ ನಮಗೆ ದೊರೆತಿರುವ ಸ್ವಾತಂತ್ರ್ಯ ಸಾರ್ಥಕವಾಗುತ್ತದೆ ಎಂದರು.
ಮಹಿಳಾ ಕಲ್ಯಾಣಕ್ಕಾಗಿ 95000 ಕೋಟಿ ರೂ. ಗಳು ಮೀಸಲು
ಸಮಾಜದಲ್ಲಿ ಅಸಮಾನತೆ, ಲಿಂಗ ತಾರತಮ್ಯ ಹೋಗಲಾಡಿಸಬೇಕು. ಈ ವರ್ಷದ ಬಜೆಟ್ ನಲ್ಲಿ 95000ಕೋಟಿ ರೂ. ಗಳನ್ನು ಮಹಿಳಾ ಕಲ್ಯಾಣಕ್ಕಾಗಿ ಮೀಸಲಿಡಲಾಗಿದೆ. ಲಿಂಗ ತಾರಾತಮ್ಯ ಹೋಗಲಾಡಿಸಲು ಎಲ್ಲಾ ಕ್ರಮಗಳನ್ನು ಸರ್ಕಾರ ಕೈಗೊಂಡಿದೆ. ನಮ್ಮ ಸರ್ಕಾರ ಎಲ್ಲರನ್ನು ಒಳಗೊಂಡ, ಸಾಮಾಜಿಕ ಆರ್ಥಿಕ ಶಕ್ತಿ ನೀಡುತ್ತಿದೆ. ಜಾತಿ, ಲಿಂಗ ಮತ್ತು ಧರ್ಮದ ಹೆಸರಿನಲ್ಲಿ ಸಮಾಜವನ್ನು ಒಡೆಯುತ್ತಿಲ್ಲ. ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿ ನಮ್ಮ ಗುರಿ. ಬಡವ ಬಲ್ಲಿದ ಎಂಬ ತಾರತಮ್ಯ ಹೋಗಲಾಡಿಸಬೇಕು ಎಂಬ ನಿಟ್ಟಿನಲ್ಲಿ ಸರ್ಕಾರ ಕಾರ್ಯಪ್ರವೃತ್ತವಾಗಿದೆ ಎಂದರು.
ದೇಶದಲ್ಲಿ ಹೆಚ್ಚಿನ ಗೌರವಧನವನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ನೀಡುತ್ತಿದೆ
ಐಸಿಡಿಎಸ್ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಕಾರ್ಯಕ್ರಮವಾದರೂ ರಾಜ್ಯ ಸರ್ಕಾರ ಹೆಚ್ಚಿನ ಅನುದಾನ ಕೊಡುತ್ತಿದೆ. ಕೇಂದ್ರದಿಂದ 2700 ರೂ ಬಂದರೆ, ರಾಜ್ಯ ಸರ್ಕಾರ 8500 ಒದಗಿಸುತ್ತಿದೆ. ಇಡೀ ದೇಶದಲ್ಲಿ ಅಂಗನವಾಡಿ ಕಾರ್ಯಕರ್ತರು ಹಾಗೂ ಸಹಾಯಕಿಯರಿಗೆ ಹೆಚ್ಚಿನ ಗೌರವಧನವನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ನೀಡುತ್ತಿದೆ ಎಂದರು.

A visionary scheme of former Prime Minister Indira Gandhi
ICDS program completing 50 years by October 2, 2025, is a milestone achievement. ICDS was a visionary scheme launched by the then Prime Minister, Mrs. Indira Gandhi. It was started in the seventies when malnutrition and mother-child mortality were high. Mrs. Indira Gandhi launched it with the aim of preventing mother and child mortality and eliminating malnutrition among them. The state has 69,922 Anganwadi centres, from which about 40 lakh women and children are benefiting. The first Anganwadi centre started in Hosahalli village in T. Narasipura taluk and operated in 33 taluks. Currently, 69,922 centres are functioning across the state, he said.
Caring for children is a noble work
The Chief Minister praised the Anganwadi workers and helpers, saying they serve with dedication and are like a second mother to the children in their care. This is a noble work. Children are the future of the country. The ICDS program has significantly reduced infant and maternal mortality. A multipurpose cooperative society is being started, and the Chief Minister wished that it would provide more help to women in the coming days.
100% literacy for women, along with rational and scientific knowledge, is needed
If women do not become economically and socially self-reliant, it is difficult for society to progress. Inequality existed in society, and women were also deprived of literacy. It is a happy development that women are becoming educated in recent years. Women must achieve 100% literacy, and they must also gain rational and scientific knowledge, he said.
Over Rs 1 lakh 4 thousand crore spent on guarantee schemes
If one girl becomes educated, the entire family gets educated. Under our government’s Shakti scheme, over 600 crore women have travelled for free in government buses. Under the Gruhalakshmi scheme, Rs 2000 has been provided to 1 crore 26 lakh female heads of families. Programs have been implemented with the aim of empowering girls economically and educationally, and bringing women into the mainstream to get equal opportunities. So far, the government has spent over Rs 1 lakh 4 thousand crore on the guarantee schemes, he said.
There is no shortage of funds for development schemes
Those who opposed the guarantee schemes should open their eyes. The BJP and Prime Minister Narendra Modi had opposed it. We are implementing the guarantee schemes and also spending on development works. Our freedom will be meaningful only when women are empowered, he said.

Inequality and gender discrimination in society must be eliminated. In this year’s budget, Rs 95,000 crore has been reserved for women’s welfare. The government has taken all measures to eliminate gender discrimination. Our government is providing socio-economic power by including everyone. We are not dividing society in the name of caste, gender, and religion. Holistic development is our goal. The government is working with the aim of eliminating discrimination between the rich and the poor, he said.

Although ICDS is a central government program, the state government provides more funds. If Rs 2700 comes from the centre, the state government provides Rs 8500. The Karnataka government is giving the highest honorarium to Anganwadi workers and helpers in the entire country, he said.
