ಪ್ರಾಥಮಿಕ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳ ಉನ್ನತೀಕರಣ ಸಂಬಂಧ ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಗೃಹಕಚೇರಿ ಕೃಷ್ಣಾದಲ್ಲಿ ಸಭೆ ನಡೆಯಿತು.

ಸಭೆ ಬಳಿಕ ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಸಚಿವ ಡಾ.ಕೆ.ಸುಧಾಕರ್, ಕೇರಳ ಮತ್ತು ತಮಿಳುನಾಡು ರಾಜ್ಯಗಳಲ್ಲಿ ಸಮುದಾಯ ಆರೋಗ್ಯ ಸೇವೆ ಉತ್ತಮವಾಗಿದೆ ಎಂದು ಜನರು ಮಾತನಾಡುತ್ತಾರೆ. ಆದರೆ ಇಡೀ ದೇಶದಲ್ಲಿ ಕರ್ನಾಟಕದ ಆರೋಗ್ಯ ಸೇವೆ ಉತ್ತಮ ಹಾಗೂ ಮಾದರಿಯಾಗಿರಬೇಕು ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಕನಸು ಕಂಡಿದ್ದಾರೆ. ಈ ಕನಸಿಗೆ ಪೂರಕವಾಗಿ ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ ಎಂದರು.

ರಾಜ್ಯದಲ್ಲಿ 2,380 ಪ್ರಾಥಮಿಕ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳಿವೆ. 30 ಸಾವಿರ ಜನಸಂಖ್ಯೆಗೆ ಒಂದು ಪ್ರಾಥಮಿಕ ಆರೋಗ್ಯ ಕೇಂದ್ರ ಇದೆ. ಇದರಲ್ಲಿ ಅಸಮತೋಲನವಿದ್ದರೆ ಹೊಸ ಕೇಂದ್ರ ನಿರ್ಮಾಣ ಹಾಗೂ ಅಸ್ವಿತ್ವದಲ್ಲಿರುವ ಕೇಂದ್ರಗಳನ್ನು ಮೇಲ್ದರ್ಜೆಗೇರಿಸುವುದು ಹೊಸ ಯೋಜನೆಯ ಉದ್ದೇಶ. ಪಿಎಚ್ ಸಿಯಲ್ಲಿ 6 ಹಾಸಿಗೆ ಇದ್ದು, ಅದನ್ನು 12 ರಿಂದ 20 ಹಾಸಿಗೆಗೆ ಹೆಚ್ಚಿಸಲಾಗುವುದು. ಪಿಎಚ್ ಸಿಯಲ್ಲಿ ಒಬ್ಬ ವೈದ್ಯ ಇದ್ದು, ಈ ಸಂಖ್ಯೆಯನ್ನು ಕನಿಷ್ಠ 3-4 ಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಗುವುದು. ಈ ಪೈಕಿ ಒಬ್ಬ ಮಹಿಳಾ ವೈದ್ಯೆ ಹಾಗೂ ಮತ್ತೊಬ್ಬರು ಆಯುಷ್ ವೈದ್ಯರಿರುತ್ತಾರೆ ಎಂದು ವಿವರಿಸಿದರು.

ಉತ್ತಮ ವಸತಿ ಕಲ್ಪಿಸದ ಕಾರಣಕ್ಕೆ ಅನೇಕ ವೈದ್ಯರು ಗ್ರಾಮೀಣ ಪ್ರದೇಶಗಳಲ್ಲಿ ಸೇವೆ ಸಲ್ಲಿಸಲು ಹಿಂದೇಟು ಹಾಕುತ್ತಿದ್ದರು. ಒಂದೇ ಸಮುಚ್ಛಯದಲ್ಲಿ ನರ್ಸ್, ವೈದ್ಯರಿಗೆ ವಸತಿ, ಇತರೆ ಆರೋಗ್ಯ ಸಿಬ್ಬಂದಿಗೆ ವಸತಿ ಕಲ್ಪಿಸಲಾಗುತ್ತದೆ. 2 ಎಕರೆ ಪ್ರದೇಶದಲ್ಲಿ 6-8 ಕೋಟಿ ರೂ. ಖರ್ಚು ಮಾಡಿ ಹೊಸ ಪಿಎಚ್ ಸಿ ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ. 20 ಸಾವಿರ ಚದರ ಮೀಟರ್ ಆಡಳಿತ ಕಟ್ಟಡ, 12 ಹಾಸಿಗೆಯ ವಿಭಾಗ, ತಾಯಿ ಮತ್ತು ಶಿಶು ಕಾಳಜಿ ಕೇಂದ್ರ, ಪ್ರಯೋಗಾಲಯ ಇರಲಿದೆ. ಮಧುಮೇಹ ಪರೀಕ್ಷೆ, ರಕ್ತ ಪರೀಕ್ಷೆ ಸೇರಿದಂತೆ ನಾನಾ ಪರೀಕ್ಷೆಗಳನ್ನು ಉಚಿತವಾಗಿ ಮಾಡುವ ವ್ಯವಸ್ಥೆ ಇರಲಿದೆ. ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಅಭಿಯಾನದ ಅನುದಾನ ಬಳಸಿ ಉಚಿತ ಸೇವೆ ನೀಡಲಾಗುವುದು ಎಂದು ವಿವರಿಸಿದರು.

ಇ-ಆಸ್ಪತ್ರೆ

ಸಣ್ಣ ಆಸ್ಪತ್ರೆಗಳಿಂದ ಆರಂಭವಾಗಿ ಸೂಪರ್ ಸ್ಪೆಷಾಲಿಟಿ ಆಸ್ಪತ್ರೆವರೆಗೂ ಅಂತರ್ಜಾಲ ಬಳಸಿ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುವ ಇ-ಆಸ್ಪತ್ರೆ ಸೌಲಭ್ಯವಿರಲಿದೆ. ಪಿಎಚ್ ಸಿಯಲ್ಲಿ ಎಕ್ಸ್ ರೇ ತೆಗೆದರೂ ಅದಕ್ಕೆ ಬೇಕಾದ ಸಲಹೆಯನ್ನು ಸೂಪರ್ ಸ್ಪೆಷಾಲಿಟಿ ಆಸ್ಪತ್ರೆ ತಜ್ಞರು ನೀಡುವಂತಹ ವ್ಯವಸ್ಥೆ ಇರಲಿದೆ ಎಂದು ಸಚಿವ ಸುಧಾಕರ್ ತಿಳಿಸಿದರು.

ತಜ್ಞ ವೈದ್ಯರ ತಪಾಸಣೆಗೆ ಅನುಕೂಲವಾಗಲು ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಕ್ಯಾಮರಾ ಮತ್ತು ಟಿವಿಯೊಂದಿಗೆ ಟೆಲಿ-ಮೆಡಿಸಿನ್ ವ್ಯವಸ್ಥೆ ಇರಲಿದೆ ಎಂದು ತಿಳಿಸಿದರು.radical-improvement-primary-health-centers-action-upgrade-minister-dr-k-sudhakar

80 ಸಾವಿರ ಜನಸಂಖ್ಯೆಗೆ ಒಂದರಂತೆ ಇರುವ ಸಮುದಾಯ ಆರೋಗ್ಯ ಕೇಂದ್ರವನ್ನು ಕೂಡ ಮೇಲ್ದರ್ಜೆಗೇರಿಸಲಾಗುವುದು. ಜಿಲ್ಲಾಸ್ಪತ್ರೆ, ತಾಲೂಕು ಆಸ್ಪತ್ರೆಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗುವುದು. 200 ಹಾಸಿಗೆಗಳ ಜಿಲ್ಲಾಸ್ಪತ್ರೆಗಳು ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ 500-700 ಹಾಸಿಗೆಯ ಆಸ್ಪತ್ರೆಯಾಗಿ ಅಭಿವೃದ್ಧಿಯಾಗಲಿವೆ. ಬೆಂಗಳೂರು, ಹುಬ್ಬಳ್ಳಿಗೆ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳು ಕೇಂದ್ರೀಕೃತವಾಗದೆ ಎಲ್ಲ ಕಡೆಗೂ ವಿಸ್ತರಿಸಲಾಗುವುದು. ಆಯಾ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಆರೋಗ್ಯ ಸೇವೆ ಸಿಗುವಂತೆ ಮಾಡಲಾಗುವುದು ಎಂದರು.

ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆ

ಈ ಹಿಂದೆ 1 ಲಕ್ಷ ಜನಸಂಖ್ಯೆಗೆ ಒಂದು ಆಂಬ್ಯುಲೆನ್ಸ್ ನೀಡಲಾಗುತ್ತಿತ್ತು. ಪ್ರತಿ ಪ್ರಾಥಮಿಕ ಆರೋಗ್ಯ ಕೇಂದ್ರಕ್ಕೆ ಒಂದು ಆಂಬ್ಯುಲೆನ್ಸ್ ನೀಡಲಾಗುವುದು. ಅಂದರೆ, 30 ಸಾವಿರ ಜನಸಂಖ್ಯೆಗೆ ಒಂದು ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆ ಲಭ್ಯವಾಗಲಿದೆ ಎಂದು ಸಚಿವ ಡಾ.ಕೆ.ಸುಧಾಕರ್ ಮಾಹಿತಿ ನೀಡಿದರು.

Ambitious initiative aimed to make Karnataka’s public health care the best in the country

Minister shares information on upgradation of PHCs

Bengaluru, December 24, 2020: State government is working on an ambitious project to upgrade the Primary Health care centres to ensure quality health care to every citizen in the state, said Health & Medical Education Minister Dr.K.Sudhakar. He was speaking to the media after a meeting with Chief Minister B.S.Yediyurappa where he briefed CM about the proposed model PHCs.

Minister said that people are of the opinion that community Health care is better in the neighboring states, but, it is the dream of Chief Minister B.S.Yediyurappa to provide best health care services in the country. This project is inline with PM’s dream to establish health and wellness centres in every villlage, he said.

There are 2,380 PHCs in the state, one per 30,000 population. The project is aimed to construct new PHCs to fill the gap and upgrade the existing ones. The current bed capacity of PHCs will be increased from 6 to 12-20. There will be 3-4 doctors including a Ayush and women doctor
instead of a single medical officer . The building will also include facilities like Yoga and wellness centre, a well-equipped laboratory to facilitate basic blood tests etc, radiology centre wirh X-ray unit, good quality camera and TV to facilitate expert doctor consultation through tele-medicine, explained Dr.K.Sudhakar.

The lack of good housing facility is one of the main reason why doctors are hesitatant to serve in rural areas and PHCs. In order to address this problem and to ensure staff availability at any given point of time, the model PHCs will include residential facility with 2 BHK housing for doctor and 1 BHK for nurse and ANM staff, Explained Dr.Sudhakar

E-Hospital

E-Hospital facility will be established at all PHCs to connect with super specialty hospitals. Even a small x-ray report will also be reviewed by a specialist doctors from super specialty hospital. Community health centres will also be upgraded. Taluk and district hospitals will be modernized. District hospitals with 200 beds will be upgraded to 500-700 beds. Quality health care will be made available at all districts.

Ambulance service

There were 1 ambulance per 1 lakh population earlier, now every PHCs will be provided with a modern ambulance. i.e. every 30,000 population will have one ambulance now.
