ಮೈಸೂರು, ಜೂ.೧೭,೨೦೨೬: ದಟ್ಟಗಳ್ಳಿ ಸಮೀಪದ ಬಾರ್ ಅಂಡ್ ರೆಸ್ಟೋರೆಂಟ್‌ನಲ್ಲಿ ಸಂಭವಿಸಿದ್ದ ಅಗ್ನಿ ಅವಘಡ ಪ್ರಕರಣದಲ್ಲಿ ಕರ್ತವ್ಯ ಲೋಪ ಎಸಗಿದ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಂಡಿದ್ದರೂ, ಸಚಿವ ಡಾ. ಯತೀಂದ್ರ ಸಿದ್ದರಾಮಯ್ಯ ಸೂಚಿಸಿದ್ದ ಪ್ರಮುಖ ಅಧಿಕಾರಿ ವಿರುದ್ಧ ಯಾವುದೇ ಕ್ರಮ ಜರುಗದಿರುವುದು ಇದೀಗ ಹೊಸ ಚರ್ಚೆಗೆ ಕಾರಣವಾಗಿದೆ.

ಅಗ್ನಿ ಅವಘಡದ ಸಂಬಂಧ ಕಟ್ಟಡದ ಮೇಲ್ಛಾವಣಿಯಲ್ಲಿ ಯಾವುದೇ ಅನುಮತಿ ಪಡೆಯದೆ ಒಣ ಹುಲ್ಲು ಹಾಗೂ ಗರಿಗಳಿಂದ ನಿರ್ಮಾಣ ಮಾಡಿದ್ದ ರೂಫ್‌ಟಾಪ್‌ನಲ್ಲಿ ಬಾರ್ ಅಂಡ್ ರೆಸ್ಟೋರೆಂಟ್ ನಡೆಸಲಾಗುತ್ತಿತ್ತು. ಈ ಅಕ್ರಮ ಚಟುವಟಿಕೆಯನ್ನು ಪರಿಶೀಲಿಸದೇ ಕರ್ತವ್ಯ ಲೋಪ ಎಸಗಿರುವ ಆರೋಪದ ಮೇಲೆ ಮೈಸೂರು ಉಪವಿಭಾಗದ ಅಬಕಾರಿ ಉಪ ಅಧೀಕ್ಷಕ, ಮೈಸೂರು ವಲಯ-3ರ ಅಬಕಾರಿ ನಿರೀಕ್ಷಕ, ಇಬ್ಬರು ಅಬಕಾರಿ ಉಪನಿರೀಕ್ಷಕರು ಹಾಗೂ ಒಬ್ಬ ಅಬಕಾರಿ ಪೇದೆ ಸೇರಿ ಒಟ್ಟು ಐವರು ಅಧಿಕಾರಿಗಳನ್ನು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಅಮಾನತುಗೊಳಿಸಿ ಅಬಕಾರಿ ಆಯುಕ್ತರು ಆದೇಶ ಹೊರಡಿಸಿದ್ದಾರೆ.

ಆದರೆ, ಘಟನೆಯ ಮರುದಿನವೇ ಮೈಸೂರಿಗೆ ಧಾವಿಸಿದ್ದ ಸಚಿವ ಡಾ. ಯತೀಂದ್ರ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಘಟನೆ ಕುರಿತು ತೀವ್ರ ಆತಂಕ ವ್ಯಕ್ತಪಡಿಸಿ, ಜಿಲ್ಲೆಯ ಅಬಕಾರಿ ಉಪ ಆಯುಕ್ತ ನಾಗರಾಜಪ್ಪ ವಿರುದ್ಧ ಕರ್ತವ್ಯ ಲೋಪದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಸೂಚನೆ ನೀಡಿದ್ದರು. ಅವರ ಈ ಹೇಳಿಕೆ ಬಳಿಕ ಜಿಲ್ಲೆಯಲ್ಲಿ ಅಬಕಾರಿ ಡಿಸಿ ವಿರುದ್ಧವೂ ಶಿಸ್ತು ಕ್ರಮ ಜರುಗಲಿದೆ ಎಂಬ ನಿರೀಕ್ಷೆ ಮೂಡಿತ್ತು.

ಆದರೆ ಸರ್ಕಾರದ ಅಂತಿಮ ಆದೇಶದಲ್ಲಿ ಅಬಕಾರಿ ಡಿಸಿ ನಾಗರಾಜಪ್ಪ ಅವರನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ಕೈಬಿಡಲಾಗಿದ್ದು, ಕೇವಲ ಕಿರಿಯ ಹಂತದ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ಮಾತ್ರ ಕ್ರಮ ಜರುಗಿಸಲಾಗಿದೆ. ಇದರಿಂದ “ದೊಡ್ಡ ಮೀನುಗಳನ್ನು ಬಿಟ್ಟು ಸಣ್ಣ ಮೀನುಗಳನ್ನು ಹಿಡಿಯುವ” ಕೆಲಸ ನಡೆದಿದೆಯೇ ಎಂಬ ಪ್ರಶ್ನೆ ಉದ್ಭವಿಸಿದೆ.

ಜಿಲ್ಲೆಯ ಅಬಕಾರಿ ವ್ಯವಸ್ಥೆಯ ಮುಖ್ಯಸ್ಥರಾಗಿರುವ ಡಿಸಿ ಅವರ ಹೊಣೆಗಾರಿಕೆ ಕುರಿತು ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಳ್ಳದಿರುವುದು ಹಲವು ಅನುಮಾನಗಳಿಗೆ ಕಾರಣವಾಗಿದೆ. ಮೇಲಧಿಕಾರಿಯ ಮೇಲ್ವಿಚಾರಣೆಯ ವೈಫಲ್ಯವಿದ್ದರೂ, ಅದರ ಹೊಣೆ ಕೇವಲ ಅಧೀನ ಅಧಿಕಾರಿಗಳ ಮೇಲೆ ಮಾತ್ರ ಹೊರಿಸಲಾಗಿದೆಯೇ ಎಂಬ ಚರ್ಚೆ ಆರಂಭವಾಗಿದೆ.

Political observers and sections of the public are questioning whether the government’s action amounts to shielding senior officers while making junior staff scapegoats for administrative failures.
